On today`s date and time, Officer Loveras and I, Officer Skaggs were dispatched to 2319 Desota Dr. in reference to a
suicide attempt in which the reportee stated her husband possibly shot himself. Upon arrival, I made contact with
Terry Bethal (realtor) and Candace Parscale, reportee (wife) who were sitting in a parked motor vehicle in front of
the residence. Candace advised after a verbal altercation, Bradley manipulated his slide to the rear loading his firearm
in front of her. Candace immediately fled residence and stated she heard a loud bang shortly after. Candace stated
that they realized that Bradley did not shoot himself when they heard Bradley ranting and pacing around the
residence and the dog barking franticly. However, they were concerned that Bradley might still try to shoot himself,
due to him being in possession of several firearms and refusing to vacate the residence.

While on scene, I made contact with Bradley via landline several times and attempted to have him vacate the
residence; however, he declined and remained inside the residence. Bradley`s speech was slurred as though he was
under the influence of an alcoholic beverage and he seemed to be crying. Due to his refusal exit the residence on
his own free will and his emotional state, crisis negotiators were requested by Sgt. Graves in addition to FLPD
SWAT personnel.

I made contact with Candace, who stated that Bradley has been stressed out for the past two weeks and has made
suicidal comments throughout the week to shoot himself. Bradley did not make any suicidal comments today
however Candace was concerned for his safety. Candace advised Bradley drinks and he "suffers from PTSD". While
speaking with Candice I observed several bruises on both arms (photographs were taken and uploaded into
evidence.com) which she advised occurred a few days ago, during a physical altercation with Bradley, which she did
not report.

I continued to make landline with Bradley, who advised several times that he would not exit the residence without
speaking to his wife Candace. With the assistance of Ofc. C. Wilson, Bradley was convinced to exit the residence and
was placed into custody by FLPD SWAT personnel. (See Supplements)

Officer Guzman took possession of Bradley`s ten firearms and entered them into evidence.com. I took photographs
of Bradley`s body and observed injuries that he advised occurred several days ago none in relations to this incident
and PD; which were still uploaded into evidence.com. I provided Candice with a case number and instructions on
how to obtain the report. Fort Lauderdale Police Department Sgt. Gaffey was notified regarding the incident. Bradley
advised that he is not on any medication nor does he suffer from any medical illnesses. Bradley stated that he has
never been Baker Act in the past. I feel without medical attention Bradley`s safety is at risk and others as well. Based
on Bradley`s violent behavior, his alcohol consumption, his agitated mental state of mind and his previous comments
of suicide, I, transported Bradley to BGH Baker Act Unit to undergo treatment.

On the above date, due to a call for On-duty SWAT operators in reference to an armed barricaded subject inside a
residence, I responded to 2319 Desoto Dr. Upon arrival, I was informed that the subject (Parscale) was believed to still
be armed. I was also advised that the subject racked the slide of a handgun in the face of his wife who was also
on-scene, putting her in fear for her safety, and made multiple statements in reference to killing himself. The subject`s
wife also believed he had fired a round out of that handgun while inside the house also.
I was assigned to an (IAT) Immediate Action Team with other SWAT operators including; Ofc. J. Hayes, Ofc. B.
Paulino, Ofc. D. Miller, and TL Det. S. Smith. We were staged to the north of the target location. Once FLPD
negotiators were able to get the subject to exit the residence and walk towards the street, On-scene SWAT Commander
Lt. Figueras, gave the command for the IAT to move in and physically detain the subject. I then stepped through a
wooded area and began to give loud verbal commands to the subject, approximately 5 times, "get on the ground." I was
dressed in full police uniform including full police reflective patches and insignias. The subject made eye contact with
me and did not comply with any of the commands as I approached him. Due to the subject disobeying my lawful
commands coupled with the subject being substantially larger than I am, Subject approx 6`6" and wearing shorts with
pockets that could easily conceal a firearm, I initiated a double leg takedown. I lowered my level and wrapped both
arms around the subject`s lower body while applying forward pressure to his mid section with my forehead. This caused
the subject to first sit to the ground and then lay flat on his back. Other operators from the IAT moved in and the subject
was rolled over and subsequently handcuffed by SWAT Operator B. Paulino. Once handcuffed, the subject was placed
into a recovery position and immediately stood up. The subject, as well as officers did not appear to suffer any injuries
during this physical interaction. Also noted multiple firearms were recovered from inside the residence.
This incident was captured on my BWC.

I Ofc. Guzman (1965) responded to 2319 Desota Dr in reference to a Baker Act. Upon arrival, I took a perimeter point
in order to assist with stopping traffic from entering the operation area. After Bradley Parscale, was taken into custody, I
photographed Parscale`s wife to document previous domestic violence history on my department issued tablet. She had
several bruises on both of her arms as well as scratches and bruising on her face. I also collected and photographed 10
firearms from inside the residence, including three long guns, and entered them into FLPD Evidence for safekeeping.
Parscale was eventually taken to Broward General Medical Center for a medical evaluation. This concludes my
involvement. NFI.

