HON. JOHN PETER AMEWU

It is my pleasure and privilege to welcome all of you to this


unique gathering, bringing together stakeholders and key
representatives from the oil and gas sector in Ghana and beyond.
The need for Ghanaians to benefit from our oil find through active
participation and in-country value creation has been the driving
force behind many of the policy initiatives of Government since
the discovery of oil in commercial quantities in 2007.  
A critical milestone in this journey has been the passage of the Petroleum (Local Content
and Local Participation) Regulations, 2013 (L.I. 2204). The object of regulation is to among
others, promote job creation, ensure the use of local goods and services, and to develop local
capabilities across the petroleum value chain.
Though there have been challenges regarding the actualisation of these aspirations,
Government is currently implementing key strategic programmes such as the Accelerated
Oil and Gas Capacity Programme(AOGC), revamping of the Enterprise Development Centre,
Local Content Fund, enhanced Technical & Vocational Training and Certification and host of
other initiatives aimed at creating the necessary linkages to other productive sectors of the
economy.
On this note, I wish to congratulate the Board and Management of Petroleum Commission for
the consistency in organising this annual event and choosing such insightful and stimulating
topics for discussion.
On behalf of the President of the Republic, H.E Nana Addo Dankwa Akufo-Addo and the
Ministry of Energy, I wish to welcome you all to the 2018 Local Content Conference &

and Uganda to the 4th Annual Local Content
Conference (gradually becoming a Regional Local
Content Conference because of the international
dimension).

The theme for this year’s conference is Five Years of Local Content:
Achievement and Challenges” . In November 2013, the Parliament of Ghana passed the
Petroleum Local Content and Local Participation Regulations, 2013 (L.I 2204). After five years
of implementation of the law, it is prudent that as stakeholders with major interests in the
sector, we take stock of our collective performances, ascertain the levels of progress that have
been made within the period, assess any gaps, experiences and opportunities regarding the
promotion of local content and local participation in the upstream oil and gas sector. In this
vein, the Commission is in the process of reviewing the L.I 2204 and the Joint Venture Guidelines
to make them more pragmatic. We look forward to working with industry in this regard.
We believe that the discussions at this forum and the various sessions will guide the
recommendations and strategic action points required for enriching our local content drive
and help build the needed capacity that will allow for the development of sustainable local
content.
At the heartbeat of the Petroleum Commission is the promotion of local content and local
participation. Thus, as an additional feature, we are dedicating the thirdrd)(3day of the
Conference for a Procurement Workshop. This is to enable local companies receive first-hand
information about procurement plans for 2019 and upcoming tenders from major international
companies.
We at Petroleum Commission are of one conviction that this conference will provide an
unparalleled opportunity for access to information, business engagement and strategic
networking.

Dr. Mohammed Amin Adam is a Deputy Minister of Energy (with responsibility for
the petroleum sector). Before then, he was the Founder and Executive Director
of the Africa Centre for Energy Policy (ACEP). He previously worked in other
public and private organizations as - an Energy Policy Analyst at the Ministry
of Energy in Ghana, Commissioner of Ghana’s Public Utilities Regulatory
Commission; a former Deputy Minister of State for the Northern Region; and
former Mayor of Ghana’s third city of Tamale.
He was also the Africa Coordinator of extractives industries in Ibis. Globally, he
has worked extensively on extractive industries and resource management.

Dr. Kofi Koduah Sarpong is the Ag. CEO of Ghana National Petroleum
Corporation) and an astute business executive with thirty-four (34) years’
experience at senior management level in over eight (8) companies. He has
built his corporate leadership credentials over the period by serving on the
Boards of twenty-one (21) different companies and organizations.
Dr. Sarpong is a Chartered Accountant and holds a Doctor of Philosophy
(PhD) degree in Industrial & Business Studies from University of Warwick (UK).
He also holds a Master of Arts (MA) in Ministry from the Trinity Theological
Seminary (Legon), Master of Accountancy (M.Acc.) in International Finance
& International Accounting from the University of Glasgow (Scotland), a
Master of Business Administration (MBA) and a Bachelor of Science (B.Sc.)
Business Administration from the University of Ghana.

Jan Helge Skogen joined Aker Energy in 2018 as the Country Manager for Aker
Energy in Ghana. He is an experienced Geologist with strong industry and
operational background.
Jan Helge has 18 years of experience as Country Manager having performed
in this position in various countries for Hydro, StatoilHydro and Statoil (now
Equinor). He has an impressive industry career and started his profession as
Wellsite Geologist in Hydro almost 40 years ago. Mr. Skogen holds a PhD in
Geology from University of Bergen, Norway. He is a Norwegian Citizen.

Mr. Frank Adu Jr. is an Investment Banker and the Managing Director of CAL
bank. He was the Chairman of the Council of the Ghana Stock Exchange and
the GSE Securities Depository Company. He is the chairman of Roman Ridge
School. He is a member of the Board of Okyeman Environment Foundation
and the University College of Agriculture and Environment.
Frank was awarded a lifetime award at the 2016 Ghana Banking Awards and
has also been recognized by the Legislative Black Caucus of the Georgia
Assembly for his contribution to the macro-economic stability, growth and
prosperity of African countries.

