Lynn Pietrouchie, my colleague and dear friend for 22 years, embodied the essence of HUD’s basic
mission and Fair Housing. She managed thousands of HUD rentals in the City of Bethlehem, PA, for more

Frances Flynn Thorsen is a free-lance writer, journalist, and real estate course developer. She got her
real estate license and became a REALTOR® in 1985. She was an early adopter of real estate technology
on the Internet. Thorsen was one of the first real estate bloggers to receive national attention early in
2005, with interviews in Investors’ Business Daily, BusinessWeek Online, Inman News, REALTOR®
Magazine, and The Philadelphia Inquirer. She was founding editor of RealTown.com and worked as
Community Manager of Trulia.com.
She appeared on Stefan Swanepoel’s 2008 list of 50 Most Influential Women in Real Estate in the U.S.
She is the author of “HUD Homes for Sale: A Complete Buyer’s Guide” and “HUD Homes for Sale: Sales
and Marketing Guide for Real Estate Agents.” She is the co-author of “Real Estate Social Media Policies
and Procedures Guide” and the companion “Broker Implementation Guide and Workbook.”
Thorsen operates an accredited real estate school for real estate agents and brokers continuing
education in Arizona.
She works with members of the Arizona Foreclosure Coalition to help distressed homeowners KEEP their

Real estate buyers are always looking for bargains. New real estate books are published monthly touting
ways to find bargains through foreclosures and flipping. Real estate gurus inundate the television air
waves with get rich quick schemes that make the gurus rich but hold little promise for most homebuyers
and investors.
Many of those schemes are based on an initial premise of fleecing a homeowner of his equity. Many
others are based on simple loan fraud. This book does not offer a get rich quick promise. It offers no
encouragement to commit fraud. It is a simple “how to” treatise about navigating the HUD Homes For
Sale process from start to finish.
This book was first published in 2006. The last quarter of 2010 saw a massive redesign of HUD Homes
sales and processed. The second edition contains information and resources about those changes.

The rules and policies and procedures for HUD Homes are constantly changing. Some of the rules
change from state to state. HUD made major revisions to the HUD Homes for Sale program throughout
2010. All of this information is substantially correct to the best of the author’s ability. She welcomes

