oldest bakeshop and grocery, situ-

day, December 21, early evening,
in what is the latest in a series of
hold-ups that have been happening
here and in neighboring towns.
At around 6:00 PM of December
21, three armed men boldly barged
into the Cogon Family Bakeshop and

FIRST OF ALL, I’d like to apologize for the
lousy printing I have been inflicting on you
people for the past weeks. I know that some
readers, especially those expecting quality
print of several coverage have been disap-
pointed lately but this is beyond my control.
The laser printer of our printer has had some
troubles lately, though we’ve been promised
that this is going to be okay by next year.
Anyway, if it does not get better by the first or
second week of January, I may have to revert
to the black and white format, until then.

Now, that being said, let me go to the public
hearing on the proposed increase of taxes and
other revenue generating measures called by the
Sangguniang Panglunsod committee chaired by
councilor Ruben Capahi, first cousin of mayor
Eric Codilla and one of his trusted allies.
Around 100 people were gathered there
on the morning of December 22, the “usual”
people who attend such gatherings while the
rest of Ormoc’s 100,000 or so people go about
their own business.
I don’t know if it was for the lack of infor-
mation dissemination of the hearing, but I only
received my notice on Wednesday last week,
or people don’t believe that they will be heard
anymore that’s why they don’t bother to come.
A 120-page proposed ordinance came with my
notice and despite my best efforts to read it
through, I could only absorb around 20 pages.
I must be jaded, but I am inclined to believe
in the latter reason.
Nonetheless, we at the Ormoc Chamber of
Commerce did our staunchest best to ask for
an extension to file our comments and recom-
mendations “for at least 15 days”. The appeal
was made by our president Boy Laurente but
we were only given five days by Bingo Capahi
who openly hinted they wanted the ordinance
in force already by January for the renewal of
business permits.
We pointed out the intervening holidays
would make it impossible, but our reasoning was
immediately struck down by Capahi saying that
they will also be working on holidays.
Well, well, somewhere along the way,
somebody forgot that when they work on holi-
days, they are paid for it. Maybe you are curious
how much the vice mayor and city councilors
receive? The vice-mayor gets P34,945 per
month and councilors get P33,085.
That’s a little more than P1,000 per day. In
a city where many people live below P1,500 a
month, it’s not too bad for a day’s work, even
for holidays, eh?
On our case, when we work on holidays,
its gratis et amore. I couldn’t help feel a small
feeling of disappointment that we have been just
told flatly we ain’t the hari ng lungsod. Serves
us right, eh?

THIS CORNER extends its hand to the fami-
ly of Lauro Vizconde who much now consider
his Christmas as if it was never there. We he
sought to augment his resources by working
overseas to be able to make his family live a
comfortable life, little did he know tat it was
to be the worst decision he could make, it was
the end of his dream.
When a group of young men, who must
have been high on drugs and out to seek for
thrills, ganged up on the Vizcondes who were
left behind in their abode, was composed of
three defenseless women, including a 9-year old
girl, little did they expect this gruesome murder
would snuff out their lives. The culprits were
found out and brought to court; they were tried
and convicted by a lower court, as it should, and
elevated to the CA which eventually confirmed
the findings of the lower court. Just like in any
trial, the suspects were given free rein to defend
themselves. It is not likely that their guilt were

MY FATHER was a mathematician, not
me. Since 3rd year in High School math has
bothered me. Inclusive>< exclusive counting

Usual answer: 3.1/2. Wrong. Then I show them
seven fingers and point out that the middle is
finger 4. From that they learn to examine ques-
tions before answering. When asked how many
zeros there are in 1 billion the attentive and

