China says to work with US to address each other's core concerns

Chinese Vice Premier Liu He said on Saturday that China would work with the United States to address each other's core
concerns on the basis of equality and mutual respect, and that stopping the trade war would be good for both sides and
the world.

"The 2 sides have made substantial progress in many fields, laying an important foundation for the signing of a phased
agreement," Liu, also the chief negotiator in the trade talks, told a virtual reality conference in Nanchang, the capital of
southeastern Jiangxi province.

"Stopping the escalation of the trade war benefits China, the US and the whole world. It's what producers and
consumers alike are hoping for," Liu said in a rare public speech about the trade war.

China and the United States reached a limited deal last week toward ending the trade war that has roiled global markets
and hammered world growth. Both sides are working toward a written agreement.

China's third-quarter economic growth slowed to an annual 6 percent, its weakest pace in almost 3 decades as the
bruising trade war hit factory production and investment sentiment.

Liu said on Saturday that China would step up investment in core technologies to accelerate economic restructuring,
adding economic prospects remain "very bright."

"We're not worried about short-term economic volatility. We have every confidence in our ability to meet
macroeconomic targets for the year," he said.

Liu said improved relations between China and the United States benefited the world.

"Growth in Sino-US economic and trade cooperation is connected to peace, stability and prosperity of the whole world,"
he said.

"China and the US can meet each other halfway, based on equality and mutual respect, addressing each other's core
concerns, striving to create a good environment and achieving both sides' common goals."

The International Monetary Fund estimated that a tentative trade deal reached by Washington and Beijing last week
could reduce the harm done by tit-for-tat tariffs imposed by both countries over the past 15 months.
Instead of dragging global growth down by 0.8 percent, the impact might be limited to 0.6 percent, Managing Director
Kristalina Georgieva said on Thursday.

'Ninja cops' probe findings out before Albayalde retirement: Napolcom

MANILA - The National Police Commission (Napolcom) is optimistic it could submit findings on the "ninja cops"
controversy before former Philippine National Police (PNP) chief Oscar Albayalde retires from service next month.

"We will see to it before November 8 all the documents necessary would have already been submitted to the offices
concerned where we should send our output in this investigation, especially the Office of the President and the
secretary of the DILG (Department of the Interior and Local Government)," Napolcom vice chair and executive officer
Rogelio Casurao said Saturday.

In an interview on DZMM radio, Casurao said that an investigation involving Albayalde should be resolved while he is still
in service.
"After his retirement we lose jurisdiction over him. But if the case is filed, docketed, even after his retirement we have
jurisdiction," he said.

Albayalde in 2013 was chief of the Pampanga police when 13 of his men were accused of pilfering 160 kilos of shabu
worth P648 million in an operation against a suspected drug lord.

Casurao said the initial findings released by the Senate Blue Ribbon Committee would be a big help in its joint probe
with the DILG.

The draft report recommends the filing of drug and graft charges against Albayalde and the 13 men.

He said Napolcom-DILG investigators would find pieces of evidence from the Senate report "one way or another" as they
sought to find possible administrative liability of the respondents.

Casurao said they could initiate an administrative case against Albayalde if there is strong indication of his alleged
involvement with ninja cops.

"On the other hand, if we don't see strong evidence of his alleged involvement, well in all likelihood he can retire very
peacefully probably because the other aspects of his involvement can be looked at in the pending DOJ investigation," he
said.
