Who Are We?

HPCL is a Fortune 500 company, with an annual turnover of over Rs 91,448


crores ($20892 Million) (FY 2006-07), 16% Refining & Marketing share in India
and a strong market infrastructure.

The Corporation operates 2 major refineries producing a wide variety of petroleum


fuels & specialties, one in Mumbai (West Coast) of 5.5 MMTPA capacity and the
other in Vishakapatnam, (East Coast) with a capacity of 7.5 MMTPA. HPCL holds
an equity stake of 16.95% in Mangalore Refinery & Petrochemicals Limited, a state-
of-the-art refinery at Mangalore with a capacity of 9 MMTPA. In addition, HPCL is
progressing towards setting up of a refinery in the state of Punjab in the joint sector.

HPCL also owns and operates the largest Lube Refinery in the country producing
Lube Base Oils of international standards. With a capacity of 335 TMT. This Lube
Refinery accounts for over 40% of the India's total Lube Base Oil production.

The vast marketing network of the Corporation consists of Zonal offices in the 4
metro cities and over 85 Regional offices facilitated by a Supply & Distribution
infrastructure comprising Terminals, Aviation Service Stations, LPG Bottling Plants,
and Inland Relay Depots & Retail Outlets. The Corporation over the years has
moved from strength to strength on all fronts. Our refining capacity steadily
increased from 5.5 million tonnes in 1984/85 to 13.70 million metric tonnes (MMT)
presently. On the financial front, the turnover grew from Rs. 2687 crores in 1984-85
to an impressive Rs 91,448 crores in 2006-07.

Our Roots

1952: The Company was incorporated in the name of Standard Vacuum Refining
Company of India Limited on July 5, 1952

1962:On 31st March,1962 the name was changed to ESSO Standard Refining
Company of India Limited.
1974: Hindustan Petroleum Corporation Limited comes into being after the
takeover and merger of erstwhile Esso and Lube India Undertaking

1976: Caltex Oil Refining Ltd. is taken over by the Government of India and
subsequently merged with HPCL in 1978.

1979: Kosan Gas Company, the concessionaries of HPCL in the domestic LPG
market, are taken over and merged with HPCL.

HPCL thus comes into being after merging four different organisations at different
points of time.

Our Profile

HPCL, a Fortune 500 company, is one of the major integrated refining and
marketing oil company in India. It is a mega Public Sector Undertaking (PSU) with
Navratna status.

HPCL accounts for about 16% of the market share and 10.3% of the nation’s
refining capacity with two coastal refineries, one at Mumbai (West Coast) having a
capacity of 5.5 MMTPA and the other in Vishakapatnam (East Coast) with a capacity
of 7.5 MMTPA. HPCL also holds an equity stake of 16.95% in Mangalore Refinery &
Petrochemicals Limited (MRPL), a state-of-the-art refinery at Mangalore with a
capacity of 9 MMTPA. HPCL is well on its way towards setting up another grassroot
refinery in the state of Punjab, called Guru Gobind Singh Refineries Limited.

HPCL also owns and operates the country’s largest Lube Refinery, producing Lube
Base Oils of international standards. With a capacity of 335,000 Metric Tonnes. This
refinery accounts for over 40% of the country’s total Lube Base Oil production.

HPCL has returned “Excellent” performance for fifteen Consecutive years upto
2005-06, since signing of the first MOU with the Ministry of Petroleum & Natural
Gas. HPCL won the prestigious MOU Award for the year 2005-06 for Excellent
Overall Performance and for being one of the Top Ten Public Sector Enterprises who
fall under the ‘Excellent’ category. HPCL performance for the year 2006-07 also
qualifies for “Excellent” rating.

The Corporation over the years has moved from strength to strength on all fronts.
Our refining thruput has increased three fold between 1984/85 to 2006/07, rising
from 4.47 million tonnes in 1984/85 to 13.70 million tonnes currently.

Consistent excellent performance has been made possible by highly motivated


workforce of more than 10,891 employees working all over India at its various
refining and marketing locations.

