In the past ten years they have donated an estimated amount of $450,000 to for healthcare

helping hand. Last year, they estimated a total of 14,000 hospital volunteer hours.

Here’s hoping that all my
friends and family had a great

those who love them. As for
me and Julieta, we had a
great time, as always, sur-
rounded by our three kids,
Ricky, Carlos, and Diane –
and, our beautiful grandchil-
dren, including Little
Ricky, Victoria,
Aliyah, Izzy, G.G.,
and our little Bri-
anna. Christmas
is for the chil-
dren, and it was
so great to see
their little eyes
light up at the sight
of the tree and the
presents that held it up.
They are already anxious for
next year’s magic day, and
what Santa will bring if
they’re good girls and boys.
So, with one holi-
day out of the way, and the
beginning of the coming New
Year, let me give you an idea
of what I wish for those
whom I admire and those

Department of Public Health’s Animal
Services Program is reminding the pub-
lic that several revisions to the Title 7
Ordinance regarding animals in the city
will go into effect on January 1, 2011.
Earlier this year, City Council approved
a budget increase of $250,000 in order
to hire more staff and make changes
necessary to educate the public as well
as to enforce the ordinance. A cam-
paign is already underway where educa-
tors will give outreach presentations to
local groups and agencies to help resi-
dents understand the existing laws and
the revisions.
“I am confident these changes, includ-
ing an increase in staff, will be a turning
point in developing a more solid part-
nership with the community. It will take
a united effort between pet owners and
our Department to successfully reduce
the number of unwanted animals in our
community” said Michael Hill, Health
Department Director.
Among the changes are the following
regulations that deal with the sale or
transfer of animals:
•You cannot sell or offer to sell or
transfer puppies or kittens that are
under eight weeks old.
•If you are selling or transferring a
pet that is less than a year old and it
has not been spayed or neutered, you
cannot charge more than $50.00 un-
less you have proof that you spent
more than that amount to take care of
it (less the cost of food.)
•If you are selling or transferring a
pet that is less than a year old and it
has been spayed or neutered, you can-
not charge more than $150.00 unless
you have proof that you spent more
than that amount to take care of it.
Residents are also reminded that a litter
permit is required and the permit num-
ber must appear on any and all advertis-
ing.

nance as well as an easy to understand

I have filed the same bill for this session and hope to pass
it with the support of the entire El Paso delegation. It is
important for agriculture in the county that the bill pass.
The farmer's bear the entire burden of the operating cost of
the district and, according to the U.S. Supreme Court,
should shoulder the responsibility, exclusively, of its oper-
ation; including elections.
Imagine if you are a resident of the city of El Paso, Hori-
zon, Socorro or Clint, that voters who live outside the
cities could affect the policies in your community by being
eligible to vote in municipal elections. A resident of San
Elizario could get elected to the city council of Horizon
and vote for issues that benefit San Elizario. That is in no
way proper. That same principal should be considered
with this bill.
If farmers pay the fees for the operating costs of the Dis-
trict, then they should be the only ones eligible to vote on
District matters.

How do we
get Snow?
It’s about time we get some colder weather and the chance
for some snow! It certainly has been a very warm Fall and
beginning to Winter courtesy of La Nina here in El Paso. We
certainly expected our above normal temps and below nor-
mal precipitation but it’s nice to see a change.

Since we have the cold air in place and a chance for some snow, let’s talk about how snow if
formed. The trick to starting a snowstorm is "atmospheric lift," which basically refers to any-
thing that causes warm, moist air to rise from Earth's surface into the sky, where it forms a
cloud. This often occurs when two air masses collide — forcing the warmer air on top of the
colder "dome" — but it can also happen when warm air simply slides up the side of a moun-
tain.

No matter what lifts it, rising water vapor eventually cools so much it converts back to a liq-
uid. The resulting water droplets can create clouds, but first they need something to condense
onto, much like dew condenses onto grass or water condenses on the outside of a glass. The
atmosphere may seem like a sparse and lonely place, but it's not empty: Long-range winds
carry all kinds of microscopic debris up there, mainly in the form of dust, dirt and salt. These
floating tidbits circulate all around the sky, even crossing continents and oceans, and they
give cloud droplets something to cling onto (see illustration at right). When you catch a
snowflake on your tongue, you could be eating a speck of sand from the Sahara, soil from
the steppes of central Asia, or even soot from your own car's tailpipe.

