The description of the circulatory migration of labour force represents a good
contribution to the understunding of a controversed issue these days in Europe - in the context of the efforts for the enlargement of the European Union. Romania is one country where the circulator y migration has taken semnificative proportions. So, the justification of writing the article is obvious. “In a world of winner and losers, the losers do not simply dissapear, they seek somewhere else to go” (Peter Stalker-“Workers without Frontiers. The Impact of Globalisation on International Migration”, ILO). Circulatory migration reprezents the pass of the country‘s border several times in a year with the intention of going in another certain country. This pendulatory movement is different from the immigration or the return- migration, or transmigration. Also, is the largest category in the family of migratory phenomenons. The methodology used for this article is a laborious one: The used of some comparative international researches offers an panoramic image of what are the dimension of the circulatory migration at the moment. Interviews with the migrants and with their relatives and also dicussions with local and central abilited authorities (using an interview guide on this issue) allowed the understund ing of the point of view between those directly involved in the process. They have also monitorised 4 national newspapers to see how this subject is approached. The use both of cantitative and calitative techniques is an interesting combination. The authors observe a connexion between circulatory migration and the general development - a connexion with multiple consequencens. A positive one is the reduction of the unemployments number, this means a reduction of a previous pression existent in the society. The negative effects regards the realisation of some deficits in certains domains of the economy. (For example the agriculture. It was observed that a considerable number of those who are leaving to work abroad comes from the rural area, most of them are the young ones, and this goes to ageing the agricultural labour force). Migration is also important in transfering the capital in Romania. Some consider that the financial international support for the states from the Third World is less than the capital brought in the country by circulatory migrants. The analisys of the human capital, underlines the importance of it in the development process of a country. Migratory networks, who includes those who have migrate, those who want to migrate, non-migrants, the ir families, their relatives and their communities were the essence of the proliferation of this phenomenon. The original and central conclusion of the research is that the migratory network will evolve from the level of helping the development of the phenomenon to a secondary role of only maintaining community’s solidarity. There is one aspect that hasn’t been included in the article, it refers to the cultural exchange and its influencens on Romanians’ way of life considering the circulatory migration. It would be interesting to see what are the consequencens on the long run of the external influences on the local culture especially in the context of an iminent integration of Romania in the European Union. I consider that an external cultural contribution can make easier the integration process. Understunding the main tendencies and evolutions of this phenomenon will help us to perceive the next decisions and moves in the public policies. This work represents a good academic instrument for the scholars and for the authorities aimed, especially be cause it is a phenomenon quite recent and that is why lacking in Romanian literature.
