1.1 SCOPE OF WORK

This procedure is applicable to those site activities, products/ services as well as the
environmental aspects that may arise from the activities/ products and services carried out/
delivered/ used at site and which are within the scope of Environmental Management System.

1.2 Objectives of this EMP

Ensure all environmental safeguards are carried out correctly


Manage site activities effectively and coordinate with other trades
Minimize adverse impacts on the environment
Minimize disruption to existing residents
Meet the requirements of all relevant legislation
Monitor the project.
Control soil and sediment runoff on the site.
Control waste generated by the works.
Minimize disturbance to surrounding trees, vegetation, fauna and identified heritage and
aboriginal sites.
Control noise pollution and nuisance due to the operation of mechanical equipment.

This EMP is intended to minimize the impact of the proposed works on the park and
surrounding areas. It is to be implemented in conjunction with the company's Environmental
Policy and has incorporated the items identified in the Review of Environmental Factors,
copy provided by our client.

1.2 EMP context

18001. Both ISO 14001 and OHSAS 18001 are
internationally recognized standards that outline
the structure of an Environmental Management
System and Occupational Safety and Health
Management System, respectively.
The system is a framework to help achieve
continual improvement in environmental, health
and safety performance. Figure presents the
principal elements of the system structure.
Internal audits are carried out to make certain that
IJM continues to achieve compliance and
continual improvement.

1.2.4 Environmental Programs

Minimizing risk and contributing to improved economic performance through the


implementation of environmental plans and programs for all of PUNE-SOLAPUR Project.
The Environmental, Health and Safety Management System identify key areas of risk or
opportunities, which, along with the Environmental Policy, become the basis for the

development of environmental programs. We believe that good environmental performance


contributes to good economic performance. These programs are managed by the Environment
Department in conjunction with other departments and cover a number of areas, including:

Air Quality;
Contaminated Sites;
Environmental Impact Assessment;
Hazardous Materials;
Natural Habitat;
Resource Efficiency;
Recycling; and
Water Quality.
These programs are described in more detail later.

1.2.5 Environmental Laws and Regulations'

Exceeding or complying with all applicable environmental laws and regulations.


IJM, in the interests of responsible environmental management, is working to meet or exceed
additional, self-imposed standards, including the adoption of applicable provincial and
regional regulations. This means that if provincial, regional or municipal regulations or
bylaws provide pertinent standards, IJM will Endeavour to meet those standards. IJM also
requires tenants on Building and Other Construction Workers (Regulation of Employment
and Conditions of Service) Act, 1996 and other Act, to meet the same standards. Such
regulations or bylaws that IJM chooses to adopt will be mentioned explicitly in the relevant
management program documents

ENVIRONMENTAL MANAGEMENT PROCEDURES

Control of Water Pollution


PURPOSE
To ensure that,
Effluents are collected, treated and disposed off in an environmentally benign manner and
thus preventing pollution of adjacent surface water bodies/ land resources etc.
The legal norms are complied monitored while discharging effluent and such records are
maintained.
In case of any abnormality is observed in the monitored parameters, corrective and
preventive actions are taken.
All concerned shall be families with water conservation and pollution abatement
measures.

SCOPE
This procedure is applicable to all the areas/ activities of all Sites, where Waste Water
Pollution has been identified as Significant Environmental Aspect. It will include quarry,
batching plant, casting yard, site offices, labour colony if existing and two construction site.
It will also apply to all Project material carrying (PMC) vehicles transporting wet mix to
construction sites.

LEGISLATION

DEFINITION

RESPONSIBILITY
The Project Manager (Sites) are responsible to ensure that the effluents are disposed off
only after giving the required treatment and also supporting minimization of the quantity
of waste water through recycle and reuse wherever possible.
The Site Environmental Engineer and Works Manager are accountable to maintain
records related to the quantity/ quality of waste water.
3) In case of abnormal variation against the legal norms the problems are brought under
notice of Project Manager by the respective Works Manager/ Safety Environmental
Officer and then corrective actions are planned and taken.