Storm clouds tend to billow upward as they develop, gradually towering into colder and
colder regions of the sky. Most clouds are still made of liquid water droplets, even during

lesque" movie? Think again. You can
create your own showgirl style this New

Take it from Liz Goldwyn, the author of
"Pretty Things: The Last Generation of
American Burlesque Queens" (It Books,

"For the burlesque queen, the single

high 12-foot ceiling (this is
an old Victorian house).
We're looking for cozy, and
that's hard with such a high
ceiling. What do you sug-
gest?
A : Who says you have to
go on living with that high
ceiling? Not when there are
relatively easy ways to bring
it down ... or create the illu-
sion that you have.
Dark colors often do the
trick. If you paint your ceil-
ing deep brown, midnight
blue or even black, it will ap-
pear lower. Simple color
alchemy: dark colors advance
to the eye, making the surface
look closer. Light colors re-
cede, making the surface look
farther away.
You might also consider a
strongly patterned wallpaper
on the ceiling — has the
same effect as a dark color.
Ditto for dark exposed beams
and low hanging lights, all of
which make the ceiling more
omnipresent in the mind's
eye.

Tax Cuts Let You Boost Retirement Savings

You'll have more money in
every paycheck next year as
part of the year-end tax deal.
Don't spend it! That was
money that should have gone
to Social Security, but every-
one knows that's a fiction.
So instead of spending that 2
percent windfall — redirect it
into your 401(k) or 403(b)
plan at work — or into an In-
dividual Retirement Account.
Let's see what that could turn
into over the next 30 years of
your work life.
Social Security was sched-
uled to take a 7.65 percent
bite out of income up to
$106,800. But the actual So-
cial Security percentage
(without the Medicare tax)
was 6.2 percent. Now, under
the new tax bill, that will be
reduced to only a 4.2 percent
deduction for 2010.
So with the help of the Tax
Institute at H&R Block, let's
see what could happen to the
tax cut money if you invest it
instead of spending it!
Consider what happens to
Susan, who has a salary of
$65,000, and to Jessica, who
has a salary of $125,000.
Each is in line to see more
money in her paycheck.
The FICA "savings" will be
$1,300 for Susan, and $2,136
for Jessica. (Remember, FICA
stops at $106,800 — so the
"savings" stops at that point.)
That's how much more
money they'll see in their pay-
checks this year.
It's tempting to use that
money in any number of
ways. But wait. You're used
to seeing that money de-
ducted from your paycheck.
Maybe you should redirect it
to your retirement plan.
Here's what happens if each
woman invests the money in
the company 40l(k) plan,
where each gets a 50 percent
match from her employer.
That means more money is
going to work for each of
them.
And let's say that the retire-
ment account grows and com-
pounds at the Ibbotson
historic (75 year) average rate
of growth for large-company
American stocks (with divi-
dends reinvested) of 9.8 per-
cent annually.
Susan's FICA savings for this
year could be worth $32,218
at retirement in 30 years!
Jessica's FICA savings for
this year would be worth
$52,937 in 30 years.
That's all possible because
they exercised a little disci-
pline right now — and told
the HR department to take the
entire 2 percent FICA savings
and redirect it to the retire-
ment plan.
By the way, if they didn't
have a company retirement
plan with a 50 percent match,
but instead opened an Indi-
vidual Retirement Account,
Susan's savings would be
worth $21,479 — and Jes-
sica's account would be worth
$35,292, even without the
employer's matching contri-
bution. That's still a signifi-
cant amount of retirement
savings.
(Hint: Fidelity will let you
open an IRA in any of their
funds with only $200 to start,
if you agree to an automatic
additional contribution of
$200 every month. Call 800-