To succeed in the competitive environment, the Corporation had taken up


initiatives such as Business Process Reengineering exercise, creation of Strategic
Business Units, ERP implementation, HR initiatives such as Organizational
transformation, Balanced Score Card, Competency Mapping, bench marking of
refineries and terminals for product specifications / safety, ISO certification of
Refineries / marketing / pipeline operations, branding of fuels, Supply Chain
Management for improving logistics, customer oriented approach, up-gradation and
modernization of facilities.

Information technology is being harnessed by the Company to improve productivity


across the functions. The Enterprise Resource Planning (ERP) system is now
operational on Oracle Software across the Company.

Keeping pace with the Nation’s energy requirements – constantly fueling its growth
– HPCL has emerged as India’s leading oil refining and marketing company.

HPCL today owns and operates two coastal refineries at Mumbai and Visakh. Add to
this a joint venture refinery at Mangalore, two cross country pipelines and an
extensive network of terminals, depots, bottling plants and aviation servicing
facilities and you can appreciate the true dimensions of the organization.

Major Ongoing Projects

New FCCU at Mumbai Refinery:


HPCL is setting up New Fluidized Catalytic Cracking Unit (FCCU) at Mumbai
Refinery. The scope of Project includes installation of new FCCU of 1.456 MMTPA
with Gas concentration unit (GCU) and Flue Gas Desulphurization (FGD -158 TPM)
Units of matching capacity.
The Project envisages setting up of the following major facilities within the existing
Refinery.

FCCU Feed Section consisting of feed Pre-heaters & Furnace

Reactor –Regeneration section consisting of catalyst circulation circuit, catalyst


handling section, MAB, flue gas cooling circuit

Main Fractionator and Gas Concentration Unit (GCU)

Flue Gas scrubbing section (FGSU)

Fuel gas treating section

Associated utilities, DCS, Substation etc.

Project cost: INR 900 Crores


Date of completion: September 2009.
Lube Oil Base Stock (LOBS) Up gradation project at Mumbai Refinery:
HPCL is having one of the largest operating Lube Refinery and produces about 335
TMT of various Grades of API Group-1 LOBS with Sulphur above 300 ppm and
saturates below 90%.
Customer requirement and Market demand is for LOBS quality with Sulphur below
300 ppm and saturates above 90% which falls under API Group-II category. Hence it
has been planned to upgrade LOBS quality to produce 200TMT per annum of Group
II LOBS and 130 TMT per annum Group I LOBS with a capability to produce API Gr III
also.

Project cost: INR 639 Crores


Date of completion: April 2009

Diesel Hydro Treating (DHT) at Mumbai & Visakh Refinery:


As per the Auto Fuel Policy Euro-IV norms are to be followed in Metro region by the
year 2010.
Mumbai Refinery (MR) & Visakh Refinery (VR) would able to supply Euro-IV spec MS.
Supply of Euro-IV HSD will require additional facilities.
Accordingly, HPCL is installing DHT (capacity 2.2 MMTPA) along with associated
facilities at Mumbai & Visakh Refinery to meet the Euro IV specification for Diesel as
per guidelines of GOI.
EIL has been engaged for configuration study.

New Integrated Effluent Treatment Plant at Mumbai Refinery:


In order to meet the latest effluent standards as well as to re-use the treated water
as advised by MOE&F, HPCL is putting up new Integrated Effluent Treatment Plant
(300m3/hr capacity) at its Mumbai Refinery. M/s. EIL is engaged for EPCM services
of the project. LSTK Order placement is in progress, for execution of the works.

Achievements and awards


AWARDS / RECOGNITIONS 2007-08

ENCON Award 2007:

(HPCL)’s Visakh Refinery bagged the coveted First Prize for Energy
Conservation in Petroleum Refining Sector for the year 2007. Thw award was
presented by the Hon’ble President of India, Smt. Pratibha Devisingh Patil.
The selection for the award is done by Bureau of Energy efficiency, Ministry of
Power, Govt. of India, with an objective to recognize special efforts made by
Indian Industry & other sectors in reducing energy consumption while
maintaining manufacturing capacities. Visakh Refinery’s specific energy
consumption has been brought down from 93.2 in the year 2005-06 to 87.9
MBTU/BBL/NRGF, while its Fuel & Loss as a percentage on Crude has reduced from
5.99 wt% to 5.8 wt%. The Refinery made an investment of Rs. 5.2 crore in
the year 2006-07 for energy conservation.

