EXECUTIVE ORDER NO. _____ - 2020

REORGANIZING THE BARANGAY ECOLOGICAL SOLID WASTE MANAGEMENT
COMMITTEE (BESWMC)
 

  WHEREAS, Sections 6 & 7 of Republic Act 9003 otherwise otherwise known

as the Ecological Solid Waste Management Act of 2000 emphasized the vital role of
the barangay in the successful implementation of the program, particularly the
segregation, collection and recycling of waste source.
 
   WHEREAS, DILG Memorandum Circular No. 2001-38 provides for the creation
of Ecological Solid Waste Management Committee (ESWMC) at the barangay level;
 
WHEREAS, DILG Memorandum Circular No. 2018-112 mandates the need to
reorganize the BESWMC, and to update them on their duties and functions
pursuant to RA 9003 and other related policies, laws and issuances;

NOW, THEREFORE, I, ___________________, Punong Barangay of Barangay

me by law, do hereby reorganize the Barangay Ecological Solid Waste Management
Committee.

Section 2. Functions and Responsibilities

 
a) Formulate a community solid waste management program consistent with
that of the municipality.
 b) Be responsible for the segregation and collection of solid waste specifically
for biodegradable, compostable and usable waste.

c) Establish within the barangay or cluster of this barangay a Materials

Recovery Facility (MRF), a redemption eco-centers in the barangay owned or leased
land or any suitable open space to be determined by the sangguniang barangay.

d) Allocate barangay funds for the barangay ecological solid waste

management program, approved by the sangguniang barangay

e) Organize a core area/street coordinators to assist the BESWMC in the

implementation of their programs and activities.

f) Conduct trainings for barangay residents on segregation, composting,

recycling and livelihood opportunities from use of recyclable waste and to monitor
their implementation.

g) integrate Ecological Solid Waste Management Program in the Barangay

Development Plan (BDP) and/or Annual Investment Program (AIP).

h) find alternative sources of funds other than the regular barangay budget.

i) submit a monthly report to the municipal ESWMC on he progress of the

program,copy furnished the municipal DILG office

    j) Implement policies and plans on the following:

Section 2.a Education

 Develop and disseminate IEC materials on solid waste management to every

household, business esgablishments, and other institutions in the barangay;

 Conduct of community trainings and seminars on ecological solid waste

segregation, composting, reduction of waste for disposal and recycling; and

 Issuance of community policies that will patronize ecologically friendly

products and packaging

Section 2.b Engineering

 Provision of support mechanisms for segregated collection; and

 Setting up of redemption or eco-centers (MRF) within the barangay for non-

biodegradable or recyclable materials before selling in bulk to junk shops

Section 2.c Enforcement

 Enact barangay ordinances on the establishment of an awards system and

other incentives and sanctions in the barangay; and other rules and regulations to
implement the program

Section 2.d Entrepreneurial

 Establish a system of buying and selling of recyclable wastes including

compost;

 Promote livelihood activities from waste materials

  Networking with the private/business establishments within the barangay;
and microfinancing for livelihood projects from waste

SECTION 3. There shall be created a Barangay ESWM Secretariat to assist

the Committee in the performance of its functions . It shall provide technical and
administrative support to the committee whenever necessary.