And one more point, just so
you see the possibilities.
What if Susan and Jessica be-
came so hooked on saving
that they continued making
the same investment every
year for the next 30 years —
even though the FICA cut dis-
appeared next year?
Susan puts away $1,300
every year and receives the
employer match. Jessica con-
tinues to put away $2,136
every year, and continues to
receive the match.
Of course, the first years of
contributions had a lot more
time to grow than the later
contributions as they near the
30-year mark until retirement.
But compound growth is a
very powerful factor.
If Susan and Jessica each
stick with their plan over 30
years, contributing annually
and earning the market's his-
toric average annual returns:
Susan's account would be
worth $339,130.
Jessica's account would be
worth $557,217.
And to think it all started with
a 2 percent cut in FICA!
Yes, I know the FICA cut is
meant to be a stimulus for the
economy. But it can also be a
stimulus for your personal re-
tirement plan.
By the way, you remember
what the initials FICA stand
for? It's Federal Insurance
Contributions Act. When they
deduct FICA from your pay-
check, you're making a "con-
tribution" to a plan that is
unlikely to give you much
real return on your money if
it all.
So why not take the opportu-
nity to make a contribution to
a true retirement plan — an
investment in your future and
the future of America's econ-
omy? That should give you a
real return on investment.

compilation of motion-con-
trolled sports, and the Kinect
version is creatively titled,
"Kinect Sports."
Several familiar sports are in-
cluded in this game, such as:
boxing, table tennis, bowling,
volleyball and football (soc-
cer), as well as five track and
field events. As to be ex-
pected, some are hits while
others are misses. Additional
Xbox Live avatars as your in-
game characters, and the re-
sult will have everyone

since it not only forces play-
ers to jump around the room

Video games can be very cre-
ative, but most are defined
more by what players can't do
than what they can do. This is
usually caused by game de-
signers creating their own vi-
and the result is uDraw. Play-
ers can write, draw or paint
on the special surface and the
image is then directly tele-
ported to the TV screen! It's
also possible to control games
by tilting the uDraw. Hope-
fully, game designers will
find many more uses for this
unique device.
"Dood's Big Adventure" is
composed of four different
gaming modes that each has
15 levels. Unfortunately,
there is no narrative and not
much story. None of the
games are visually com-
pelling, but they all spark the
imagination.
Fan Frenzy tasks players with
using a fan to guide an in-
flated Dood around obstacles
using a fan. The harder the
stylus is pressed, the faster
the fan blades turn. Roly-Poly
allows players to tilt the
uDraw from side to side to
control the Dood and keep
him on course.

Tips for keeping seniors warm, pain-free in winter

People flip over puppies, but
to me, a well-loved older dog
is one of the most beautiful
creatures on earth. An older
dog has a nobleness about
him, a look in the eyes that
speaks of years of the special
love that only a pet can give
— trusting, nonjudgmental
and unwaveringly true.
Your dog’s health as
he ages is not entirely in your
control, but you can have a
real impact on his attitude.
Your dog doesn’t know he’s
getting older. His gray hairs
concern him not, nor does he
worry about the other visible
effects of time — the thicken-
ing of his body, the thinning
of his limbs. He doesn’t count
the number of times he can
fetch a ball before tiring and
compare that to his perform-
ance when he was a young
dog in his prime.
A dog lives in the
now. Just as he doesn’t reflect
on his past, he can’t imagine
his future. Your dog takes his
cues from you. When you’re
upbeat, encouraging and lov-
ing, he’ll be at his best, no
matter his age.
This time can be a
special one for both of you,
and it’s up to you to make the
most of it.
As your dog ages,
increase the frequency and di-
minish the intensity of his ex-
ercise. Instead of taking your
dog to the park once a week
to chase tennis balls until he’s
exhausted, take him for a long
walk daily. If your dog is hav-
ing problems with physical
activity, talk to your veterinar-
ian. Non-steroidal anti-in-
flammatory medications may
help, as may supplements
such as glucosamine and
Omega 3 oils, or complemen-
tary treatments such as
acupuncture. Your veterinar-
ian can also prescribe medica-
tions that may address the
confusion and anxiety some
old dogs experience.
Your dog has no
real sense of shame or embar-
rassment, so he suffers no loss
of face if you come up with
some ideas to make his life a
little easier. Here are a few
tips to get you thinking:
♣ Beds. Think soft.
Think cushioned. Think low.
Think heated. Your dog will
thank you for all of these
thoughts, especially at this
time of year.
♣ Clothes. Older
dogs, like older people, have
a more difficult time main-
taining their body tempera-
ture. This problem is even
more pronounced in slender,
short-coated breeds like the
greyhound or whippet, or in
tiny dogs. So check out the
sweater selection at your local
pet supply store.
♣ Ramps and steps.
If your dogs are allowed on
the couch and the bed, con-
sider buying or building steps
to help the dog who can no
longer make it in one jump.
You wouldn’t want to watch
TV without your dog at your
side, would you? A permanent
ramp going down the back-
porch step or a collapsible
one to help your dog into the
car will also be appreciated.
♣ While you’re
making household adjust-
ments, don’t forget to make
an appointment for a senior
dog checkup, ideally twice a
year, to improve your odds of
catching little problems be-
fore they become big ones.
Your veterinarian will likely
recommend some diagnostic
tests in addition to a physical
examination — typically
blood work and an X-ray —
to spot problems early, or to
establish a baseline of what’s
normal for your dog. You
should also discuss having
your dog’s teeth treated and
cleaned under anesthesia, be-
cause gum infections and
mouth pain will affect his
comfort and health.
The senior dog
checkup is also a good time to
determine if your dog’s slow-
ing down means his diet will
need to change to take excess
weight off his joints.
Helping to keep
your older dog healthy and fit
will mean his senior years
will be happier and more
comfortable. And that will be
good news for you both.
Roaming days over
for more pet cats
• Keeping cats from roaming continues to gain in popularity,
with 64 percent of cat owners telling the American Pet Prod-
ucts Association that their pets are not allowed outside. Safety
is the main advantage for cats: Indoor cats are protected from
infectious disease, from being hit by cars, attacked by other
animals or trapped by neighbors who don’t want cats on their
properties. Despite the advantages, there are some downsides:
Indoor cats are prone to boredom and obesity-related health-
problems, although both of these can be avoided by providing
an enriched environment to engage the animal.
Indoor cats need to stay active to be healthy. Offer lots of op-
portunities for play, even if your cat is good at entertaining
himself.
• Prenatal exposure to farm animals and cats lowers
a child’s chance of developing atopic dermatitis, according to
European research reported in BusinessWeek. The condition
affects up to 20 percent of children in industrialized countries
and is one of the most common childhood skin diseases.
• Korean Sapsaree dogs have come back from the
brink of extinction. The shaggy-haired, medium-sized dogs
were nearly wiped out by the end of World War II after
decades of being killed for their fur. Only eight of the dogs
could be found by 1980, according to Reuters, when a Korean
professor combined traditional breeding with advances in
DNA technology to save the breed. The Sapsarees, whose
name means “the dogs that ward off evil spirits or misfor-
tune,” can be traced to 37 B.C. and are one of only three na-
tive Korean breeds.