Background: Isaac is the Oil & Gas Sector Tax Advisory lead at EY Ghana office
and has over 25 years of professional services experience.

Speakers
Steve Taylor is the Managing Director for Rigworld Training since July 2018. He
has over 23 years of experience in the offshore Oil and Gas environment and a
member of National Safety Council (NSC) a nonprofit organization promoting
health and safety in the United States of America.
The group focuses on areas where the greatest number of preventable
injuries and deaths occur, including workplace safety, prescription medication
abuse, teen driving, cell phone use while driving and safety in homes and
communities. Steve has a post-secondary degree in Business and a Masters
Degree in Logistics and Supply Chain Management from Georgia College and
State University respectively.

Edward Ian Armah-Mensah holds an Executive Master’s in Business Administration


(Finance Option) and a Bachelor of Science in Business Administration. He has
an extensive experience in corporate finance with speciality in deal origination,
debt restructuring, trade syndication, cash management and asset finance.
He has cross industry experience with Stanbic Bank (Ghana) Limited, Barclays
Bank (Ghana) Limited, NDK Financial Services and Agricultural Development
Bank (ADB) Limited.
Edward joined ADB as Executive Head, Corporate Banking in 2010. He has
also served as Chief Commercial Officer of the Bank, Group Head, Corporate
Banking and is currently the General Manager, Business Banking. He has 17
years’ experience and has successfully set up Corporate Banking and non-bank
structures from greenfields.

Mr. Kenneth Owusu is a Technical Advisor to the Director-General of NDPC.


He holds Master’s degree in International Development, with emphasis on
macroeconomic policy management, and international and development
financing. He has significant knowledge of the policy environment in Ghana,
as a result of his involvement in formulation of national development agenda.
Since 2004, he has been instrumental in the formulation of at least four
national development agenda, including the Ghana Growth and Poverty
Reduction Strategy (GPRS II), the Ghana Shared Growth and Development
Agenda (GSGDA) I & II, and the current development agenda known as
Agenda for Jobs, 2018-2021. He has coordinated the preparation of four
vision documents for four successive Presidents, and participated in several
Government of Ghana-Development Partners’ policy dialogues, including
regular IMF Missions, the Multi-Donor Budgetary Support (MDBS) mechanism,
and the Consultative Group (CG) Meetings.

Joseph Owusu, Chief Executive Officer - JILMEC


Joseph has fifteen years experience in oil and gas business including; upstream,
midstream and downstream sectors. He is a seasoned negotiator of upstream
commercial agreements and has many years of experience in mergers and
acquisitions of oil and gas assets. He has previously worked with companies
such as Texaco, Chevron, CITGO Petroleum, Hess Corporation and EO Group.
He holds an MBA and Bsc Physics and Geology and is the Co-founder Mansa

Before joining Zeal Environmental Technologies Limited, she worked for
various Oil & Gas service companies in Ghana where she gathered multi-
skilled experiences contributing to her very versatile and diverse experience

Oghogho Dixon, known as O.G Dixon was born on the 26th of June in Port Harcourt,
Nigeria. O.G graduated with a honorary degree in Applied Mathematics from
the University of Benin in Nigeria.
O.G. comes with eighteen years’ oil field experience; working in various
countries, supporting sundry customers, building talents and a diverse
workforce. In her career, she has implemented strategies in driving profitability
across various businesses, complemented by a remarkable customer service
track record.
She joined GE Oil & Gas as the Central Africa Sales Director for Oil &Gas in
September 2015 with over 15 years Oilfield experience. She became the
SSA regional product company leader for Surface in 2016, West Africa Sales
Director for BHGE in 2017 and currently the Managing Director BHGE Ghana
& OFS Drilling Services SSA for Baker Hughes a GE Company. O.G has spent 15
of her professional years with Baker Hughes.

Adrien Bentejac is the Business Development Director for Altrad Services Africa
- Ropetec Rigworld. Working in the African Oil & Gas world for more than 15
years, he is committed to the effectiveness and continuous improvement of
Altrad’s local content strategy.
Ropetec Rigworld is the combination of Rigworld Group a young and already
very well established local company, and ALTRAD Services an international
leading provider of a range of multidisciplinary technical and engineering
services, principally for the Oil & Gas and Power Generation sectors.

Charles Larbi-Odam is the Country Managing Executive for Deloitte Ghana. He


was previously a member of the Board of Deloitte Southern Africa before the
Africa governance restructure; putting in place an Africa Board.
He is a Chartered Certified Accountant and a Fellow of ACCA. He joined
Deloitte in January 2000, moved to the Corporate Finance practice of Deloitte
in 2003 and was admitted to the partnership in January 2007.
He was appointed Business Unit Leader of Corporate Finance in Africa in 2012,
a role he held for two years. Charles was also the Valuations Leader for Africa.
Charles is a member of the Deloitte Africa Board.