Forecourt Retailer of the year 2007 award: Star Retailer Awards

HPCL has been awarded Forecourt Retailer of the year 2007 Awardfor the second
consecutive year. This Recognition is testimonial to the trust placed in HPCL by the
millions of consumers and the efforts by the field force, dealers and dealer men of
HPCL to deliver the Club HP Brand promise and differentiate HPCL Retail outlets
from competition.
The innovative concept of Club HP launched on the platform of “Outstanding
Customer Care & Vehicle Care” provides a large bouquet of products & services to
consumers and makes the entire experience of filling fuel at Club HP outlets an
“Achcha lagta hai” experience.

EMPI-Indian Express Indian Innovation Awards- "Silver Trophy"

Hindustan Petroleum Corporation Limited (HPCL) has been awarded Silver Trophy
at the EMPI-Indian Express Indian Innovation Awards Ceremony. The Trophy
and Citation was presented by His Excellency Dr. A.P.J Abdul Kalam, former President
of India. HPCL has received the honors for being a pioneer in the
implementation and adaptation of IT for improved logistics and cost
reduction in the Indian Petroleum Industry. The innovations deployed by the
company have led to new benchmarks in Retail Automation, capacity
utilization and increased productivity in the Indian context.

Best Work Place Practices:

HPCL was awarded the prestigious ‘Asian CSR Awards 2007’ under ‘Best Work Place
Practices’ category. This award was co-presented by ‘Asian Institute of
Management’ and ‘Chemoil’. HPCL’s entry, out of 186 entries from 117
companies in 14 countries, was adjudged as ‘Winner’. HPCL had bagged this Award
in the year 2004 too. The Asian CSR Awards in Best Work Place Practices category
facilitates ‘the company that has policies and programs in place that show
the respect they have for their employees & how much they value them.
How far the company has gone in taking care of its employees by way of
embracing diversity in the workplace, providing childcare, providing for
appropriate work life balance of employees, dependence care, layoffs &
closing, health & wellness, privacy, employee training, fostering lifelong
learning, improving the quality of life at work and implementing employee
ownership plans on a sustainable basis’

Reader’s Digest “Trusted Brand Gold Award”

Awarded in the Gas Station category in India for the year 2007 in recognition of
Club HP Brand. The Trusted Brand Survey is regarded as the Ultimate Seal of
Consumer Approval by a large number of customer base spread all over the
country, surveyed through unaided interviews. The award was based on a survey
conducted by M/s AC Nielsen in seven Asian markets including India
wherein consumers were asked to nominate their most Trusted Brand in each of the
43 categories covered. Customers have recognized HPCL as a strong & trusted
brand, meeting the buyers’ needs and delivering on promises. It is the
customers’ trust in our Retail Brand that has helped us win this recognition
consecutively for the second year.

CNBC Awaaz Consumer Award 2007

HPCL’s branded petrol ‘Power’ voted as the Most Preferred Auto Fuel for the
second consecutive year at the CNBC Awaaz Consumer Award 2007. HPCL has been
selected as ‘India’s Most Preferred Auto Fuel’ based on a comprehensive study
conducted by The Nielsen Company on behalf of CNBC Awaaz. The national survey
for determining India’s most preferred brand covered 42 segments across 21 cities
and 13 small towns across 14 States, with more than 10,000 registered
respondents.
Most Admired Retailer of the Year - Forecourt Retailing Award

At the Images Retail Awards 2007 which felicitate India's top Retail companies,
professionals and concepts, HPCL was awarded the ‘Most Admired Retailer of
the Year’. HPCL has won this award for the second consecutive year. The awards
selection process followed global standards of performance assessments involving
nationwide consumer and industry poll, self nomination, store visits and interviews
of nominees by experts, process partners & jury.

