Annex SL

Over several years ISO has published many Management System


Standards for topics ranging from quality and environment to Information
Security and business continuity Management. ISO Management System
Standards have different structures. When there are several standards with
unique structures, requirements and terminology makes it more confusing.

ISO understand this problem and developed Annex SL, which is generic
and consistent framework which can be followed by all Management
System Standards. According to Annex SL, any new standard or revision of
existing standard should have same high level structure in terms of clauses
and the order they are presented and uses the same language. So high
level structure remains same across all standards. If necessary industry
specific standards may include sub-clauses or section of text. Annex SL
provides generic clause titles, texts, common terms and core definitions for
a Management System Standard to be developed or revised.

What is High Level Structure?


ISO 45001 or any other New or revised standards will be based on same
10 clauses:

Clause 1: Scope

Clause 2: Normative References


Clause 3: Terms and Definitions

Clause 4: Context of the Organization

Clause 5: Leadership

Clause 6: Planning

Clause 7: Support

Clause 8: Operation

Clause 9: Performance Evaluation

Clause 10: Improvement

Clause 1: Scope:

ISO 45001:2018 specifies the requirement of OH&S management system


and provides guidance to organizations to provide a safe and healthy
workplace.

Clause 2: Normative References:

Describes the application of ISO 45001:2018 to organizations

Clause 3: Terms and Definitions:

Explains the key words used, their meaning and, intent.

Clause 4: Context of the Organization:

Context of the organization includes the following:

 Understanding the organization and its content


 Understanding the needs and expectations of workers or interested
parties

 Determining the scope of the OH&S management system

Key Actions:

 This may include identifying new competitors, technology, industry


trends, political/economic climate, organizational structure, new
products/equipment, contractual relationships, and many others.

 A stakeholder map can help identify all the internal and external
parties who have an interest in the business.

Clause 5: Leadership

Leadership includes:

 Leadership commitment

 Policy

 Organization roles, responsibilities, and authorities

 Participation, consultation, and representation

Key Actions:

 Understand the role that management and workers play in the


OHSMS.

 Identify and communicate expectations.

 Train staff to ensure competency to perform required tasks.

Clause 6: Planning

Planning includes:
 Actions to address risks and opportunities.

 OH&S objectives and planning to achieve them

Key Actions:

Determine the risks and opportunities that need to be addressed.

There needs to be a plan to:

 Address these risks, integrate actions into the OHSMS processes.

 Evaluate the effectiveness of actions taken.

Clause 7: Support

Support includes:

 Resources

 Competence

 Awareness

 Information and communication

 Documented information

Key Actions:

 The organization needs to maintain and retain documented


information (documents and records) of OHS objectives, plans,
processes, etc. that is available for use when needed.

Clause 8: Operation

Operation includes:

 Operational planning and control


 Hierarchy of controls

 Management of change

 Outsourcing

 Procurement

 Contractors

 Emergency preparedness and response

Key Actions:

 Establish a process for reducing OHS risks using the new hierarchy
of controls.

 All outsourced processes and procurement of goods and services


impacting OHS management must also be controlled.

Clause 9: Performance Evaluation

Performance evaluation includes:

 Monitoring, measurement, analysis, and evaluation

 Internal audit objectives and process

 Management review

Key Actions:

The new standard does not require a documented internal audit procedure,
but it does require defined audit objectives and process.

Clause 10: Improvement

Improvement includes:
 Incident, non-conformity, and corrective action

 Continual improvement

Key Actions:

 Incident investigation is merged with non-conformities and corrective


actions because the same process can be used for both.
 Continual improvement is the cornerstone of an OHSMS.

Standard also follows Annex SL structure.
