“CHARGER” SPECIFICATION

The Charger and Inverter Group shall be installed in accordance with the drawing in the Annex-
10.
1. GENERAL
• The manufacturer and the model of the devices are subjected to the approval of BOTAS.
• The block diagram related to the Charger, Inverter, Battery Group, Regulator, ... is given in
the Annex-.. and these elements shall be designed according to this block diagram.
• The devices shall be installed into the closed areas within the station control building and shall
be in compliance with the environmental conditions.
• The devices and materials shall be placed into a panel conforming to the environmental
conditions. The panel and cable inlets shall be designed so as to prevent dust and water
penetration.
• The battery group shall be installed so as to supply the systems in case of energy cut or fault.
The batteries shall be of maintenance-free type.
• The project drawings shall be prepared for the systems and the approval of BOTAS shall be
obtained.
• For the output load distribution, … fuses of 10A, .. of 16 A, … of 25A, .. of 40A shall be
installed (V Automatic). The fuse outputs shall be lowered onto the clips, at least … rail clips
shall be mounted (20 % redundant).
• All equipment and accessories used shall be in compliance with the environmental conditions
given. The manufacturing company and its models shall be approved by BOTAS.
• The manufacturing companies of all devices and equipment shall have ISO-9001 certificate,
The products shall have TSE and the relevant standards.
• It shall be documented that the devices have the widespread service and spare part support
in Turkey.
• The detailed technical data, block drawings and “datasheets” related to the equipment shall
be submitted.

2. TECHNICAL FEATURES OF THE CHARGER:


• The inputs of the Charger Modules shall be taken from the output of the isolation transformer.
• The “Charger” Modules shall have N+1 configuration so as to be at least 1+1. The output
current shall be equally distributed among the modules. If any module(s) is broken, off or
deactivated for any reason, other modules shall carry on supplying the load with their all
functions. The batteries shall carry on charging and normal running.
• The necessary equipment (PCB, relay, contactor, control circuit, fuse, …etc.) shall be
available among the charger groups.
• The Charger Modules shall be switching mode charger and modular type.
• Upon the network (or Generator) voltage returns, the Charger Modules shall start to supply
the load by automatically undertaking the function and to charge the batteries. When the
batteries are charged, the buffer shall proceed to the charging position.
• The charge current shall be adjustable (confinable) and controlled.
• In accordance with the characteristics of the batteries to be given, the necessary adjustments
shall be performed including charge current, charge voltage, buffer voltage, high voltage
adjusting (triggering, reset), low voltage adjusting (triggering, reset), floating and charging
times. These set points shall be indicated on the “datasheets” to be submitted.
• The controlled charge shall be performed including temperature control for the batteries (with
a temperature sensor or switch to be installed on the batteries).
• Even if the batteries are unavailable or completely discharged, the charger and regulators
shall run at all set voltages.
• The charger should be full electronic, long-lasting, not affected by the external factors during
the operation and the noise level should not exceed 42 dB.

• The charger shall be able to be deactivated for the maintenance and repair purposes by
means of the manual command system.
• The chargers shall be able to return to the factory settings by pressing on single button.
• It shall operate 24 hours a day, 7 days in a week.
• The loads supplied at 24VDC shall be connected from the output of the DC/DC Regulator.
• The charger shall have command and control, protection and inspection, indication and usage
elements. These elements shall be located at an accessible place on the device and shall be
easy to use.
• Digital LCD (Liquid Crystal Display) and keypad shall be available.
• The parameters shall be set via keypad and LCD.
• The “Default Values (or Factory Settings)” menu which can be configured by entering
“Password” shall be prepared. When necessary, this “values set” shall be available by
pressing on a single key.
• The devices proposed shall be manufactured by the state-of-the-art, high frequency PWM
technology.
• The chargers shall be full protected against overload or short circuit situations.
• The Charger Modules shall be in compliance with IEC 1010 and 950 norms.
• If necessary, the suitable ventilation (fan) shall be provided.
• Necessary and sufficient amount of switches and circuit breakers shall be available.
The values given below as per the capacity are the minimum values and shall be
redetermine depending on the systems to be installed at the station and the battery group:
• Input Voltage : 380 VAC 3-Phase or 220 VAC
• Input Frequency : 45 - 60 Hz
• Output Voltage : Positive 24 VDC Normal (After the regulator)
• Output Current : Minimum Nominal 400 A ( Min. 2 * 200 A)
Confinable and adjustable. It shall be determined depending on the total power
of the equipment installed or to be installed at the station.
• Floating Voltage : 27 – 30 VDC adjustable (typical 27 VDC)
• Charge Voltage : 27 – 30 VDC adjustable (typical 27.6 VDC)
• High Voltage Adjusting – Triggering : 28 – 30 VDC adjustable (typical 28.6 VDC)
• High Voltage Adjusting – Reset : 24 – 27 VDC adjustable (typical 24 VDC)
When the output voltage exceeds the set value, the charger shall disconnect
the mains supply input; when the total battery voltage reaches to the reset
voltage adjusted, the charger shall reconnect the mains input voltage.
• Low Voltage Adjusting – Triggering : 25 - 27 VDC adjustable (typical 25 VDC)
• Low Voltage Adjusting – Reset : 25 - 28 VDC adjustable (typical 25.5 VDC)
• Efficiency : better than 90 %
• Ripple Voltage (when battery is connected) : ≤ 1/1000 effective
• Power Factor : 0.8 inductive