Golden Peacock Award for Excellence in Corporate Governance - 2007

The Award is conferred by ‘World Council for Corporate Governance’ (WCFCG)


and Institute of Directors (IOD). The winners were selected through an
elaborate multilevel and transparent assessment process. HPCL has won the award
in the year 2003 and 2006 also. The Award underlines the high value that HPCL
place on Corporate Governance and a re-affirmation of the level of
disclosure and transparency at HPCL.

CIO 100 Award 2007

CIO 100 award has been instituted in India since 2006. HPCL was the recipient of
this award in the inaugural year too. ‘CIO 100 Award 2007’ was conferred on HPCL
for ‘Project Parivartan’ and extending the benefits of the ERP system to its
various stakeholders through deployment of information portals for customers,
vendors & transporters and also enabling e-payments. In-house development of
Quality Control monitoring module, payroll modules, interface with Maximo, tank
truck filing and weightbridge automation also combined to bagging this Award.
“CIO 100” award of IDG (International Data Group) is one of the most
prestigious recognitions in the IT Industry worldwide. CIO Awardees had to
show not only that they have executed their project well, but that they have done
so in uncommon, innovative ways. The Awardees have to also demonstrate
business value beyond a mere positive ROI, to show how the project changed the
way they do business or repositioned them competitively.

Amity HR Excellence Award

On the occasion of Fourth Global HR Summit 2007 at Amity International Business


School, HPCL was awarded the ‘Amity HR Excellence Award’. The Award was
conferred on HPCL for achieving enviable position of one of the best and
most admired companies due to innovative strategies for Human Resource
Management and Development.

Safety Innovation Award 2007

HPCL’s Santacruz (Mumbai) Aviation Service Facility (ASF) was awarded the
‘Safety Innovation Award 2007’. The Award was conferred by the Institution of
Engineers (India), Safety & Quality Forum for the location efforts towards
developing total Safety Culture & Innovation at the work place Three tier
selection procedure was adopted by the Institution including presentation by the
applicant before the eminent jury. HP Aviation was the only winner from the
Aviation section.

OISD Safety Award

HPCL was awarded the OISD Safety Award for the year 2006-07 in the category
POL Marketing Organisations. The OISD Awards felicitate Excellence in Safety
Operations at POL Depots, Terminals and other marketing installations
including safety during transportation of the POL products.

Golden Peacock Award for Excellence in Occupational Health & Safety

Mangalore POL Terminal was awarded the Golden Peacock Award 2007 for
Excellence in Occupational Health and Safety Management. Awarded by the World
Environment Foundation and the Institute of Directors, New Delhi, the Award
was conferred based on the previous achievements and certifications achieved by
Mangalore Terminal such as ISO 9001:2000 for Quality Management Systems, ISO
14001:2004 for environment Management Systems and especially OHSAS
18001:1999 for occupational Health and Safety. Mangalore Terminal was the
first Terminal in the Oil Industry to be awarded with OHSAS 18001:1999 in
the year 2005.

Greentech Foundation ‘Environment Excellence Gold Award’

HPCL’s Palam Aviation Service Facility (ASF) has been awarded the
‘Environment Excellence Award’ by Greentech Foundation. The Greentech
Awards instituted by Greentech Foundation are given for outstanding performance
and achievements in the field of environmental management and industrial fire
safety & security
DMA Erehwon Innovative HR Award

The Award instituted by DMA (Delhi Management Association) and Erehwon


Innovation Consulting, Bangalore is presented to those who have taken an HR
idea from concept to reality and have sustained results to show for their
efforts. HPCL’s entry – Project Organisation Transformation authored by
Project ACE team bagged the Finalist Trophy for HR Initiatives. HPCL was shortlisted
in the first eight out of the total 83 entries and the only PSU amongst the
finalist.

Best Safe Industry Award

HPCL’s Mangalore LPG Import Facility (MLIF) was awarded the ‘Best Safe
Industry Award’ at the State Award Ceremony for outstanding achievement in
the field of Safety. The Award was conferred by Karnataka State Safety
Institute, Department of Factories & Boilers on the occasion of the 36th
National Safety Day 2007.