Judas Priest singer Rob Halford launched
his own band, Halford, 10 years ago, a
well-documented fact that recently came as
a surprise to him.
"Has it been 10 years?" asked the veteran
heavy metal vocal star, a native of England
and a longtime San Diego resident, who
concluded a North American concert tour
on Dec. 19 and heads back out on the road
in January with Halford as the opening act
for Ozzy Osbourne. "In my (heavy) metal
life, careening about as much as I do, I tend
to lose track of things. Wow."
For the record, "wow" also captures the re-
action of many fans to the Dec. 7 an-
nouncement that Judas Priest will embark
on its "farewell tour" in 2011. The tour,
which Halford predicts will stretch into
2012, comes 40 years after the band was
formed near Birmingham, England, where
he grew up.
With estimated worldwide album sales of
more than 40 million and an enduring sta-
tus as one of metal's longest-lived and most
popular bands, Judas Priest's members
hardly seem like candidates for the retire-
ment home. Or do they?
"There really are a lot of reasons, (includ-
ing) I suppose, retirement or slowing down,
if you want to call it that," said Halford, 59,
from a recent tour stop in Chicago. "I think
you have to face mortality, that's for sure.
Some bands keep going and going, some
ease off a bit and some stop altogether.
"It happens to all bands, eventually, and
now this is something we're facing in Judas
Priest. So, what we want to do is leave on
what we feel are respectable terms, musi-
cally."
But why retire now?
It's what I call the 'Muhammad Ali syn-
drome,'" Halford said. "If you get in the
ring too much, the whole thing can become
really sad to look at and listen to. And you
have to ensure that doesn't happen as a mu-
sician, especially in the extreme world of
heavy metal, because it's very demanding
to carry these old bodies all over the place.
You try to do the things you could easily do
30 years ago, and it's not so easy. What we
would like our fans to do is consider that
this something to celebrate and not feel sad
or depressed about. It won't be all over in a
flash.
"I suppose the way I perceive my life as a
musician is that I'll just continue doing
what I've always done. Of course, the bulk
of my metal life has been with Judas Priest,
and, yes, we are making this farewell tour
next year and probably into 2012. But we
do have a few more things we want to say.
What we'd rather do, for the time being, is
let this information settle, because it's very
big news for a lot of fans. So, we want to
let the firestorm settle down. For all intents
and purposes, it is the farewell tour."
Farewell or not, the bearded singer proudly
noted that he regularly provides free con-
cert tickets to men and women in the mili-
tary for many of his concerts with Judas
Priest and Halford alike.
"I was given a private tour of the USS Mil-
ius, which is a destroyer (in San Diego),
and I've always been a very strong sup-
porter of what people in military service
do," Halford said. "It was very emotional
for me, because I'm really very strong in
my support for what these strong men and
women do for us. So to go up the gang Rob

