CALL FOR HELP.

Stop the Proposed NWT Wildlife Act.


It is bad for everyone in the NWT.
The draft Wildlife Act is not about just hunting or wildlife; it will negatively
affect many aspects of your life.

The proposed act will take money away from your business, your property value,
the future profitability of your business. The new act will add one more layer of
regulation and control, on an already highly regulated territory.

The new act is discriminatory and has very little to do with proper wildlife
management. It can seriously reduce access to the great outdoors, for a very
long time.

This act needs to be stopped now and we need your


help to do it.
About the NWT Wildlife Federation
The NWT Wildlife Federation was established in 1986 with a goal to promote the
conservation, use and responsible management of the wildlife resources of the
Northwest Territories. The Federation has a Board of Directors comprised of
active, knowledgeable and dedicated individuals from many communities within
the NWT. Often referred to as the “Resident Hunters”, our membership is open
and includes other interested parties who wish to see responsible management
of wildlife resources in the north.

What you can do


Please call your MLA and ask them to stop this process now. Call us to offer
your views and support. Require that other Departments of the GNWT, including
ITI, Justice and Aboriginal Affairs are fully involved and are on side. Ask
questions, especially regarding vague terms and concepts in the act. Require
answers, now. Require transparency in information and accountability in
government. Become a member of the Wildlife Federation. Donate to the
Federation so we can seek the resources we need to ensure any new Wildlife Act
is sound.

Negative effect on the economy


 Gives strong unilateral powers to individuals to make decisions regarding matters that
can affect you, your business, and your home
 Negative effects on jobs will be substantial
 Does not include sustainable development concept (consideration of environmental,
social AND economic interests), a key policy for the GNWT
 Focuses on habitat conservation to all extremes, without consideration of other values to
people such as jobs for self and future generations

An unfair and deeply flawed process


 Developed by an exclusive group, without participation of significant members
representing the NWT community of interest, experts and no early involvement of other
GNWT departments
 Document reflects the closed working group selected and what they wanted, not our
general population
 Omits support for and acknowledgement of the interests of a significant portion of NWT
and all other citizens of Canada
 Insufficient, inconsistent and unreliable information provided by ENR to NWT
stakeholders and Canada about wildlife and the draft act
 Poor and ineffective consultations
 Lack of disclosure
 ENR knows more than is being revealed

Inconsistent with GWNT policies


 Does not conform to existing GNWT policies, developed by the legislative assembly
 Undue power and lacks accountability
 Supports “deal making” behind closed doors and lacks transparency
 Adds duplication and additional layers of control and regulation in the highly regulated
NWT where the current stated goal of governments at all levels is to rationalize, simplify
and remove duplication

Lack of sound wildlife management practices and clarity


 Stakeholders left out in wildlife management
 Focuses on habitat protection far more than wildlife management
 Excludes critical components of wildlife management such as mandatory reporting and
associated penalties for everyone
 Without good information for all, we cannot make good decisions
 Numerous significant and substantive terms and concepts undefined or ambiguous
 Numerous critical concepts are left to regulations- citizens need to know now as to how it
will all work together
 More of a political act than a sound wildlife management act

The process, foundation of the draft act and the information in it is dangerously
ambiguous and unstable. If it becomes legislation and regulation as drafted, it
runs the real risk of ineffective wildlife management and costly review by the
courts, leading to forced amendment.