PROCEDURE
Sources of water and sewer / connection if any Soak pit connection and sources of waste
water:
Most of the waste water generated by different services/ Activities/ Operations from the
following areas.
Waste water generated due to the different plant operations (viz. Batching plant, WMM
Plant etc. as may applicable)
Waste water generated from curing yard (as applicable): most of the water gets
evaporated; recycling methodology shall be preferred to reuse uncontaminated water.
Waste water (Sewage), generated from the Labor camp/ Officers Camp/ Other living
facilities shall be disposed to sewer where available otherwise.

Control of Water Pollution from Plant Operations and Curing Yard:

All drains shall be maintained & cleaned for unobstructed flow as per detailed layout.
Batching plant and casting yard shall provide two sedimentation tanks for at least 8
hours detention time. One sedimentation tank shall be in circulation which other will
be under cleaning.
pH of the waste water should be monitored and records maintained and appropriate
frequency.
The waste water arising out site offices, canteen, and toilet facilities shall be
discharged to sewers. Approval shall be taken from the agency. In no cases the
sewages system shall get logged and there must be a free flow of sewage. Traps may
be provided if necessary.
All the maintenance activities of storage of HSD & Lub. Oils (new or waste oil) shall
not be carried out near drains so that no oil contamination can take place (the
permissible oil & greases concentration in any waste stream is linked to 10 mg/ liters
has not to be exceed at all). Rather all oil storage shall be provided with containments
lined/plastered to assure that they are not permeable.
Oil separators/ interceptors shall be provided a batching plant if necessary.
Vehicles' maintenance / services depot shall have an exclusive oil reparative / trap to
avoid release of oil & grease in to drainage system
Surface runoff for construction depots & batching plant shall be discharged in to
storm drains via silt traps/ sedimentation basin.
The sludge which is collected from the settling tank has to be dried out over the
concrete sludge sun drying beds under the normal atmospheric conditions and is
disposed off on a specified location given by the client or Pollution Control Board.
During transportation the dumpers that are transporting sludge shall be covered with
the tarpaulin sheets.
During monsoon season the sludge is stored in the closed storing yard and moisture
content is reduced up to the lowest possible extent by adding the admixtures that will
reduce the moisture content of the sludge and disposed off as mentioned above.

Control of Waste Water Pollution from the Labor Camp/ Officer Camp/ Other living
facilities:
Sewage is produced from the Labor/ Officer Camp and Other living facilities.
The sewage is mostly containing the organic matter that is treated by the Biological
Treatment. The treatment is done with the septic tank and provided at each location.
Septic tanks are provided with the sock pit that is used for collection of suspended solids
of the supernatant from the septic tank and the overflow of the sock pit is disposed off in
the specified location, suggested by clients or Pollution Control Boards.
The quality of overflow from all the sock pits are monitored on regular basis as per
monitoring and measurement plans, to check that it complies with the required water
quality criteria stipulated by Central/ State Pollution Control Boards.

Air Monitoring Control Plan


1.0 Purpose

The purpose of this Air Monitoring Control Plan (AMCP) is to define the
environmental requirements and objectives of the Project as well as the processes and
procedures that will govern actions to ensure that these environmental requirements
and objectives are satisfied during construction Pune — Solapur section of NH - 9
Corridor up to Provisional Acceptance.

The implementation actions defined in the AMCP provide the procedures necessary to
achieve environmental compliance and ensure protection of the environment and
surrounding habitat. In addition, the AMCP outlines how objectives will be monitored
and enforced. In order to ensure environmental compliance, all members of the IJM
and his Sub Contractors organisations will be cognizant of their responsibilities
related to the protection of the environment.

This AMCP is a "living document". As work progresses and opportunities to improve


work-processes and/or this plan become apparent, the AMCP will be revisited and
revised where appropriate.

HIGHLIGHTS OF LEGAL REQUIREMENTS:

An Act to provide for Prevention, Control and Abatement of Air Pollution, for the
establishment with a view to carry out the aforesaid purposes, of Boards, for
conferring on the assigning to such Boards, Powers and Functions relating there
to and for matters connected there with.
Persons carrying on Industry etc. not to allow emission of air pollutants in excess
of the standards laid down by state board.
3. No person shall without the previous consent of the State Board, establish or
operate any Industrial Plant in an Air Pollution Control Area..