the strength of their race. A priest told me that

A continent of faith
THAT’S HOW I feel Cebu is to me and I
thank God profusely for it! It may just be a
small land mass in a 7100-island archipelago,
but, boy, what tremendous continent of faith
and piety its people from walks of life have!
Now that we are in the final sprint for
Christmas with dawn Masses in all the parishes,
it’s truly heartwarming to see the churches con-
verted into stadiums of worship, the roads into
rivers of families and friends heading toward
the Eucharistic celebration.
This phenomenon, this awesome show of
popular piety is repeated many times a year.
You see it during Holy Week, the Santo Nino
feast with the holding of the Sinulog, All Souls’
Day, and the different fiestas. Of course, the
celebration of Christmas tops it all.
But even on ordinary days, you can see
people filling the church, attending Mass, going
to Confession, or simply praying. They may
come in different shapes and forms and in a
very wide range of situations, but the faith and
piety are palpable.
There may be defects in that faith and piety,
but at the core and in their raw state, they are
pure and pristine. I know that how to take care
of these divine gifts is a tough challenge to our
Church leaders. Let’s pray that we, the clergy,
are up to that challenge.
My personal contacts with the people have
rewarded me with moving testimonies of faith,
hope and charity that many times have moved
me to tears. At times, I have to be the one to
reassure them when they are gripped with dif-
ficulties. But most of the times, I am the one
enriched by their virtues that are fiercely put
to test.
Just the other day, someone close to me,
a Cebuano businessman with his wife and
children, broke the sad news that one of his
pawnshops in Manila was robbed by the so-
called “imburnal gang.”
The big-time thieves dug a tunnel under his
shop, opened the floor, cut the alarm system,
and amazingly managed to open the vault, and
of course, carted everything inside away.
When I asked him how much he lost, he
refused to give a figure, if only to soften the
pain for a while. But what moved me most was
when he said, “Father, you win some and you
lose some, but life has to go on.”
And with that, he told me also of the many
blessings he had received, blessings that can-
not be put in monetary terms. He just put aside
the deep cut of injustice given to him, together
with the accompanying pains—reassuring his
family, dealing with the police who were ask-
ing for money, the angry clients, etc. He said
he was willing to face all these consequences.
That faith and goodness of spirit simply
floored me. But I actually see this kind of faith
even in my daily conversations with all kinds
of people—students, parents, professionals,
politicians, etc. For me, this is a great privilege
for which I cannot thank God enough.
That’s why when I get somehow entangled
with the sophistries of some so-called smart
and clever people who question the faith, the
Church, the sacraments, and who use every
chance to attack religion, I just go back to my
experiences of the faith and piety of the Cebua-
nos, and I feel reassured.

to economic
stagnation
DEEP POTHOLES, a very bumpy road, un-
stable electricity supply, poor copra harvest
due to drought and terrible storms, diminish-
ing rice production and lack of sustainable
livelihood - these scenes always meet me
every time I visit Barrio San Miguel located
some five kilometers east of the town of Pal-
ompon. I always go home to my birthplace
to visit family and friends.
My grandparents have been farmers in
this barrio until my father decided to become a
miner in Cebu in the late 1950s so he moved his
family there. The lone country road connecting
San Miguel to the town of Matag-ob further
east remains unchanged since five decades ago.
It still offers a wild bumpy ride during travel
enough to ‘shake off someone’s implanted IUD’
, a not so endearing comment laced with dry and
self-deprecating humor from a female passenger
of an over-sized jeepney I once took.
The road was made more dilapidated due to
lack of maintenance and years of neglect by the
government. An aspiring congressional politi-
cian once promised to repair the road if elected.
That election promise remains a dream today
despite a succession of several representatives
to the same office. A mining quarry supplying
‘anapog’ to a copper refinery in another town is
perceived by the old folks of the barrio to have
ruined the road even more. The heavy trucks
plying these soft roads obviously did a lot of the

THE MONEY laundering could have start-
ed as early as 1993. According to records in
the US, the Garcias have been transporting
to the US a total of at least $785,630 -- or
P43,995,280 – since 1993 from the Philip-
pines but it was only 11 years later that
this was discovered. This happened when
US Customs and Border Patrol agents
held two Garcia sons,
Ian Carl and Juan Paolo
Garcia, after they failed
to declare that they were
traveling with $100,000. From then on,
things started to crumble for the Gracias.
The Garcias have been methodically
stashing their loot in tens or hundreds of
thousands of dollars and depositing these in
bank accounts. The last transaction, involv-
ing $308,000, was deposited in the Citibank
branch at One Park Avenue, New York, on Jan.
15, 2004, the Ombudsman report said.
A day earlier, on Jan. 14, Clarita Garcia
arrived in San Francisco and declared to the
US Customs and Border Patrol that she had
$204,230 in her possession. On May 10,
2003, she declared she was carrying $48,000.
On Dec. 17, 2003, she declared that she was
carrying $100,000. Her sons’ undoing finally
caught up with them.
Caught red-handed in the smuggle at-
tempt, her boys could only offer lame excuses.
So she had to run to their rescue – only to put
her family deeper into the bog. Her own rev-
elations executed in an affidavit would send
shockwaves down to the Philippines where
an investigation would start on her husband’s
money-making activities.
She claimed responsibility for instructing
her sons, Juan Paulo and Ian Carl, to bring
cash in the amount of $100,000 into the US
from the Philippines. The money was to be
used as down payment for a condominium in
New York City where son Timothy would live
while going to school.
There were four major sources of income
for the family, she said. The had two corpora-
tions which are making some money a day-
care school, and husband’s job as a Two Star
General in the Philippine Military. The family
has 80% interest in the two corporations and
may earn a monthly income equivalent to
damage. I do not really blame the quarry man-
agement for such poor roads. They pay taxes to
the government and the government is supposed
to spend these taxes to repair infrastructure for
the benefit of town residents. Isn’t that is how it
is supposed to work? But the state of the roads
in this barrio is so backward and unchanged,
residents have almost lost hope. I understand
their hardships. I spent summers there. They
now encourage their kids after high school to
go to the big cities like Manila, Cebu and Davao
to search for better lives and opportunities. For
most part, the less fortunate chose to remain.
The baryohanons have been suffering in silence
for more than 50 years now and the barrio road
remains muddy and bumpy as ever.
Fast forward after the May 2010 elec-
tions, Cong. Lucy Torres-Gomez distributes
new palay seeds at discounted prices to rice
farmers of the town, builds Palompon’s first
food refrigeration system in coordination with
the new town executives to keep local produce
such as fruits, vegetables and fish fresh and safe
thus extending the stocks to the next season to
optimize pricing and stabilize food supply. New
tourism projects are being built to enhance the
market potential of its fine beaches and scenic
islands for domestic and foreign tourists. Some

