We in the IIPA would like to extend a warm and cordial welcome to all the
participants nominated to the Thirty-sixth Advanced Professional Programme in Public
Administration (APPPA).
The Programme is a customized nine month course for senior officers of the All
India and Central Services, Defence Services, and State Governments, which seeks to
renew the participants’ domain knowledge and provides an opportunity to review their
attitudes and sharpen their skill sets. This programme is designed to enhance the

THE INSTITUTE
The Indian Institute of Public Administration owes its genesis to the report on
Public Administration by the American expert Dr. Paul H. Appleby and the vision of Pt.
March 1954, the Institute has carved out a niche for itself and is proactively engaged in

B. Special Facets
B.1 Village Field Study: The purpose is to expose and sensitize the participants to
development. They would examine the effectiveness of the delivery mechanism and
impact of the programmes. Groups of participants will visit identified rural areas in
different parts of the country and interact with village level functionaries and panchayat

examining some developmental schemes in the urban areas and their impact on the
socio-economic conditions of the people including those below the poverty line. The

development agencies.
As in the case of rural field studies, groups of 9-10 participants would visit
selected cities/towns which would be chosen keeping in view the diversity of issues
found in different regions. The urban study reports are presented at a seminar and will
be used for reference.
Discussions: will address both national and international developments and challenges
in areas such as: Reforms in Governance; the Global Economic Crisis; WTO and its
Judicial Reforms; Energy Security; Disaster Management etc. It will provide a forum to
experiences with the co-participants. The focus will be on specific situations he/she had
faced at some point in his/her career. The presentation could revolve around
innovations in the office or in the field; handling law and order; project planning and
implementation etc.
B.5 Foreign Study: The programme is organized with a view to exposing the
participants to the administrative practices in foreign countries and the lessons that can
in these countries to interact with policy makers and other government functionaries.
