Introduction

The Institution of Technicians & Engineers [Kashmir] is a professional body and


educational Institution of Technicians & Engineers [Kashmir], as well as technical
persons, whose educational/Technical qualifications are certificate / diploma in different
trades of engineering.
The Trust shall be bound to work on non-political, non-profitable and non-governmental
organization (NGO).
In order to provide technocrats the facilities of up grading of knowledge, guide line for
further education & training, guide line for establishing of Industries and aware the
general public in the matters relating to technology, public safety, i.e. safety for human-
lives/property in use of electricity.
The founder / corporate members of the Trust shall decided to work for the fulfillment of
the following objectives.

Objectives.

The Institution of Technicians & Engineers [Kashmir] has been established with the
following objectives:
 To develop professional skills/status among technicians/ members.
 To import technical knowledge among the members and general public through
newsletter/journal.
 To aware the general public, about the importance of saving of national wealth
electricity, water resource and natural beauty etc.
 To provide assistance and guidance to the trainees of technical Institutions. I.e.
ITI’s and polytechnics etc.
 Voluntarily arrangements of technical manpower when a disaster occurs.
 To Establish The Institutions of Technicians[Kashmir]
 To setup Industries and create new projects,to eradicate the un-employment(to
some extent)
 To develop the progressive system in the field of technical education etc.
 To develop the technical educational technology and develop the new
products/techniques of engineering, and provide the technical education to the
whole community in regular as well as in the distance and examinations etc.
 The Licentiate qualification shall be given to those person having the high skill in
relative fields of engineering etc..
 Research & Technology development, designing fabrication & documentation,
Technical education, associate-ships, licentiateships, and skill training providers
in scientific & technical education Industrial development all by mode of
distance as well as regular according to the circumstances privileged for the
welfare of the community at large without discrimination of caste. Creed etc with
objects and constitution as hereinafter.
 Development of non-conventional energy recourses and design development etc.
i.e., hydropower, solar technology, green technologies.

3. Head office: -
(a)
(b) The head office shall remain in the town, Anantnag only and in no
circumstances shall be shifted to any other place out-side the town Anantnag
4. Councils: -
(a) General council, (b) advisory council, (c) Executive Council, (d) Engineering
Council
5. Membership: -
There shall be five categories of members:-
(a) Corporate member (CM)
(b) Senior member (SM)
(c) Associate member (AM)
(d) Student member (STM)
(e) Advisory board member (ABM)
(f) Engineering Fellow Members (EFM)
6. Membership: -
Membership is open for all the citizen of India, who qualify the membership
criteria of one of the member-ship category: CM, SM, AM, STM, ABM, EFM
7. Membership Qualification: -
(a) Corporate membership is open for those who qualify the following eligibility.
I. He/She shall have passed senior Secondary Examination, with National trade
Certificate in any Engineering Trade or Metric with three-year diploma in any
branch of Engineering.
II. He/She shall have worked in this Trust as senior member for the period of 3
years and shall be preferred as per his past performance in this society.

(b). Senior membership: -
This membership shall be open for those who qualify the following eligibility: -
I. He/She shall have passed Matric and should be National Trade Certificate holder
in any branch of Engineering Trade.
II. He/She shall have, working experience in any relevant Trade at least 2 years, for
this purpose he/she shall have to satisfy the executive council.
(c) Associate Membership: -
This membership shall be open for those persons who shall qualify the following
eligibility: -
I. He/She shall be Matriculate with National Trade Certificate in any
Engineering Trade.
(or)
II. Matric with 10 years of Experience in any Engineering Trade; experience
vouched by any employer.
(d) Student Member: -
This shall be open for those who undergo any technical trading up to NTC or
certificate level. NAT or diploma level.
(e) Advisory board Member: -
Is open for that person who has working/ have worked in analogs posts in any
Government department/ Industry.
I. He/ She must have been working/worked in Engineering / industrial field.
II. He/she shall have shown good performance in any trade of engineering/industry.
(f) Engineering Fellow Member:-
This membership shall be open for those persons who shall qualify the following
eligibility: -
I) he/she Shell be an Engineer with degree in any branch of engineering or
AMIE of Institution of Engineers[India]
II) He/She shall have Interest with the Social work, professional development and
management.