US$8,000. The daycare brings in more money,
perhaps $10,000 per month. But the income re-
ceived from these businesses was not reported
as a basis for tax liability. Only the salary of
P37,000 that her husband was receiving was
declared for tax purposes.
It was from the kickbacks, perks and com-
missions that her husband as AFP comptrol-
ler was receiving that the
family’s income reached
unheard of amounts. She
said Carlos Garcia re-
ceived travel money and expenses in excess
of several thousands of dollars and that she
often traveled with him on business. Her own
travel, expenses and shopping money in excess
of US$10,000 to $20,000 was provided to her
on such occasions.
Clarita also disclosed that her husband
received cash for travel and expenses from
the businesses that are awarded contracts
for military hardware. These businesses are
in Europe and Asia. He also received gifts
and gratitude money from several Philippine
companies that are awarded military contracts
to build roads, bridges and military housing.
Since her husband as the comptroller was
the last signatory in contracts with business
groups, there was always “gratitude money”
for shopping and travelling which were not
declared as income, she said. As the general’s
wife, she too had her own special privileges,
such as a 4,000-gallon per month gasoline
allowance, security detail and five drivers.
Moreover she had a military cook that doubled
as piano music provider upon request.
As a result, the Garcias have at least
40 bank accounts in the country, including
seven bank accounts in Land Bank of the
Philippines, 23 in Allied Banking Corp.,
four in Banco De Oro Universal Bank, six in
Bank of the Philippine Islands, 16 in United
Coconut Planters Bank, and five in Planters
Development Bank. These do not include ac-
counts in US and other foreign banks. (More

Moreover, the Garcias have a fleet of
luxury vehicles and real estate properties here
and abroad that have been reported frozen or
put on hold by the Ombudsman.
No work for
graduates
BRITISH GRADUATES are finding it in-
creasingly difficult to find work after leaving
university and government spending cuts
could make the situation worse, research-
ers said.
The Higher Education Careers Services
Unit (Hecsu) reported that around 8.9 percent of
young people who left university in 2009 were
still without a job six months later. That was a
one percentage point increase on the previous
year and the research highlighted particular
problems in construction-related sectors such
as engineering and architecture.
The Hecsu also said the picture could get
worse as government spending cuts start to af-
fect the coming financial year. A large number
of people can find only part-time work, and a
substantial fraction of the unemployed have
been out of work six months or longer, it added.
The overall unemployment rate in Britain
is 7.7 percent. Its economy grew by 0.8 percent
in the third quarter.
The Office for Budget Responsibility, a
financial watchdog, predicts that around half a
million public sector jobs will go, while profes-
sional services firm PricewaterhouseCoopers
also says the same number will go in the private
sector. The findings are based on a survey of
82 percent of the roughly 275,000 people who
graduated last year.
In the United States, the situation also
looks bleak but next year, overall hiring across
all degrees is expected to increase by only 3%.
But hiring at the Bachelor’s level is expected to
surge by 10% according to the 4,600 employers
who responded to Michigan State University’s
2010-2011 survey.
No data are presently available as to how
Philippine graduates find work after graduation.
But if job fairs are any indication, the situa-
tion looks grim; that’s why thousands leave

