Mr. Brown has served as a panelist with the Matrimonial Early Settlement
Program in Union County since 1986. He was a member of the Supreme
Court (District XII) Ethics Committee and served as its Chair for the 2001
term. Mr. Brown is a member of the Union County Bar Association, of which
he is a Past President, and where he has served as Chairman of the
Association’s Family Law, Judicial and Prosecutorial Appointments and
Activities Committees.

In most countries, particularly civil law countries, there has been a tradition of giving
many legal tasks to a variety of civil law notaries, clerks, and scriveners. These countries
do not have "lawyers" in the American sense, insofar as that term refers to a single type
of general-purpose legal services provider; rather, their legal professions consist of a
large number of different kinds of law-trained persons, known as jurists, of which only
some are advocates who are licensed to practice in the courts. It is difficult to formulate

In many countries, including the United States and the United Kingdom, there is a rule
that only lawyers may have an ownership interest in, or be managers of, a law firm. Thus,
law firms cannot quickly raise capital through initial public offerings on the stock market,
like most corporations. In the United States this rule is promulgated by the American Bar
Association and is adhered to in all U.S. jurisdictions, except the District of Columbia.
The U.K. has a similar rule, but in recent years there have been discussions about
relaxing it in order to allow law firms to expand more rapidly.