2.0 Objective

The objective is to identify and, where possible, avoid adverse environmental


impacts. Where avoidance is not feasible, appropriate mitigation measures will be
developed and implemented to ensure that any adverse impacts are minimal.

3.0 Air Emission Mitigation Strategies

3.1 Effective Procedures for Emissions Monitoring and Control shall be developed and
implemented at the Project Sites, at all off-site Project facilities, and along all access
roads to ensure that emissions comply with the (EMP) IJM is responsible for ensuring
that UM and Subcontractors implement effective Emissions Control measures. The
Sr. Environmental Manager shall monitor ambient conditions daily and report any
AMCP compliance initiative or non-compliance situation to the Chief HSE Manger,
the Site Manager and the concerned parties for immediate action. Emissions
Monitoring Reports shall be issued daily.

3.2 Construction vehicles, batching plant, shifting of aggregates heavy equipment and
diesel generators are the primary source of emissions during the construction phase.
All equipment, vehicles and construction plant shall:

Be fitted with appropriate silencers to reduce noise and air pollution,


Not be left idling for prolonged periods of time,
Be subjected to regular scheduled maintenance by qualified mechanics.
Improperly functioning plant, equipment and vehicles shall be removed from the
Project Site or repaired before returning to service.
All equipment shall be kept in good working condition.

Equipment that forms part of the Permanent Works shall be designed and procured in
accordance with technical specifications that ensure full compliance with Contract
requirements. The Manager shall monitor emissions throughout the construction of

Noise Monitoring Control Plan

1.0 Purpose

The purpose of this Noise Monitoring Control Plan (NMCP) is to define the
environmental requirements and objectives of the Project as well as the processes and
procedures that will govern actions to ensure that these environmental requirements
and objectives are satisfied during construction of Pune — solapur section of NH - 9
Corridor up to Provisional Acceptance.

The implementation actions defined in the NMCP provide the procedures necessary to
achieve environmental compliance and ensure protection of the environment and
surrounding habitat. In addition, the NMCP outlines how objectives will be monitored
and enforced. In order to ensure environmental compliance, all members of the IJM
and his Sub Contractors organisations will be cognizant of their responsibilities
related to the protection of the environment.

This NMCP is a "living document". As work progresses and opportunities to improve


work-processes and/or this plan become apparent, the NMCP will be revisited and
revised where appropriate.

2.0 Objective

The objective is to identify and, where possible, avoid adverse environmental


impacts. Where avoidance is not feasible, appropriate mitigation measures will be
developed and implemented to ensure that any adverse impacts are minimal.

3.0 Noise Control

3.1 The principal goal of Noise Control is to ensure that Project noise does not exceed
acceptable parameters and that noise levels are not injurious to health and do not
create a nuisance.

3.2 Effective Practices for Noise Control have been developed being followed / practiced
at the Project Sites, at off-site Project Facilities and along all off-site access roads.
The IJM and Subcontractors shall be responsible for implementing these Procedures
and related practices. The NMCP shall physically check the ambient conditions daily
and all concerned shall ensure follow up of practices for Noise Suppression in DG
Sets and other construction machinery.

Noise Measurements (DG Sets and Other Construction Machinery)

The weekly monitoring of Noise Levels shall be done by the Environmental Manager
as per prescribed format and the records shall be maintained in a register.
The Corrective and Preventive action shall be taken by the Environmental Manager if
the Noise levels are higher than the permissible levels. and the concerned parties for
immediate action. Noise Monitoring Reports shall be issued daily.

The Environmental Manager will keep a record of all such equipment at site and will
identify it with the suitable Identification Number. All new machineries coming to the
site will be checked for Noise (& Emissions through Energy Efficiency) before
approval. The updated record of such machinery shall always be available with
Environmental Manager.

THIRD PARTY MONITORINGS


Monthly monitoring of the Noise Levels during Day and Night shall be got done by
CPCB approved laboratory. It will include the source monitoring and the ambient
monitoring at a distance of 50 Feet from the Noise generation sources.

Environmental Manager shall coordinate with the third party labs and shall assure the
use of right sampling points, calibrated Instruments and approved methods are
followed by the Third party. The Environmental Manager shall review the records of
self and third party monitoring.

