Introduction:

Initialization of privatization for economic development of state, is a wonder full

slogan for the future development of the state, it means that we have need of self-reliance
in the field of utilization /services. This project is based on electricity distribution and
revenue generation, to engender employment on large scale in purely private sector. Just
we are tenderizing for almost every Sub-station at divisional levels, for that the
department has all arrangements for its designing/supervision/execution, at this level we
are result oriented and positive. However, the revenue collection is a hatic job for
engineers as they are trained for designing and controlling of the systems but collection is
management job, it must be independent for engineers and our social systems. As the
sentiment in the public the electricity is, be free for every one in Jammu & Kashmir, but
it is impossible for any organization, to do that
To overcome these problems we have to think again for economic development of
the state, so the people of J&K achieve the enrichment targets, in every field of life.
This project proposal is accordingly framed to get the following achievement:-

 Independent Responsibility for quality control and standards of systems.

 Pre-collection of revenue on yearly bases.
 Generation of employment for local youths.
 Proper supervision for maintaining of electrical standards.
 Proper implementation of electricity act.
 Regulating of power supply & theft control.

Scope of the scheme:

There is wast scope, by implementing the schecame is that; the every one person
should be involved in this business, so the department have no need of advertising, we
sell electricity in proper manner, the firms which should be involved in this work, can
take care of the all the aspects of the buying system.The department should take the
proper supervison and control upon the transmission and regulatray systems. Moreover,
the intial proper designing should be involved in most appropriate Enginering way.

Now days the Jammu & Kashmir bank in involved in collecting the fee/dues the
department is giving the 2-1/2 % of the revenue collected to the bank. This percentage of
revenue should give more control upon the collection and the system. For example:- if
one ,agency agreemented with the department to provid the power supply to people of
about 100 consumers,say they consume 300 units per month this means 300X12= 3600
units per year in average so this 3600 X Rs.2 given Rs.7200 per consumer ,such for 100
consumers 720000/- per year shoul be collected.If we give them profit @2-1/2 % it
meansn Rs.18000/- .and other conditions should be nagociated with firms and the
department get 100% revenue in advance.
The all should be in the hands of pravite firms/agencies, with griped control by
the department, so way the department/government wasting the times in this hitic job.The
scheme should provide 1000’s of youths the job/employment, and it becomes the real
service sector in the state.

Management:
The department should be involved in the designing of sub-station and
transmission, distribution Installation and comessiong of systems with proper
involvement of the engineering, which laking in this time.The transmission of power
supply always goes through the HT Metering, so theire is rebuff possibility of thifting
power.
The maintenance department should be authenticated upto Installation &
comessioning of system and after the agreement made with the agency/s for providing
services to the pople, and then the department only inspects the sites/location to
regulate/maintaining the standeareds with the electyricity act. Their should be two
separate departments one should be designing and other be the controlling department.

Outcomes:
All the outcomes from the scheme is being the step towords the development of
the state government; the government, get the revenue in full and in future, it will be
more competitive in future, because the involvement of pravite sector in this ready field
should be more developing, just like the pravite compies established all over the world in
the field of telecommunition (AITEL, AIRCEL, WODAFONE etc) A culture of
privatisation, in wast, should be developed in the minds of the people.

Requirements:
There is not ennoff requirement for the department /government the department has
already established network for the maintenance; same manpower should be used for the
development with reduction in the government employment quta.