On this date and time, this detective was currently working in a SWAT capacity for an unrelated event within the City
of Fort Lauderdale. I have been employed with the City of Fort Lauderdale Police Department for 13+ years and
assigned to the SWAT Team for 11+ years, where I currently hold the position of team leader.
At approximately 1545 hours an on-duty SWAT callout was requested at the residence of 2319 Desoto Drive where an
armed subject was suicidal and barricaded. I immediately notified the A/SWAT Commander and XO to the SWAT
Team, Lt. Figueras, of the incident and he advised he would be enroute.
Upon arrival, I made contact with the supervisor on scene, Sgt. Graves, and Candace Parscale, the wife of the subject in
question, Brad Parscale. At this time I learned from Candace Parscale that Brad Parscale has been depressed and
suicidal recently. This has led him to consume alcohol a lot more frequently and make suicidal statements. However,
today escalated when Candace Parscale advised that Brad Parscale was drunk and they were having an arguement when
Brad Parscale took possession of one of his firearms, racked the slide, loading it right in his wife`s presence. Candace
Parscale became so afraid for her safety that she immediately fled the residence on foot with no cell phone or
belongings. Candace Parscale also claimed that Brad Parscale made suicidal comments during their argument and when
he was in possession of the firearm. After leaving the residence on foot she claimed to hear a possible gun shot from
within the residence, but later stated it could have been a car back firing from down the street. Candace Parscale then
made contact with an indepedent witness, Terry Behal, a couple houses down. I privately spoke with Terry Behal who
coroborated Candace Parscale`s story advising she did not witness the confrontation but gave credibility to the
consistent story line and also witnessing the bruising on Candace Parscale. Candace Parscale also confirmed there are at
least 5 different guns in the house that range from pistols to rifles.
While speaking with Candace Parscale I noticed several large sized contusions on both of her arms, her cheek and
forehead. When I asked how she received the brusing, Candace Parscale stated Brad Parscale hits her. When asked if he
made these markings today, she claimed he did not. I continued to ask if Brad Parscale physically assaulted her in
anyway today and she said no, but he did forcibly smack her phone out of her hand when she was attempting to call
Brad Parscale`s father.
I relayed this information to Lt. Figueras and it was evident that Candace Parscale could not safely be left with Brad
Parscale due to his potential for violence to her and/or himself.
I then established overwatch and an Immediate Action Team (IAT) that had less lethal capabilities and a SWAT medic
attached to it. Officer Skaggs was already on-scene and attempting to establish a rapport with Brad Parscale via phone.
As I listened to Officer Skaggs attempt to de-escalate the situation with Brad Parscale I could hear him answer in a loud,
aggressive and agitated tone that he will not exit his residence. Shortly thereafter, on-duty negotiators arrived on-scene
and took over communications.
At one point, negotiators convinced Brad Parscale to exit his residence but he would not come past his front door and he
eventually retreated back inside. During these negotiations Brad Parscale appeared aggressive as he consistantly spoke
in a yelling and highly agitated tone and would not meet with officers away from his residence.
Shortly thereafter, Officer Wilson arrived on-scene, established a rapport with Brad Parscale, and convinced him to
meet him at the street of the residence. I then linked-up with the IAT in the case we had the oppotunity to detain him.
As Brad Parscale made his way to the street I observed him to be wearing no shirt, but had shorts on with pockets. At
this time Lt. Figueras advised for the IAT to move in and I reiterated the order to the IAT. As the IAT approached Brad
Parscale I could hear numerous verbal commands come from the operators for Brad Parscale to

get on the ground. After refusing to comply to the commands operators physically brought him to the ground to
establish control and place him into custody. After being placed into custody without incident, operators immediately
placed him into the recovery position and helped him to his feet.
Brad Parscale was very agitated with the situation and I could smell a strong odor from his breathe and body that I
recognized to possibly be from alcoholic beverages. Brad Parscale was patted down and no weapons were located on his
person. He was then turned over to officers for a Baker Act.
It should be noted that one of Brad Parscale`s firearms that was recovered within the residence was small enough to be
concealed in a pocket.

On 09-27-2020 I received a phone call from a friend who advised that our mutual friend Brad was at his house and had
the SWAT team there for some reason. I had just finished working a protest and was on my way toward the beach when
I received this call. I responded to the area of Brad`s house and made contact with Lieutenant Figueras who was on
scene. I advised Lieutenant Figueras that Brad was a personal friend of mine and asked if they needed my assistance in
speaking with him. I was advised that Brad was refusing to come out of his house to speak with them after threatening
his wife with a gun.

I called Brad on the phone and asked if he would come out and speak with me. Brad advised that he would come
outside and speak with me if I came to his house. I advised Lieutenant Figueras that Brad agreed to come out and speak
with me. While speaking about this someone advised that Brad had exited his house and was sitting on the front steps.
I walked to the end of Brad`s driveway and called to Brad for him to walk out to the roadway and speak with me. Brad
complied and walked out to the end of his driveway and we began talking. Brad was drinking a beer and was clearly
intoxicated at this time. While speaking with Brad the SWAT team moved in and Brad was taken into custody.

Brad was escorted over to a patrol vehicle and sat inside. I spoke with Brad for a few minutes and I asked him if he
wanted me to get him a pair of shoes and a shirt. Brad asked for his phone and advised me where he keeps his guns in
the house.

I went into the house with Candice Brad`s wife and two other officers. Candice showed us where the guns were and got
a pair of shoes, a shirt and cell phone for Brad. I helped secure the weapons that were in the house and then brought
Brad his phone, shirt and shoes.

This completes my involvement in this incident.