• DC Regulation and “Battery – Load Control” Unit (1+1) :


The redundant (1+1) “regulation and load control unit” to be placed into the charger panel
shall regulate the output voltage supplied to the load, monitor the output voltage, (in such cases
as the network disconnection, that the load is supplied from the battery or the error status) and
disconnect the load supply voltage when the output voltage reaches to the set point in order to
prevent the batteries from being discharged.
If DC/DC convertor is used at the load inputs (for instance 24/!2 VDC Convertor), it shall
be filtered so as not the affect the Main Regulators of 30/24 VDC.
• Nominal Output Voltage : 24 VDC
• Nominal Current : 25 A (2*25 A)
• Voltage Blocking (Load Isolation) : Adjustable (typical 21,6 VDC)

• Alarm Contact Outputs (Dry relay contacts –NO/NC contact pair for each alarm):
• Network is disconnected
• Charger 1 is Faulty

3. PROTECTION SYSTEMS

PROTECTION MEASURES
The protection measures specified below shall be taken on the devices:
• Protection against lightning: “surge arresters” shall be mounted at the inputs and outputs
(load inputs) of the devices for the protection against lightning and high energies.
• Thermomagnetic breaker at the input
• Inactive fuse at the battery circuit
• Electronic current limiting at the output
• Deep discharge protection of the battery with DC low circuit
• Electronic current limiting
• Short circuit protection
• Protection at overload
• Protection against ambient temperature : Through the sensor control, when the ambient
temperature exceed 80 ˚C, the device should automatically turn off itself; when the
temperature returns to the normal level, the device should automatically turn on itself.
• Protection against instantaneous high or low electric impacts

ISOLATION RESISTANCE :
- Isolation resistance of the inputs and outputs as per the ground : 500 Mohm at 500 VDC
- Mutual isolation of the inputs and outputs : 500Mohm at 500 VDC

- Design Class : IEC 146

MECHANICAL FEATURES:
- The cabinet shall be in compliance with the environmental conditions specified above and
resistant against dust, humidity and moisture. The sheet thickness shall be minimum 2 mm.
- Humidity rate : 95 %.

4. TESTING
The devices shall be tested before sending to the Production Plants of the Manufacturer
together with BOTAS Automation Engineers / Technicians.
If FAT certificate previously obtained from BOTAS is available for the final models of the
devices proposed (along with all options required), it is not necessary to perform FAT test again.

5. TRAINING
For all devices, BOTAS Automation Engineers / Technicians shall be provided with full
training at the specialty level on operation, maintenance and troubleshooting at the Training
Center of the Manufacturer. The duration and scope of the training shall not require BOTAS to
make maintenance agreements with other companies and shall ensure that BOTAS personnel
can carry out such works as maintenance/ repair/ troubleshooting/ programming/ configuration/
system installation/ system commissioning completely by their own means.
If the certificate demonstrating that full training has been provided by BOTAS for the final
models of the devices proposed has been submitted, there is no need to be trained.

6. WARRANTY
• All devices shall be under warranty for 2 (two) years as of the commissioning date.
• An agreement shall be committed to provide service and spare part for 5 years.
• BOTAS has to have a company to provide Representation and Technical Service in Turkey.
• The services shall be free-of-charge for 2 years. In the event of an error, when called by
BOTAS, the company (Contractor or Manufacturing Company) shall arrive at he error location
within 2 hours.

For each set:
• Operation, Maintenance and Troubleshooting Manuals
• As Built Connection Diagrams
• Circuit Diagrams for the electronic boards
• Certificates related to the Production and Standards
• Agreements and certificates related to the environmental conditions and other aspects
• Detailed spare part lists