The text references the role of real estate agents in HUD Homes transactions. Real Estate agents are
state licensed real estate practioners. The term real estate agent should not be confused with the term
REALTOR®. REALTOR® is a federally registered collective membership mark which identifies a real estate
professional who is a Member of the NATIONAL ASSOCIATION OF REALTORS® and subscribes to its Code
of Ethics.
At this time REALTORS® comprise about half the number of total licensees throughout the United States.
A real estate agent does not have to be a REALTOR® to be eligible to sell HUD Homes.
Chapter One:
WHAT IS A HUD HOME?
HUD Homes comprise one of the largest inventories of foreclosed properties in the
United States. They are owned by the United States Dept. of Housing and
Urban Development (HUD).
A HUD home is a property that has been lost by a previous owner in foreclosure or a property that an
owner has given back to the lender with a deed in lieu of foreclosure. Property owners facing financial
difficulty, job loss, and medical bills often are unable to keep up with mortgage payments. HUD homes
are properties lost by borrowers who defaulted on FHA mortgages.
A lending institution, such as a mortgage company, bank, or savings and loan association, funds the
mortgage loan; the Federal Housing Administration (FHA), a HUD agency, insures the mortgage. The
mortgage insurance protects the lender from financial loss in the event the borrower defaults. When an
FHA homeowner defaults on an FHA loan and the bank takes the house back in foreclosure, the lender
has two choices about the disposition of the property:
1. The lender may decide that there is sufficient equity in the house to turn a profit; it may keep the
property and sell it as part of its Real Estate Owned (REO) inventory.
2. Or, the lender may "cash in" on its FHA insurance policy and turn the property over to HUD. HUD adds
the property to its pool of properties in the HUD Homes for Sale REO Program.
• Custodial Properties: Properties secured by a second mortgage or home equity conversion mortgage
(HECM). These properties are in default and upon inspection by the Field Services Manager (FSM),
determined to be vacant or abandoned.
• Home Equity Conversion Mortgages (HECM): Properties acquired as the result of foreclosure of a
reverse mortgage insured by FHA.
• Legal Settlement: Properties acquired as a result of a lawsuit or for other reasons. Sometimes HUD
accommodates another federal agency to dispose of real estate assets not insured by FHA.
• Repurchases/ Buy Backs: Properties repurchased by HUD to resolve a post sale claim by the
purchaser of a HUD Home.
• 184s: Properties located on Indian or tribal lands and acquired as a result of foreclosure of a loan
guaranteed by HUD’s Office of Native American Programs (ONAP) under the Section 184, Loan
Guarantee for Indian Housing.
Any eligible buyer who is pre-qualified by a lender or who has sufficient cash to cover the transaction
costs can buy a HUD Home. HUD employees and relatives of HUD employees are eligible to buy HUD
Homes with written approval from the Director of HUD's Office of Single Family Asset Management in
order to purchase a HUD-owned single-family property.
HUD homes range in price, but most are affordable for low- and moderate-income borrowers.
One of the primary objectives of the program is to provide home ownership opportunities to owner
occupant purchasers. Therefore, owner occupant purchasers have priority over investor buyers in the
first 30 days that a property is on the market. Investors may not bid on a HUD property during the first
30-day listing period.
An owner occupant purchaser is defined by HUD as a buyer who will live in the property as a primary
residence for at least 12 months. An owner occupant purchase must sign an Owner Occupant
Certification Form that included in the bid package.

Government agencies and large quasi government agencies are major players in the REO (Real Estate
Owned) area. These agencies include:
• Fannie Mae
• Freddie Mac
Each agency has its own rules, its own contracts, and an internal organization devoted to the disposition
of real estate assets. Finding qualified and credentialed real estate professionals in the government
homes arena is not as simple as picking up the phone and placing random calls to Realtors.
Many Realtors hold “distressed property” certifications. These are not evidence of HUD Homes and
government homes savvy.
Foreclosed properties and distressed properties is a niche with a very wide prism.
HUD Homes is a niche with a finer prism ... achieve home buying success with:
• Access to the tools to help you find HUD Homes and place a successful bid.
Don’t rely upon your real estate agent in the HUD Homes market to make decisions that are yours. Be
empowered. Become the driver in the home buying process. This book aims to help you with everything
you need moving forward to find a property in the HUD Homes marketplace.
HUD’s Mission – Homeownership and
Neighborhood Revitalization
HUD has a mission to expand homeownership opportunities and revitalize neighborhoods.
Revitalization Areas are HUD-designated geographic areas authorized by Congress under provisions of
the National Housing Act. Revitalization Areas are intended to promote "the revitalization, through
expanded homeownership opportunities, of revitalization areas."
• Household Income,
HUD-owned single family properties located in a Revitalization Area are eligible for discounted sale
through special programs in three programs:
1. Good Neighbor Next Door Program (GNND) offers police officers, teachers, emergency medical
technicians and firefighters 50% discounts on properties located in designated Revitalization Areas. (This
topic is covered in depth in Chapter 7).
2. Asset Control Area (ACA) Program is aimed at the disposition to eligible participants of HUD-owned
properties and future HUD acquisitions of properties and/or mortgage loans located within HUD
designated revitalization areas.
3. Neighborhood Stabilization Project (NSP) HUD inaugurated a "First Look" program granting
nonprofits and government agencies participating in NSP initiatives a first look at HUD Homes before
they are offered to consumers. These agencies are purchasing foreclosed homes in targeted areas,
rehabbing those properties, and offering them for sale or rent in special programs. Many NSP programs
have financial incentives and down payment assistance for eligible buyers.
