Technology Committee Plan of Action

The following contains my vision and direction for where I would like the Technology Committee to
head for the next year. I see the upcoming year as a year of opportunity as technology takes a key role
in the support of your Plan of Action.

Technology Committee appointments are 3-years in duration, per Bylaw 17-13.

Review of 1996-1999 Technology Committee core members:

Milford Hutsell: Milford has extensive background in database management. He is working on a

prototype membership database and is hoping to prove our contention that membership database
administration can be made web-accessible, easy and secure. He is in close contact with the National
Sen/ice Center and keeps the committee updated with the progress of the computer network
installation.

Tom Brattin: Tom Brattin manages an Internet Service Provider in Georgia. He has developed several
database tools for the Training Task Force. He developed the Training Task Force Locator database and
the Chapter Locator directory. These have been integrated into our national website. He has attended
every online meeting called and is a vital source of information for our committee.

Victor Doppee: Vic was very active in the initial stages of our committee, up until he lost his job and
computer access in October last year and was unproductive for the remainder. He has recently asked to
be again included in our committee, and does now have computer access, but with his new
responsibility as District Governor for the California Jaycees and with his new job as a Satellite
Engineer, I don’t know if he really has the time he thinks he has.

Kelly Griffin: Kelly was also very active in the initial stages of our committee up until the time his son
got into a major auto accident. Since then, he has faded out of existence. I have tried contacting him
several times via phone and email. Unfortunately, any email I have sent him (that didn’t bounce back)
went un-answered and phone messages were not returned. I have heard from the Arkansas Jaycees last
week that he is real busy now with other things, and they were going to try to get me a valid phone
number or email address. I recommend removal of Kelly from this committee.

Recommended Appointees:

Midyear, the Technology Committee established guidelines for any new members they would
recommend for appointment to this committee.

We established that interested parties would need to show an active interest in the committee by
attending at least two online meetings and giving input.
I believe that Amy Rogers, of Jefferson City, Missouri, has more than fulfilled this requirement. She
was active in getting people on-line and making recommendations about the computer system
installation since before I took over the webmaster responsibilities for National. She truly believes in
the organization, and has been very active in promoting it. She has attended our on-line meetings and
has been an active part in the Internet training classes I have given.

Direction and Dreams:

At the formation of the committee, along with the edict we had from the Bylaws of advising the
President, Executive Committee and Board of Directors, of current and upcoming trends in technology,
I established an additional edict that the Technology Committee should research and establish new
programs that use technology for the betterment of all Junior Chamber members.

The following order of priorities should be established:

1) Publicity - Technology needs to be publicized so people will know they can use them.

a) America Online - Suzanne Russo has extensive knowledge of this service and I believe will
be of greatest value to the committee by being put in charge of promoting our Jaycees Online
room and promoting AOL as the “in” place to be for the Junior Chamber.

b) Earthlink Communications, Inc. Earthlink Communications has been written up in

MicroTimes, Computer Currents, BusinessWeek and other publications as the nation’s fastest
growing Internet Service Provider. Earthlink has extensive experience in dealing with non-profit
organizations and is familiar with the Junior Chamber, having several Junior Chamber members
in their employ. Late last year, I established contact with Ted Gains at Earthlink and I will
arrange a conference call between us and Mr. Gaines, in order to discuss future direction and
partnership with us.

c) Prodigy - Jeff McMurdy is most familiar with the people at Prodigy. Apparently, they have a
proposal put together, but I have yet to receive a copy of it.

d) Jaycees Magazine - I would like to see a “Technology Section” established in the next
issue of Jaycees Magazine that discusses on-line issues and news, approximately 1 to 2 pages in
length. I would also like to see a change in the cover design, so that it includes a vertical banner
running up the side that has “WWW.USJAYCEES.ORG" centered on it. This would be similar
to what the San Jose Mercury News has done, and what our chapter has adopted for it’s
newsletter.

2) E-mail Broadcast List - This has been set up and l am inputting email addresses into it. Right
now the list is set up to be moderated (basically means I have to approve all messages and
subscriptions sent to it) but I would like it to be setup as a discussion group, only those
subscribed to it can post to it and we control who can and cannot subscribe.

3) PointCast Connections ~ This is set up and ready to go. PointCast is still in the beta stages with
the software, so there are likely to be a few kinks in it, but our channel seems to work fine. This
is mainly going to be up-to-the-minute news for the general public.
4) Training - I would like to see a network of trainers who can train on the internet set up, in order
to get more of our chapters up and on-line, pooled from our base of PRIME graduates.

5) Face-to-Face meetings - The Technology Committee meets on-line every 3 to 4 weeks on the
Internet Relay Chat Network. I would like to arrange at least one face-to-face meeting between
all members to coincide with a national function.

6) I would like to see next year’s National Convention broadcast through the Internet using both
Audio and Video feeds direct to home computers. While traditional methods of doing this are
expensive, we can do this relatively inexpensively to personal computers. I had been doing
some initial research into doing this last year, and it would be possible to do this.
