Celebrate Film Industry Contributions to Los Angeles

Regional Effort to Highlight Reel Jobs, Real Impacts for L.A.

Los Angeles -- December 13, 2010 -- Officials from FilmL.A., Inc. today launched “Film
WorksTM” -- a stakeholder-driven marketing campaign designed to promote filming in
Los Angeles. Conceived and supported by a growing coalition of entertainment
industry, community and government partners, the Film Works campaign will remind
Angelenos of the economic and cultural benefits the L.A. region receives from local
filming, while highlighting the challenges local businesses face as a result of runaway
production.

Film Works is the idée fixe of current FilmL.A. chair Pamm Fair, who led the charge to
create the campaign by bringing together partners from the entertainment industry, local
government and local communities. Fair, an independent political consultant and former
deputy national executive director for the Screen Actors Guild, noted that concepts for a
campaign similar to Film Works have been circulating in Hollywood for more than a
decade. Early in Fair’s tenure, the FilmL.A. board committed to provide organizational
and financial support to get Film Works off the ground. From there, the process of
campaign development lasted approximately 18 months.

“Our audience is all of Los Angeles, but our objective is really three-fold. We seek to
promote filming in Los Angeles, thank area neighborhoods for hosting filming, and

renew local appreciation for filming’s economic benefits,” reported FilmL.A. President
Paul Audley. “We’ve received very enthusiastic responses from local elected officials,
union members, representatives from the major studios and small businesses that
supply the industry. We’ll be counting on their support going forward to help Film Works
raise awareness.”

Film Works will employ outdoor, print and web advertising, in-theater advertising and
direct outreach through the campaign’s newly-launched website (www.filmworksla.com).
Angelenos will first see the campaign’s recognizable black and yellow brand on area
billboards and street furniture beginning in January 2011. Not long after, they’ll see the
campaign on film production vehicles, with the sides of film trucks parked on-location
used to thank communities that welcome filming.

Los Angeles Mayor Antonio Villaraigosa said, “Film Works makes sense for Los
Angeles, because in no other place on Earth is the film industry such a pillar of the local
economy or bedrock of community life. Half a million people in the region depend on a
thriving local film industry for their livelihoods. We can keep jobs in Los Angeles if we
can find creative ways to keep filming here at home and in the state.”

Background 
 
Los Angeles ‐‐ once widely perceived as the undisputed home of the film, television, and 
commercial production industry ‐‐ is being stripped of that long‐held distinction.  Los Angeles’ 
world‐class film production infrastructure and network of local industry suppliers ‐‐ not to 
mention its deep pool of filmmaking talent ‐‐ are no longer enough to ensure that any given 
film project can or will be made in the region.  Stiff domestic and international competition for 
film projects, mostly in the form of lucrative government incentives, has fueled a sustained and 
withering assault on California’s dominance in filmed entertainment.

Film Works is composed of a coalition of industry stake‐holders from small businesses, local 
companies, labor organizations, community leaders and concerned citizens who want to take 
an active role in strengthening community ties to the entertainment industry and help keep Los 
Angeles the entertainment production capital of the world.  FilmL.A., Inc., the not‐for‐profit film 
office for the City and County of Los Angeles, serves as campaign organizer and is Film Works’ 
largest financial sponsor. 
 
 
Objective 
 
Film Works’ objective is to increase appreciation for the local film industry as an economic, 
cultural and civic asset to all Los Angeles County residents.  To that end, it will work to: 
 
1) Promote filming in Los Angeles. 
 
2) Convey the film industry’s appreciation for the community support it receives in L.A., 
particularly in neighborhoods that host on‐location film production. 
 
3) Renew public appreciation for the economic and cultural benefits that the film industry 
brings to Los Angeles. 
 
 
Outlook 
 
Film Works is a multi‐phase, multi‐format integrated marketing campaign that includes outdoor 
advertising, theater advertising, print, radio and television advertising, viral video, word‐of‐
mouth, social media and public relations elements.  Film Works debuted in December, 2010, 
and has an estimated duration of 24 months.

While definitions of runaway production vary, Dr. Martha Jones of the California Research 
Bureau offers a succinct definition: 
 
“Runaway production refers to films that were conceptually developed in the United 
States, but filmed somewhere else. If the conversation is at the federal level, runaway 
production goes to other countries. If at the state level, production that goes to other 
states is runaway.”

Overview: FilmL.A. is a private, 501(c)4 not-for-profit community benefit


organization. FilmL.A. coordinates and processes permits for on-
location motion picture, television and commercial production under
contract to the City of Los Angeles, Los Angeles County, and several
other local jurisdictions. All permits are issued by the authority of and in
accordance with the policies of each contracted jurisdiction.

Ongoing community relations is a key component of the service


FilmL.A. provides. The organization works to strike a balance between
the needs and interests of the entertainment industry and the
neighborhoods affected by on-location production.

In today's highly competitive, global entertainment production market,


FilmL.A.'s services help the Los Angeles region retain its status as the
entertainment production capital of the world.

Services: FilmL.A.’s core service is to provide expert, centralized coordination of


multi-jurisdictional on-location filming permits in the world’s highest-
volume film production region. The process of film permitting is
enhanced by the following ancillary services:

o Community relations. FilmL.A.’s job is to facilitate filming, but not


at the expense of neighborhoods. We proactively establish an open
rapport with communities and coordinate permits with their concerns
in mind.

o Community notification of filming. FilmL.A. performs uniform,


consistent notification to communities to ensure that residents and
businesses are well informed in advance of filming activity. These
notices also solicit community input that is taken into consideration
in the film permitting process.

o Advance production planning assistance. Even the most


carefully planned and executed productions can have an impact on
local communities. Advance planning minimizes this impact, pre-
empts conflict and can even reduce the cost of production. By
sharing our vast knowledge of area locations and known issues and
conflicts, FilmL.A. prepares future permit seekers to make better,
more-informed production decisions.

o Compilation and reporting of production-related data. FilmL.A.


is asked routinely for production information, analysis and counsel
by government representatives, economists and members of the
media interested in understanding the Los Angeles filming
environment.
Structure: Most municipal film offices and state film commissions are publicly-
funded government entities focused on promoting their regions to the
film industry. FilmL.A. was created when the City and County of Los
Angeles decided to privatize their film permit offices. The privatization
allows more flexibility in providing services to production companies
and the communities in which they film.

FilmL.A. is funded primarily by permit coordination fees paid by


production companies (permit coordination fees are separate from the
location fees charged by individual property owners).
