3G New Site Integration Process

This document is designed to cover the process of what is to be done when a tech calls in to
integrate a 3G Site.

Firstly locate the Transmission Datafill for the site so you can determine what RNC the site is
built on and obtain the TRS & BTS IP Addresses. Then launch Application Launcher to login to
the relevant RNC.

Once Application Launcher is up then double click on the RNC RNW Object Browser to view
the sites on the RNC

Once opened then scroll down through the list of sites to locate the site you will integrate to
establish the status of the site whether it is unlocked & on air or yet to be unlocked. As shown
below the site WBTS1770 is currently Blocked User.

You will then need to check the status of the CoCo for the site. This can be down by again
scrolling down thru the Object Browser till you find the relevant CoCo Id. It will as a standard be
the same Id as the WBTS Id. In the case below the CoCo is in a Blocked state. Therefore the
Transmission is most likely down or the CoCo has been created incorrectly. This would then be
troubleshot with the Tech to establish where the fault may lie and if needed delete & recreate
the CoCo. When resolved the CoCo will show in the CNBAP & DNBAP columns
1/27/33,WO,20 & 1/37/34/WO,20 for the site below.

As part of the process you will refer to the Transmission Datafill to obtain the Transmission IP
address. As illustrated below ping the IP address to ensure that all is ok. Timeouts will show
there are still issues with the TRS and will need to be checked.

Once the CoCo is up and working proceed to unlock the site. This is done by clicking on the
WCDMA Cells tab for the site. Highlight the cells to be unlocked, right click and select Unlock
WCEL. This will then unlock the Cells for use.

Once unlocked and the cells are on air the State will change to “Working” Then ensure that the
tech is not connected locally to the WBTS so you can check to ensure you can connect to the
WBTS to check if the OAM IUB Hub is connected so the licences can be downloaded. If it
shows disconnected then this cannot be done.

If all ok then Open up Network Editor to create or update the GUI view with the correct
Maintenance Region & BTS IP Address. The Licence Manager will only allow licences to be
downloaded if this information is correct & if the Target Id appears in the view. Refer to the Pool
Licence procedure for more details.

Once this has been checked open up Pool Licence Manager and download the Licences
required per the Project. This information is found in the Licence Keys & Capacity Document.
Once downloaded. Click on Configuration on the WBTS Manager menu and select Licence
Management. It will then display all the licences currently loaded to the site. Review and
ensure none are missing or incorrect amounts are loaded.

Once completed advise the tech to proceed with call testing which will be monitored per the
call testing procedure document. Before allowing the tech to leave one last alarm check is to
be completed to ensure the site is alarm free or if there are alarms the tech is aware of the
issues so they can either be resolved then or be highlighted back to the project to be ceared up
at a later date.
