Official Statement of the NCPAG Student Council-elect on the Special Elections


for the Three (3) Remaining Graduate Councilor Positions

The NCPAG SC-elect of 2011 – 2012,

ACKNOWLEDGING the receipt of the petition regarding the request for a special election from the graduate
students of NCPAG;

DISPUTING the claim that there was a lack of information dissemination;

NOTING the fact that the CSEB exerted intense efforts to disseminate information in partnership with the
incumbent student council, as well as the fact that some graduate students other than the Graduate Councilor –
elect filed their candidacies;

RECOGNIZING the existence of three (3) vacant seats in the student council in the form of Graduate
councilors;

ACKNOWLEDGING relevant provisions in the NCPAG Student Council Constitution, namely Article VII –

“Section 7. Should there be unfilled SC positions after the regular NCPAG SG elections have been conducted,
the CEB shall, upon request of the newly-elected SC members, conduct special elections only for the unfilled
seats within one (1) month after receipt of the request. All provisions and qualifications for candidacies applied
for the regular election shall be applicable for special elections.
Section 9. In case of vacancies, the SC may opt to fill the position(s) through special elections or special
appointment by the SC.”

ACKNOWLEDGING relevant provisions in the Revised UP Diliman Student Electoral Code, namely Article
VI –

“Section 2. Election Period. The election period shall start on the first day for filing of certificates of candidacy
and last for not more than five weeks, unless extended by the University Student Electoral Board.
Section 3. First Week Schedule. The schedule of activities for the first week of the Election period shall include
the following:
a.) Filing of certificates of candidacy;
b.) Submission of bio-data and pictures of candidates for the common leaflets;
c.) Payment of monetary contributions to the University Student Electoral Board prescribed in Article VIII,
Section 3 below and
d.) Submission of copies of party platforms or individual platforms in the case of independent candidates.
Section 4. Second Week Schedule. The schedule of activities for the second week of the election period shall
include the following:
a.) Release of the official list of candidates; and
b.) Filing of complaints against candidates with the University Student Electoral Board: provided, that such
complaints filed after the second week shall not be considered nor entertained.
Section 5. Third through Fourth Week Schedule. The schedule of activities for the third and fourth weeks of the
election period shall include the following:
a.) Start of the official campaign period;
b.) Release of the common leaflets and putting up of the common billboards;
c.) Holding a University convocation for the purpose of presenting all the official University Student Council
candidates subject to Article VIII, Section 5 below; and
d.) Holding of college convocations (one in each unit) likewise for the purpose of presenting all the official
University Student Council candidates, and subject to Article VIII, Section 5 below.”

ADHERING to the principles of DEMOCRACY and PARTICIPATION, as stated in the NCPAG Student
Council Constitution, Article II, Section 1c –

“The student government should be autonomous, democratic and participative.”

RECOGNIZING that elections would better address these principles rather than appointment;

REALIZING that special elections would entail the same amount of time that regular elections would, which is
at least three weeks;

RECOGNIZING that the end of classes on March 22, 2011, which is less than three weeks away, implies a
serious time constraint for all affected parties;

HEREBY call for special elections to be held on the first month of the Academic Year 2011-2012 to fill up the
three vacant Graduate Councilor seats.