(g) General Council: -


Consists of all the members of the Trust i.e. CM, SM, AM, STM, ABM.

(h) Executive Council: -


Shall comprise on corporate members of Institution of Technicians & Engineers
only and shall be the head/managing body of the society. All the Managing

posts/positions shall be elected from this council only i.e. Chairman, vice
Chairman, Gen. Secretary.

I. Chairman:
He shall be the head of the Trust& executive council and has to take the command
of the Trust in his hands by looking -after the Trust affairs/ matters etc. He shall
have to take the decisions in consultation with the corporate members and senior
members Advisory Board members of the society. After seeking the approval his
decisions shall be binding. He shall be elected/ousted by the votes of 2/3rd.
majority (by secret belt) among the corporate members only. He shall be having
the right to justify himself, if any at his end/side, within a period of ten days only.
And shall be elected for a period of 2 years only.

II. Vice Chairman:


In the absence of chairman the vice-chairman shall be the In-charge
chairman/acting chairman, otherwise, He shall be the assistant of the chairman.
Further the conditions pertaining to chairman shall remain same for vice
chairman.
III Gen. Secretary:
He shall be responsible for the running of the Trust with consultation of the
chairman. All the internal correspondence work shall be carried out under his seal
& signature. He shall be elected for a period of 2½ years. All the election/-ousted
process shall remain same as applies to the chairman.
(a) He shall look-after the election presses of chairmanship & vice chairmanship
without orders from acting chairman & vice chairman.
IV. Secretaries:
The secretryship shall be open for those members categories, a
corporate/Senior/Associate members and shall be elected among the above given
categories of membership by secret belt voting of 2/3 majority of G.council
member processing of election / ousting shall remain same as of chairman the
secretaries which shall be elected are (i) Executive secretary, (ii) financer
secretary, (iii) estates secretary. They shall bound be work under the G.Secretary.
V. Advisory Board Member:
The category of member shall advice the executive council, in the matters of Trust
and external relationship i.e. relation to banks, relation with industries etc. A
president shall be elected / selected among the ABM.
(a) The president shall be the highest respectable position in the society; the
president shall chair the entire seminars award giving functions etc.

(b) He/She shall not have the right to amend any rule of the Trust directly, but they
shall propose for it.
(c) He/She shall be having respectable position but shall not directly interfere in the
executive council.
(d) President & chairman shall sign the certificates of membership.
(e) Advisory Board Members signature is must for approving for members of the
Trust so Advisory board members are having respectable position in the Trust and
his/her status in the Trust is equallent to corporate members
(Note 1.) President & other advisory board members shall be constituted after
registration of the Trust it may be after five years of successful establishment of
the society.
VI Visitor: The visitor shall be elected among the Engineering Fellows (From
Engineering council by secret belt and shall be elected by 2/3 majority of
members(EFM).The visitor shall be the honorary chief Advisor of the
society.He/She shall no power to change /amend the rules/regulation of the
society.
The Visitor shall be the highest respectable person within the society, and shall
supervise the developmental work/progress.

VII .Printed matters:


The Trust shall publish a Technical journal/ newsletter, in order to develop the
Technical Knowledge basic/ advanced among the member of the society.
VIII.Finance:
(1) All the members of the Trust shall have to pay membership fee, which shall be
specified in the newsletter/ journal time by time.
(2) The Trust is a professional / charitable organization it shall approach for funds by
donation from G. public.
IX .Financial year:
The financial year of the Trust shall be the month of ‘May’ every year.
X. Staff:
Staff shall be appointed for the office work as per requirement of the office.
XI Amendment:
This is not a wholly scripture the byelaws contained presently may be defective
and shall needs modification any time. Only corporate members shall amend any
rule/ law which may be proposed by general council / ABC, If found suitable, and
appropriate to the basic cause of the society. The chairman shall pass them finally.