SOURCE SAMPLING

50% of the installed DG Sets and Equipment shall be covered for Noise monitoring at
source and ambient values at 50 Ft. distance so that all equipment is covered at after
every two months.

3.3 Construction plant, equipment, vehicles, and activities are the major sources of noise.
The following mitigation measures are to be addressed in the Procedures:

Effective and appropriate noise abatement equipment shall be fitted to the


exhausts of all construction plant, equipment and vehicles,
Properly qualified and experienced personnel shall be employed to carry out
preventive and regular maintenance and repair of construction plant, equipment
and vehicles,
Locate stationary equipment such as generators and welding sets with exhaust
pointing to a neutral location,
Acoustic enclosures shall be erected where safe, practical, and effective,
Building materials,
Barriers are to be erected to prevent un authorized personnel entering areas
where there are high levels of noise,

Erect signs clearly defining areas where the wearing of ear protection is
compulsory,
Restrict working hours for carrying out any high noise activities that risk
disturbing local communities during the night,
Provide all personnel with appropriate ear protection (ear plugs, ear protectors,
etc.
Minimizing the use of Impact Devices such as jack hammers and pavement
breakers.
The Vibratos to have minimum noise and the operator shall use the required
PPEs. The breaking activities through vibrators shall be as far as possible be
isolated through suitable barriers.
Equipment and Plant are not to be kept idling when not in use.

3.4 During erection and maintenance additional sources of noise will be from rotating
equipment such as grinding machine, Pumps and Compressors. Long-term permanent
noise mitigation measures shall be identified and included in the Project engineering
and design (What are the design criterion for noise). Selection of appropriate building
materials shall be given high importance.

4.0 APPLICABLE LEGISLATION


Environment Protection Act 1986 as it applies to DG Sets and the Stationery
Sources and the Ambient Conditions.
The Noise Pollution (Regulation and Control) Rules 2000.

Air Emissions and Control of Dust


1.0 PURPOSE
This procedure should be used in order to monitor and control the Air Emission by
equipment, machines and operations.

To lay down the system to take all necessary steps and precautions to minimize the Fugitive
Dust Emissions from operations involving the Excavation, Grading and Clearing of Land,
handling operation in Batching Plant and Casting Yards, Transport and handling of Raw
Material, Cement, Loading, Unloading Activities and Transportation of Solid Wastes. All
efforts shall be made to reduce source emissions by better maintenance and management.

All Equipment in use at site shall primarily be designed, Operated and maintained so that it
does not cause any unacceptable Air Pollution and the Dust Generation.

2.0 SCOPE
The scope of the Site where the Environmental Management System is implemented.
Air emissions is to be minimized, controlled and measured once in every month as mentioned
in the procedure.

3.0 DEFINITION

"Air pollutant" means any solid, liquid or gaseous substance present in the atmosphere in
such concentration as may be or tend to be injurious to human beings or other living
creatures, plants, property or environment.
Air pollution means the presence of any air pollutant in the atmosphere.
Environmental Pollution: Means the presence in the environment of any air pollutant.
Handling: In relation to any substance means the manufacture, processing, treatment,
package, transportation, use, collection, destruction, conversion, offering for sale, transfer
or like of such substance.

6.0 PROCEDURE

Identify the probable Air Emission Equipment, Machines and Operations. The Site should
maintain their own list of Equipments and Machines.

Carry out the measuring / sampling at the source and at different levels. Note the reading in
the format.

If the dust level is observed above the prescribed values by the Legislative requirements or by
the Site initiate the controlling action.

Control of Dust & Air Emissions

Air Emissions shall be controlled by using proper Equipments and machines.


Equipments maintenance should be carried out at regular intervals.

Every day morning before the Site operation starts, water spraying should be done to
the entire site.

Proper Spray system should be used so that water can be utilized in effective way
without wastage.

Care should be taken so that sprinkler is not placed in the top of the Cement bags.

Every two hours this cycle should be continued so that dust can be under control.

If possible landscaping should be carried out with minimum cost, since grass can
prevent dust. This can be practiced looking into the soil conditions of site.

Sprinkle water on top of the Metal/Coarse aggregate which will also help in settling
the dust while transferring metal for concreting / batching plant / crusher.