When Jesus was born in Beth-
lehem of Judea, in the days of King Herod,
behold, magi from the east arrived in Jerusa-
lem, saying, “Where is the newborn king of
the Jews? We saw his star at its rising and
have come to do him homage.”
When King Herod heard this, he was
greatly troubled, and all Jerusalem with him.
Assembling all the chief priests and the
scribes of the people, he inquired of them
where the Christ was to be born. They said
to him, “In Bethlehem of Judea, for thus it has
been written through the prophet: And you,
Bethlehem, land of Judah, are by no means

especially with the latest statistics showing that
about 3M Filipinos are unemployed.
With students flocking in popular programs
such as Nursing, Accountancy and Hospitality
Management, they end up in call centers after
graduation. There’s nothing wrong with work-
ing in a call center- the pay is good and the
benefits are okay – but the employment is not
in the area or field of specialization that they
were trained for in their college years.
A tracer research conducted at VSU showed
that over a 4-year sampling period, about 70%
of graduates are employed. Some had very high
employment percentages (Chemistry, Statistics
and Development Communication) although
the lower number of their graduates (6 - 8)
probably played a factor in their employment
success. The lower extreme can be attributed to
the continuing log ban that affected employment
of forestry graduates and the tendency of biol-
ogy graduates to go for further studies instead
of seeking work.
It is noteworthy that students of business
management, food technology, and hotel, res-
taurant and tourism management who opted for
on-the-job training in Singapore and the United
States of America, also got better job offers not
only locally but also abroad.
The study also shows that those who gradu-
ated with highest honors (summa and magna
cum laude and even cum laude) and also those
that top board examinations landed good jobs
immediately after graduation. This again proves
that even in a tight job market, there’s always
room for the best.
Students should, therefore, hit those books
but don’t forget other things that matter – social
and communication skills and good work atti-
tude – to beat the odds in the job market.

Trillanes now a
real senator
WHEN THIS EV Mail weekly issue is read
by my fans they had already eaten their
sumptuous Christmas Dinners after coming
back from the midnight mass for Catholics.
The usual reheated ham with special sauce
are already sliced thin ready for eating with
hot pan de sal or sliced bread from opened
bakeshop. In addition will be the usual cakes,
chicken salad, fruits and ice cream. I prefer
mango float than ice cream.
I just completed my BELEN in a cave-
stable, a family tradition instead of decorating
a pagan Christmas tree. The pagan tribes in
Europe before introduction to Christianity cel-
ebrated for days eating, drinking and dancing
under a selected tree nearest or within a com-
munity after an abundant harvest. The chosen
tree is decorated by hanging samples of their
harvested biggest fruits, vegetables, chain of
small stalks of their best wheat circling the
tree from the lowest to the topmost branches
and flowers thrown in. The completed pagan
decorated tree was done to honor their god(s).
Two gospel writers told the story of the
birth of Jesus in Bethlehem. Luke 2:4-7 is more
intuitive to deduce in the on-going census the
town’s inns for travelers were filled up. In those
days, travelers used horses, camels or donkeys
unlike present day travelers using the Mercedes
Benzes, GMC trucks or Jeepneys. Like the pres-
ent day inns or hotels that provide garages, in
olden time stables were also provided by the
inns for the animals used for their travels. The
stables maybe stone or brick sheds and for the
poor, inns availed caves formed by nature as
their stables.
As related in the Bible, all inns were filled
up, even the cheapest inns at the outskirts of
Bethlehem. The owner or manager of the inn
seeing the condition of Virgin Mary heavy with
the Holy Child took pity and made their cave-
stable available for temporary and immediate
place of the Holy Family to rest. Hence, my
Belen is a facsimile of a rock-cave but fronted
by a small lake, sand dunes, some desert plants
and patches of grass where sheep are grazing
watched by shepherds. The figurines inside the
cave-stable are the Holy Family, a few animals
giving heat to warm-up the cold cave and after
January 6, the three Kings.

May I thank the new CEO of GSIS who I
credit for releasing our Christmas Pension bo-
nus together with our regular December month
pension. The past years our Christmas or 13th
month Pension bonus was released together
with our January month pension. At least, we
start the New Year with extra money. Sadly for
our grandchildren and me, including my great
grandchildren, at least I have a good excuse for
not having Christmas gifts for them the past
few years during CEO Winston Garcia’s term
in GSIS. Anyhow, the good news particularly
for pensioners outside Tacloban City, GSIS
funds will be returned back to Land Bank of the
Philippines (LBP) which has banks in city/town
Capitals of all provinces plus some major towns
and two in Tacloban City. May we also hope
for an increment adjustment due to inflation of
our monthly pension which was stopped during
CEO Winston Garcia’s time in GSIS.