According to a study out of King’s College

London quoted in Men’s Health.com, of 2,400
identical twins studied, those who exercised vig-
orously for three hours a week were biologically
nine years younger than those who worked out
for less than 15 minutes.
These findings about the advantages of exer-

Enclave – Simply a Better Buick NUMERICALLY

You don’t have to be a busi-
ness analyst to know that the
past few years have not been
very good for General Mo-
tors. But there are some
bright spots shining on the
auto giant – one of them
being Buick, and more
specifically their Enclave
SUV. Aimed directly at the
Lexus RX350, the Enclave,
which enters its third year of
production, continues to at-
tract a lot of attention with
its slick exterior styling and
classy interior.
The Buick Enclave shares
its underpinnings with other
fairly new GM crossover ve-
hicles like the Chevrolet
Traverse and the GMC Aca-
analog clock, this Buick has
to be one of the nicest interi-
ors to come out of GM. And
it’s not all show either.
Seating is excellent all
around, including the third
row seat, where an average
size adult can actually sit
comfortably. Many optional
and heavy, tipping the scales
at nearly 5000 pounds, but
the V6 engine was still pow-
erful enough to move it
around quickly (0-60mph
comes in the mid 8-second
range). Initially there was
talk of putting a V8 in the
Enclave, but those rumors

announced last week that it
plans to run full-time in 2011
with Wallace, a veteran with
experience on the Cup level
as well as Nationwide, doing
the driving.
He has competed in more
than 800 events in
NASCAR’s top-three divi-
sions, including 488 Nation-

to find the right fit for next
year and now I can finally
sleep at night,” Wallace said
in a team release. “My goal
was to find a team with whom
I could be competitive, and I
believe I have found that with
RAB Racing. I’m ready to go
for 2011. I have known
Robby [Benton] and watched
him grow his team for the past
few years.
“The relationship with Toy-
ota Racing Development
(TRD) is huge and will allow
me to be able to work with at
least three other Toyota teams,
including my brother Rusty
[Wallace], and gain valuable
information that will help us
with the Nationwide program
at RAB Racing next year.”
Benton, who once drove in
the ARCA series, also
sounded pumped up about the
latest developments.
“Having our plans in place
before the Christmas holiday
is great for team morale and
will provide us with ample
time to prepare for what we
need to do for the upcoming
season,” he said. “We’ve
made significant changes at
RAB Racing over the last few
months in an effort to elevate
our program.
“Our alliance with Toyota,
the relationship we have with
TRD and now adding Kenny
to the mix, will bring some
depth to our program. It also
helps tremendously having a
driver with Kenny’s notoriety.
People love him, and hope-
fully we’ll be able to reinvig-
orate his fan base.”
Sponsors include the Uni-
versity of Northwestern Ohio,
Federated Auto Parts and
Family Farmers (a coalition of
corn and soybean farmers),
but the car is currently un-
sponsored for 18 races.
“We have a lot going on
within our marketing depart-
ment right now,” Benton said.
“I feel pretty confident about
having all 34 races sold be-
fore the Daytona event in
February.”

form back out because this is
ridiculous,” Bob Keselowski
said. “[Edwards] ain’t gonna kill
my boy.”
Some of the better quotes of
the season involved Jimmie John-
son and his rivals for the Cup

Even Johnson’s teammate and
car owner of record Jeff Gordon
got in on the act at Talladega in
April after he had contact with
Johnson for the second straight
week.
“The 48 [Johnson] is testing
my patience,” Gordon said. “I’m
hard to get mad, and I’m [mad].”