The approach road to the site can also be watered using sprinkler system to reduce the
dust.

Dust Absorber / bags / collectors can be placed near the Batching plant or near by the
concrete mixer to reduce the dust.

The top of the Fine aggregate / sand can be sprinkled with water in a mild way to
bring down the dust under control.

While transferring the fine aggregate /sand/metal in dumpers make it sure that it is
covered with tarpaulin in order to control the dust.

The point where the cement is transferred to batching plant or mixer shall be covered
with Gunny bags or plastic sheet in order to prevent the accumulation of cement dust
particles.

While sprinkling the water the quantity of water used should not exceed than what is
required to control the dust and the concerned person should make it sure that water
used should not affect the HOUSE KEEPING OF SITE.

The quantity of water to be used will depend on the area of the site.

The execution Engineers working at the site and HSE officer should make it sure that
the sprinkling is done in a proper way.

Temporary Dumping areas shall be maintained at all times till the excavate is re
utilized for backfilling or as directed by the employer. Dust Control activities shall
continue even during night.

All trucks carrying dust generating materials like debris and Soil being transported
shall be covered. All trucks carrying loose material should be should be covered and

loaded with sufficient free board to avoid spills through the Tail Boards or the Side

PURPOSE
This procedure focuses from on the responsibility and mechanism to carry out all activities
keeping in mind conservation of resources by optimum usage of resources

SCOPE
This procedure is applicable to those site activities, products/ services as well as the
environmental aspects that may arise from the activities/ products and services carried out/
delivered/ used at site and which are within the scope of Environmental Management System.
The Key resources applicable to the Project work are:
Thermal Energy i.e. HSD Consumption (SFC) of DG Sets and HSD Driven Vehicles
and Equipment.
Electrical Energy.
Cement Losses in the system.
Water

PROCEDURE
The Concerned department head Shall review the activities and required resources. It will be
ensured that wherever possible recycling reuse of the material is done so that the natural
resources such as energy, water, paper, iron and steel are used in a conservative manner.
Energy usage:
Ensure that any electrical gadgets are switched off when not required. In the offices
all lights and fans will be switched off when not required.
Optimizing Cable Sizes.
Tools, Plants and Equipment to Operate at Correct Power.
Use of Energy Efficient Pumps and Motors.
To maximize the use of Energy Efficient Luminaries such as CFL,s, T5 Florescent
Tubes, Metal Halide Lamps.
Provision Of Earth Leakage Circuit Breakers (ELCB) and Residual Leakage Circuit
Breakers (RLCB) to prevent Loss of excessive earth currents which are also unsafe.
Only required DG sets will be operated depending on the load requirements. The
work will be planned in such a way that there is maximum usage of power generated
based on the load requirements. DG Operation / Efficiency Record shall be

maintained. The Lub Oil make up data shall be maintained in the History Sheets and
the optimum use of resources shall be assured.

FUEL EFFICIENCY DATA of HSD Driven Construction Equipment : of all equipment


shall be maintained and there has to be the reconciliation against established norms. Where
reconciliation is not possible due to varying load the data be compared with the best achieved
values determined as per experience and approved by the Project Manager. Head
Maintenance / Environmental Manager shall maintain suitable records and analyze for CPA
in case deviations

Water:
Where possible water will be recycled. Any water leaving the premises will be collected in a
pit so that it can be utilized for dust suppression for spraying on the road.
Energy and Production Efficiency of RO Plant shall be maintained to justify the optimum use
of resources against the design norms provided by the supplier.

CEMENT
All efforts will be taken to minimize fugitive emissions of Cement Dust during handling,
loading, unloading and batching operations. The reconciliation of Cement shall be done to
evaluate the Cement Handling Loss on monthly basis. The action will be taken to minimize
the Cement Dust. The trend of cement loss in the system calculated as below shall be
monitored:

USED & WASTE OIL


The reconciliation as above shall be done for Lub. Oil Issued and Waste Oil Generated
(Returned to Stores) and shall be compared against the budgetary norms.
Iron and Steel:
Any scrap generated will be disposed off for recycling, but before disposal it will be reviewed
for any possibility of usage. Consumption not to exceed than the budgeted engineering
norms.

