1 Massachusetts Aven, NW, Washington DC 20008 Amt RAK SG February 19, 2020 Mr. Patrick Foye Chairman and Chief Executive Officer Metropolitan Transportation Authority 2 Broadway “New York, NY 10004 Dear Pat: Thank you for your February 14th letter regarding completing interoperability work between Amtrak arid the Long Island Rail Road (LIRR) to achieve the federally-mandated Positive Train Control (PTC) deadline of December 31, 2020. Amtrak shares a common commitment to strengthening safety for our customers and employees with all of our tenants and hosts on the Northeast Corridor and we appreciate the partnership we've had to date with your organization to advance this goal through the implementation of PTC. Amtrak remains committed to achieving the full functionality of PTC for Amtrak and our other NEC tenants when utilizing LIRR’s NEC territory. Doing so requires software upgrades to our on-board ACSES system in LIRR’s Harold Interiocking, which features a unique “back-to-back” (B2B) signal design. Given LIRR’s recent delivery of the final requirements to Amtrak, we were informed by our common supplier, Siemens, that this aspect of the system will not be functional until after December 31, 2020. Therefore, Amtrak has been working to develop a set of mitigations for discussion with LIRR that will permit safe operation through Harold Interlocking and also permit us to be in FRA compliance untif the software upgrades can be delivered and implemented next year (Our present circumstance stems from 2018, when LIRR, as the host railroad for Harold Interlocking, first notified Amtrak of the potential issues with utilizing the ACSES PYC system with Harold’s B2B signal configuration. At that time, however, LIRR told Amtrak they were studying the problem and did not have a path or design for resolution. In fact, it was not, until September 18, 2019 that Amtrak first received a draft document from LIRR setting forth a potential solution for our consideration. The outstanding issues in this B2B document were finally resolved and shared with Amtrak on November 22, 2019, approximately eight (8) weeks ago. Once 1LIRR was able to deliver the requirements needed to permit us to begin the process of making the necessary on-board changes, we began that process with our contractors. Contrary to the information in your letter, we have a task order in place with our systems integrator, Bums, for the development of the B2B solution. They are currently working with their sub-contractor Siemens, whom began the evaluation of our on-board software after the initial draft of the requirements were detivered by LIRR on October 18, 2019. Based on Siemens current estimates, we anticipate that the onboard B2B solution will be available for implementation on all Amtrak equipment by July 2020. (4036270951) Regarding our collective work on a mitigation strategy, I am happy’¢o report that this past Friday, both Amtrak and LIRR held an in-depth working-session on the proposed mitigation strategy to achieve interoperability by the end of 2020 without B2B software that we have been developing since it ‘became clear that Siemens woutd be unable to meet the desired schedule. Although there is still work to be completed, much progress was made by both teams in our joint consideration of this proposal in anticipation of eventually presenting it to the FRA. Specifically, both teams are workiag towards a common goal to reconcile any differences before the next NEC PTC Executive Meeting, where these issues are already scheduled to be discussed. The meeting is scheduled for 1:00PM, on Wednesday, February 26 with the Executives from Amtrak, LIRR, and FRA in attendance. We look forward to getting this important project completed and are confident that, working together, ‘we can have an acceptable mitigation solution that will allow us to safely operate trains through Harold Interlocking and achieve FRA compliance by the deadline.