Good will always triumph, if not now then
later. But, of course, that conviction should not
be a cover for complacency. We all need to
struggle, to grow to moral and spiritual maturity.
It’s an endless, lifelong affair that should be
given utmost attention.
I’m happy that our seminaries, for example,
are filling up with young hopefuls who, in spite
of the deteriorating environment around, man-
age to sense a call to the priesthood. Let’s hope
that their formators truly guide them.
Truth is we need a lot of hands to work in
the vineyard of the Lord. “The harvest indeed
I really want to refrain from discussing
controversial issues during this Season of
Goodwill and Peace to each other in our Planet
EARTH in Global Crisis on just about any kind
of disaster. The most recognized and discussed
by all nations is Global Warming. Personally,
as I have stated many times before we “Warays”
are benefited by Global Warming because we
are less hit by typhoons, now swinging more
northwards. Mangoes with their delicate flow-
ers are already blooming and bearing fruits in
“Waray” Provinces. Farmers are more diligent
in their work, knowing their efforts will not be
easily wasted by frequencies of typhoon since
time immemorial up to the late 80s. Now only
15% instead of 85% of the average 20 typhoons
occurring annually in our nation pass through
Region VIII. We are now less drinkers of our
favorite drink “Bahalina” which is now in fancy
bottles sold over grocery counters. I hope statis-
tics in Muntinglupa National Prison will show
the “Warays” are not anymore number one in
the list by ethnic groupings.
Another light issue to discuss is the full
pardon of Senator Trillanes who will now be
able to attend sessions in the Senate. There
was no casualty or body count in the first and
second mutinies. Cool heads prevailed on both
sides and the public showed their support of key
issues raised by the failed mutinies in electing
Trillanes as Senator, notwithstanding he could
not conduct public rallies. Hence the pardon
granted by P-NOY and ratified by both Houses
was moot and academic when he was elected as
Senator in a clean National Election.
I hope he will answer my letter I have
already started drafting. One still with second
thoughts of mailing it. I have written three
times to Senator Honasan with nary an answer.
I was on the impression that PMA-yers are truly
dedicated to serve their country and fellowmen.
I was most impressed by his parachuting out of
a PAF plane with a boa constrictor around his
neck. It was after all just plain showmanship like
his co-parachute jumper chewing an unlit cigar.
Senator Trillanes has previously stated he
has submitted 200 proposed bills to the Senate
while still in prison. I suggest he should try to
reduce the number of his bills and concentrate
on a few key proposed bills of national impact.
He can already have a sizable staff and can
choose the best. I hope he will veer away from
reforms affecting our Armed Forces, Navy, Air
Force and Police.
On a lighter mode, P-NOY should not be
too evasive of the public and press notions of
his getting hitch and possibly blessing Malaca-
ñang Palace with the pitter-patter of the feet of
his children. Children more often bring luck to
homes and we need luck in Malacañang Pal-
ace to disperse the bad vibes permeating from
previous occupants. The earlier wedding bells
are rung in the Palace, the better outlook for the
future of our country still lagging behind our
ASEAN neighbors. Once and for all, he will
also abolish some public opinion he belongs to
the THIRD SEX.