Paper:
As far as possible, the other side of paper will be used to reduce the consumption of paper.
The disposal of the paper will be done for recycling only. No paper will be burnt. If there is a
confidential paper it will be shredded and then disposed for recycling.

proper staffing, financial support, safe design and management support for necessary actions
taken.

The responsibilities and duties shall include the following:


Delegate specific responsibilities and duties to all field management staff and ensure
such functions are carried out.
Establish a realistic Safety Policy for the site.
Make clear and stress at every opportunity that safety and Health are a line
responsibility. Lead by example.
Direct field management in carrying out their duties and responsibilities.
Preside over Safety Committee Meeting and delegate this responsibility to Deputy
Project Manager Safety Officer when unable to attend.
Make final decision on matters affecting field construction work, after consultation with
various groups within the field organization.
7. Advise and / or instruct subordinate regarding any actions necessary to correct any
hazardous activities or work conditions.

smoothly and safely.

The responsibilities and duties shall include the following:

Co-ordinate, plan the work, schedule, and liaise with other necessary department to
ensure that conflicts of interest between subcontractors do not occur and are performed
in a safe and efficient manner.
Direct Site. Engineers on their safety duties and responsibilities.
Attend the Construction / Progress Co-ordination Meeting and teakettle lead to address
safety issues in the meeting.
Analyze all works, identify any serious hazards and be proactive in implementing
procedures that encourage safety construction.
Ensure that the works are carried out as per the approved Method Statement and Risk
Assessment.
Ensure that Method Statements, which incorporate adequate safety provisions for
safety, have been provided for all critical work.
Direct Site. Engineers to check that the work at the site complies fully with the Method
Statement and the precautions given.
Patrol the site daily and ascertain the work and safety Status.
Advice and / or instruct Site Engineer regarding necessary corrective actions for unsafe
activities and hazardous or unhealthy working conditions.
Review the Tool Box Meeting activities carried out by Subcontractors. Dictate the
frequency of Tool Box Meeting of each work group with the advice of the Engineers
and Safety Personnel.
11. Confirm that Subcontractors are fulfilling their responsibilities in regards to safety
requirements.
12. When critical measures are required to correct unsafe activities or work conditions,
suspend work or prohibit the use of facilities until rectification is confirmed.
Promote regular housekeeping at the highest standard.
Ask advice from the Safety Personnel when any doubt exists about Safety
Procedure at the site.

The Safety Steward is responsible for the administration of the project SHE plans. Safety
steward shall assist the senior SHE manager/ safety officer with SHE matters and ensure
liaison and co-ordination Channels are maintained among the IJM and sub-contractor's
management on environment, safety and health control.

Provide SHE information and guidance to supervisors on proper SHE procedures, current
and potential hazards and employee training requirements.
Conducts project SHE inspection and reports infractions to the applicable supervisor
Engineer and subsequently inspect to see that infractions are corrected.
Ensure that the respective supervisor applies the approved method statement and SHE
control
Stipulated in the risk assessment during the execution of the work.
Maintain register of any defects or violations observed and of remedial action taken.
Conduct investigation of all fatal, lost time accidents, significant first aid cases, near
misses accident and damage to property or equipment. Complete and analyze each accident
investigation report.
Conducts the SHE induction programme for new employees and subcontractors.
Assist in SHE training, courses and seminars.
Assist construction supervisors and foremen during the tool box meeting to be held every

Ensuring that production with safety receives high priority on all times and that SHE
planning is included in the scope of the work.
Development of method statements and identification of the hazards (risk assessment)
prior to the execution of any work.
That the method and sequence of construction operation are in accordance with

That housekeeping is maintained and the job orderly and clean at all the times.
That supervisors and subcontractors are trained in the SHE requirements for the work

Attend toolbox talks and ensure that it is held in accordance with requirement.
That a daily safety tour is made with the safety supervisor to inspect for unsafe
conditions or behaviors and to show support for the program. Items that require
correction will be noted and acted upon immediately. Site safety inspection checklist
will be completed and submitted to safety department.
9 Conduct accident investigations and file reports following all serious injuries or near
miss accidents within the area. Participate in the accident investigation team when
assigned by the concerned engineer.
10 In the event of any emergency ensure compliance by all subordinates with the
