This 2010 narrative accomplishment report presents the office’s

programs/activities/projects in line with each of the major final outputs.

Building a Corps of Good Governance Champions

To support the directive of the Central Office in DILG Memorandum Circular No.
2010-28 dated April 12, 2010, the DILG Alangalang Municipal Local Government
Operations Office proposed to the Municipal Mayor the conduct of the components of
the Newly-Elected Officials (NEO) Program.

As a term-based program, the NEO Program has four (4) components.

Component 1: Ensuring Smooth Transition; Component 2: Laying the Foundation;
Component 3: Building Alliances; and Component 4: Sharpening the Saw.

Mayor Loreto Yu, in compliance to DILG Memorandum Circular No. 2010-26,

dated April 8, 2010 issued by SILG Ronaldo V. Puno re: Local Governance Transition,
issued Executive Order No. 2010-002 for the creation of the Local Governance
Transition Team (LGTT). The Executive Order enumerated among others the
composition of the LGTT and the task of the members of the LGTT mainly to organize
data, prepare transition documents and to develop the briefing folio, schedules and
other requirements to ensure that services in the LGU are not disrupted.

A. KNOWING YOUR LGU

Cognizant of the significance of enhancing the

competencies of local government officials as managers for
local development, a one day activity was undertaken last
July 27, 2010 to familiarize the newly
elected officials on the state of local
governance, state of development and
financial capacity of their respective LGUs
as a result of the LGPMS.

The whole activity was

application of the provisions of
law in terms of their duties and
functions as well as what are
expected legislative acts that
they may proposed to enact in relation to the needs of the

LGU based on the results of the State of Local Governance

Report.

The presentation of the State of Local Government Performance and State of

Local Development provided a thorough explanation of the state of the LGU which
presented a roadmap on what necessary interventions the LGU can provide to improve
its state of development.

The activity turned out well and part of the participants’ comment was the on-site
venue lead to an informal yet a first-hand approach of the orientation.

B. CDP/ELA (TERM-BASED PLAN)

The Local Government Unit of Alangalang, Leyte

embarked on the Comprehensive Development Plan –
Executive-Legislative Agenda (CDP-ELA) Formulation
Workshop on August 9 to 12, 2010 at the Makati
Friendship Suites Hotel, Makati City.

The workshop was aimed at coming up with a CDP-

ELA covering the years 2010-2013. True enough, the
CDP was produced after grueling days of laborious
workshops.

C. CAPACITY DEVELOPMENT AGENDA

This level set off the formulation the LGU Capacity Development Agenda. The
CapDev Agenda Formulation activity was successful and through a participative focus
group discussion the Capacity Development Agenda of the Municipality of Alangalang
was formulated.

Local Elections

The DILG Alangalang monitored the local

situation and reported local situationers in relation to
the conduct of the May 2010 National Elections.

With regard the October 25, 2010

Synchronized Barangay and SK Election, DILG
Alangalang in close coordination with the
Commission on Elections (COMELEC) Alangalang
undertook pre-election activities to ensure a fair,
honest and peaceful Barangay and SK Elections.
One of such undertaking was the Convenant
Signing conducted last October 12, 2010 at the
Alangalang Covered Court.

Legal Assistance Program

The DILG Alangalang was directed per 02 March 2010 2nd letter-indorsement
of Mr. JOSE P. YEE JR, Provincial Director, to conduct one (1) fact finding
investigation involving a complaint filed against Mr. Esmeraldo Alberto, Punong
Barangay, Brgy. Milagrosa, Alangalang, Leyte by some members of the Sangguniang
Barangay. The fact-finding investigation was conducted last March 18, 2010. The
investigation was conducted through separate dialogues with the complainants and
with the Punong Barangay of Brgy. Milagrosa, Esmeraldo B. Alberto and Brgy.
Kagawad Alexander Bulasa. Afterwhich, an Investigation Report was duly submitted
to the Leyte Provincial Office.

In general, 2010 has been a challenging year and the success of the
implementation of programs, activities and projects of the Department of the Interior and
Local Government was made possible through the full support of the Local Government
Unit of Alangalang headed by the Municipal Mayor, Hon. Loreto T. Yu.