as one saint said, a priest does not go to heaven

A migrant-sending country’s search for
a long-term Filipino vision
WHAT DOES the Philippines has to do
with a southern Caribbean country named
Trinidad and Tobago?
This former Spanish and British colony
of 1.338 million people not only hosts an
estimated 1,200 Filipinos
(including 1,000 overseas
workers), but did a bold
attempt at national devel-
opment that a Southeast
Asian archipelago can learn from.
At the onset of its own oil boom come the
new millennium, and during the time of the
country’s former head of government, Prime
Minister Patrick Manning, Trinidad and To-
bago’s Ministry of Planning and Development
started in 2002 the groundwork to formulate
a strategic plan called Vision 2020. By the
year 2020, government officials hope Trini-
dad and Tobago “will be a united, resilient,
productive, innovative and prosperous nation
with a disciplined, caring, fun-loving society,
comprising health, happy and well-educated
people and built on the enduring attributes of
self-reliance, respect, equity, and integrity”.
The work of the planning committee to
formulate Vision 2020 ended in 2005, and the
country’s parliament approved Vision 2020’s
draft national strategic plan in 2006. This na-
tional strategic plan then formulated its first
operational plan that covered the years 2007
to 2010. Even a unit within T&T’s Ministry
of Planning and Development was created to
monitor the operational plan.
Vision 2020, says an informative video
(www.vision2020.info.tt/video/vision2020_
intro.htm), is anchored on five pillars: enabling
competitive business, developing innovative
people, nurturing a caring society, investing
in sound infrastructure and the environment,
and promoting effective government.
This republic has a two-party political
system and a bicameral parliamentary sys-
tem. Head of state is a President, currently
George Maxwell Richards; a Prime Minister,
currently Kamla Persad-Bissessar, heads the
government.
Of course, political dynamics affected
the country. Former Prime Minister Manning
(of the People’s National Movement or PNM
party) dissolved parliament in April 2010
and called for national elections, which Bis-
sessar’s party, the People’s Partnership, won
most seats.
Still, the upper-income Caribbean coun-
try’s Vision 2020 goes on.
While Vision 2020 outlined specific
strategies, the migration phenomenon is in-
tegrated in it, considering that there are some
300,000-plus overseas Trinidadians and there
are about 40,000 foreigners working and
residing in T&T.
Overseas migration is under the popu-
lation segment of Vision 2020, and two of
the six population-related goals of Vision
2020 are where overseas migration operates:
developing a reliable population database
(that is hopefully 95 percent accurate), and
minimize the negative impacts of migration
on Trinidadian society.
Under the goal of developing a reliable
population database, Michele Reis of The
University of the West Indies observes Vision
2020 hoped to precisely determine how migra-
tion impacts on education, the work force, and
the country’s elderly population. Meanwhile,
Vision 2020 hoped to reduce the emigration
of skilled Trinidadian labor, facilitate the in-
tegration of returning migrants, and facilitate
the full integration of documented and non-
documented migrants in T&T.
Such bold integration of migration in
T&T’s Vision 2020 is so even if the country
is not a major recipient of remittances (around
US$ 87 million reached T&T in 2007, with
that amount coming from more than half of
overseas Trinidadians who have college de-
grees). T&T, Reis also notes, is a destination
country of trafficked and smuggled persons,
asylum-seekers and refugees.
Compare Trinidad and Tobago to the
fourth largest remittance economy, the Philip-
pines: a country with an elaborate migration
management system that received over-US$17
billion in 2009, and where
an estimated 8.5 million
overseas Filipinos, scat-
tered in 220 countries and
territories, come from.
As the government of popularly-elected
President Benigno Simeon Aquino III is about
to finish producing the 2010-2016 Medium-
Term Philippine Development Plan (MTPDP),
something seems missing: Where does the
Philippines want to go, regardless of who is
this country’s president?
Six years, thus Aquino’s term, are not
enough for the Philippines to generate some
13-15 million quality jobs to reduce jobless-
ness visibly, if estimates by economists Fer-
nando Aldaba and Reuel Hermoso are to be
believed. Poverty levels remained the same (26
million living in poverty), says initial results
of the 2009 Family Income and Expenditures
Survey. It may take a herculean effort to bring
back agriculture’s old glory, or even revitalize
the stagnant industry or manufacturing sector.
A government agency, the Commission
on Filipinos Overseas (CFO), just revised its
vision and mission in the hope that migration
and development, by 2020, has been main-
streamed in the bureaucracy. In the short term,

plan is formulated by June 2011.
But where the Filipino boat intends to sail
remains a question. One remembers a vision
by former President Fidel Ramos (1992-1998)
during his term: “Philippines 2000” where, by
the turn of the new millennium, the country
would have become a Tiger economy.
While many factors did not achieve such
a vision, and the Philippines continues to be a
basket case in Asia, at least there was a vision
to direct an entire nation’s efforts.
The National Economic and Development
Authority (NEDA) may want to think about
drafting a long-term strategic plan similar to
T&T’s Vision 2020, one that goes beyond a
current president’s regime. After launching
the new MTPDP by early 2011, NEDA can
convene the country’s best minds to, without
partisanship, help draft such a development
vision for the long haul —and have President
Aquino endorse this process.
And overseas migration’s place in such
a long-term Philippine vision? It is time to
optimize a “Philippine diasporic dividend”
—the net of net benefit from overseas migra-
tion— that supplements a long-term, not just a
short-term, vision of Philippine development.
Since the overseas exodus has impacted
many aspects of Filipino socio-economic and
cultural life, it is time to develop a migration-
and-development system that sees the country
and her institutions address systemically the
various impacts of migration on development.
The Philippines has yet to have a system to
address the economic and social impacts of
migration —or even a set of goals to manage
these impacts and optimize migration’s gains.
Integrating such a migration-and-develop-
ment system into a long-term Philippine vision
will be good first step to see the progress of
this migrant-sending country beyond merely
sending people abroad and receiving dollars.
But if the boat just sails and doesn’t know
where to go, there goes the thrill of looking
ahead to a brighter Filipino future. Comments

December in Baybay, Leyte

December is one of the busiest months in Baybay. Aside from the usual Christmas activities, its fiesta also falls
on December 26 and 27 which is preceded by many sectoral activities. Leftmost shows Mayor Carmen L. Cari

Baybay was also an awardee of one of the Best Health Practices in the Region. Here, Mayor
Cari is seen with her citation together with other awardees during the recently concluded Health
Summit held at the DPWH Convention Center.
One of the most awaited events in Baybay is the annual agro-trade fair. On the podium is Roger
Portula, provincial agriculturist, paying homage to Mayor Cari and VSU president Dr. Jose

For sure, this decision to grant
relief to the General is a bad precedent.
It will encourage future thieves to copy
his style and be accorded VIP treatment
with the generosity of a magnanimous
philanthropist. Ugh! It is very evident
that the General abused his position in
the military. He even shared it with his
whole family. All of them have luxury
cars and well traveled. What happened
to that time-honored tradition of the
military about honor and country? They
swore by it.

ing its three years of implementation in 2007 to2009.
The barangay boasts of a P2.9 million box culvert
drainage and P0.3 million drainage culverts funded by
Project, provincial and municipal governments, and the
barangay local government unit.
With interventions from KALAHI-CIDSS, 4Ps
and SEA-K implementation in the barangay, the people
now have access to an improved quality of life. The
barangay is a beneficiary of the convergence of services
of the DSWD’s social protection programs.
During the road show, Secretary Soliman batted
for the convergence of the Agency’s three social protec-
tion programs, namely. The Secretary placed emphasis
on program coherence and convergence to maximize
resources, which can effectively promote a holistic
approach to the reduction of poverty.
Secretary Soliman also presented the framework
of the programs’ linking strategy during the luncheon
meeting held at the Javier Auditorium. The conver-
gence of the anti-poverty programs of the DSWD will
respond to the problems of communities and families,
and give livelihood assistance to men and women by
providing skills training and non-collateral financing.
The three programs will work as one to move to-
wards the same direction and at the same time. Instead
of “tatlong banca sa isang ilog, isang banca nalang,” the

work on the rough roadways are coming to San Miguel soon so it generated a lot
of excitement among the people. The overnight transformation from bad politics
to a more determined leadership to provide change from decades of partisanship is
palpable. I personally do not know much about these elected officials but I can only
say ‘wow’ when I heard of these developments initiated by Cong. Torres-Gomez.
This is one significant transformation of a new genre of politics gripping the town
and the district in general.
Would these changes be a turning point and a game changer? Maybe so. Little
good things like cementing the barrio road network when multiplied thousands of
times across the nation can snowball and grow to a point where progress may be at
hand. And more is expected of the national leadership as well.
I used to think good and responsible governments happen only in western
countries. I was biased then because the good things I saw in my travels did not
seem to occur in developing countries like the Philippines. For example, the roads
and other infrastructures are so well maintained and laid out that people travel more
often so it gives collateral business a much needed big boost. American farmers can
bring their goods to the market faster and cheaper so they earn more money from
their labor. No wonder America now is the world’s biggest producer of meat and
grain. Their farm output far exceeds domestic consumption, the rest is exported
to earn more income to generate more capital. In 2009, America produced $169
billion worth of crops and $119.2 billion in animal output per data released by the
USDA. Wheat is the biggest export commodity. In 1992, the U.S. exported $150
billion worth of agricultural products, 64% of wheat production and a little over
half of the soybean annual output. The technology sector progressed even faster
in the field of computers, the internet, medicine, oil drilling, aviation, manufactur-
ing, chemistry, genetics and many others. Companies earn more each year and pay
more taxes to Uncle Sam. Taxes are generally spent wisely and efficiently, partly to
improve infrastructures. The people’s creativity and drive for efficiency are mainly
stimulated by good governance.
America’s economic strength and relative progress did not happen overnight.
Its citizens worked hard from scratch in the late 17th century with the industrial
revolution that started in Europe several decades earlier. Mr. Niall Ferguson, profes-
sor of history at Harvard University and a professor of business administration at
Harvard Business School in his upcoming book reviewed by the Wall Street Journal,
“Civilization: The West and the Rest” summed it well on how America and the west
attained its status today. Mr. Ferguson concluded that the West earlier developed
six “killer apps” that the “Rest” lacked. These were:
• Competition-others were politically fragmented, and within each
geographical unit there were multiple competing entities.
• The Scientific Revolution - all the major breakthroughs in mathemat-
ics, astronomy, physics, chemistry and biology happened in the west.
• The rule of law and representative government.
• Modern medicine.
• The consumer society.
• The western work ethic that resulted in efficient labor and generated
sustained capital accumulation.
Can the Philippines pick up some lessons from the West’s chose path of success?
Definitely, yes. Our neighbors Singapore, Japan, Korea, Taiwan and several others
have already chosen that industrial path which commenced in the 1950s. The coun-
try can be selective in its formula in many subtle ways. The collapse of the former
Soviet Union after four decades of the Cold War is testament that communism is
no longer relevant. And it does not work as an economic and political model. Cuba
and Vietnam learned it the hard way and they are now beginning to embrace capi-
talism to survive the modern world. Communist rebels in the mountains of Samar,
Quezon, Negros and other provinces should be encouraged to lay down their arms
and participate in nation building. Political unity must be the number one aim for
the government. The country cannot be developed if peace and order continues to
put a drag to economic activities in the cities, towns and barrios.
Science and technology still has a long way to go to be productively harnessed
by both the private and public sectors to become an effective catalyst for change in
the Philippines. Universities can be utilized by companies to conduct research in
fields like medicine, pharmaceuticals, energy and alternative fuel. When I moved
to Oklahoma some 5 years ago, I was so excited at seeing the farms with buffaloes
and cows grazing vast pastures near the city that I live. Food like beef, chicken and
pork are so cheap and plentiful, my amazement just never ends. The two biggest
universities, Oklahoma State University and Oklahoma University receive R&D
grants to work on various projects related to energy, agriculture, nano technology
and defense among others. These two educational institutions are key to Oklahoma’s
producing abundant crops that boost the nation’s food supply. They also undertake
wide-ranging studies on petroleum pipeline corrosion, biochemical sensors and many
others. Other institutions of learning in various states also conduct other research
activities funded by big corporations.
The Philippines has its manpower work ethic already tailor-made for success.
Our skilled work force is more experienced and accustomed to global standards
gained by decades of employment in various countries around the world. Overseas
workers continue to work in various industries providing income to the country.
Their repatriated earnings continue to prop up the economy, now third only to China
and Mexico in world ranking in terms of value at around $18 billion annually. We
may be deficient in capital in the short term to fund growth. However, that funding
lack can be bridged by investor money inflows and overseas financial institutions
like the World Bank and ADB as long as we remain attractive and competitive
against our neighbors.
Things are moving well towards the right direction for the country, economi-
cally. Dr. Bernardo Villegas, a noted Harvard University economist and professor of
the University of Asia and the Pacific forecast the country’s annual GDP growth at
7% in the next decade. This is assuming Pres. Aquino succeeds in the drive against
corruption and arresting the deterioration of the educational system of the country
especially in the primary and secondary levels. There is hope and light at the end of
the tunnel for the country’s poor with these encouraging economic news.

Army retorts to NPA’s
justifications of ambushes

vivors dismissed the state-
ment of Santiago Salas, a
discharged priest turned
spokesman of the National
Democratic Front-Eastern
Visayas (NDF-EV) as a “total
lie” for making up a story
far apart from what really
transpired when soldiers and
civilians were brutally am-
bushed by the New People’s
Army (NPA) in two separate
incidents at Las Navas on
December 8 and 14, respec-
tively, that claimed lives not
only of the soldiers but of
innocent civilians.
As what the Army ex-
pected, the NDF-EV made a
total denial and washed their
hands after intentionally way-
laying soldiers who were not in
the offensive mode despite of
civilians around. Two civilians
were killed in the first ambush
and a ten-year old boy in the
second. Two among the three
who were killed were minors.
The “NPA lies” were chal-
lenged by the angry survivors
who saw for themselves how
ruthless the NPA’s were. Ac-
cording to them, despite of
their begging them to stop, the
rebels kept on firing on them.
One survivor even drama-
tized how he and his compan-
ions waved their arms widely
open while shouting, “Tama
na! Tama na! Mga sibilyan
kami!” (Enough! Enough! We
are civilians!). He was already
slightly wounded that moment
when he was shouting for
mercy at the rebels. The father
of the murdered minor, the
operator of motorized banca
said that he saw his son vanish
under the river’s current after
falling over board when his
boat was indiscriminately fired
upon by the terrorists.
The victims are crying
for justice. Justice from the
inhuman and dastardly acts of
the NPA who profess to be the
protector of the masses. But
the truth is crystal clear. They
are the tormentor and oppres-
sor of the people, the Army
said in a press release.
Fr. Sanny Salas, they
added, “is truly a master of
black propaganda and decep-
tion aimed at misleading the
masses of the real truth”.
“Salas should thank the
AFP’s serious protection and
preservation of the people’s
rights so he can enjoy freedom
of expression. Sad thing is,
Salas uses this right to steal the
truth from the people and has
been committing grave offense
to the people by suppressing
their rights to know the truth.”
