NARRATIVE:
On 0111212011 I was given an EPD Threat Assessment for the address of 1207 W.
University way;18. Captain Hansberry advised that the threat assessment had been
completed by the Anti-Crime detectives as they were working with ICE agents to
execute a search warrant at that location. The assessment h¥"wn,~l
points, indicating that the risk was high and a tactical team entry was
prescribed, for safety.

According to the information available, the search warrant was for


falsified/counterfeit work documents. It was also suspected that the
address may b~~'~rt<!t~...o fthe document production eqWJlrq.~J1tfrw;t which a
large number of other counterfeit documents in the community had come. I was
directed to develop an operation plan to execute that warrant.

I developed an entry plan using the information available. On 0111912011 at


approximately 1600 hrs. I attended an operational briefing at the Yakima Police
Department, conducted by ICE. At that time, lead agent, John Minyard advised
that he held 11 search warrants for various locations in and around Ellensburg.
He advised that there was also arrest warrants for 34 other suspects as well as
a plan to arrest a number of additional suspects administratively. I was advised
at that briefmg that our entry team would be conducting the primary entry and
securing of trailer 18 and that we would be assigned a team leader the following
morning. That team leader would have a package of search warrants and arrest
warrants to be executed at various locations in the 1207 W. University Way
trailer park, as well as the Hillcrest Trailer Park.

On 01120/2011 at approximately 0400 hrs. The EPD officers assigned to the entry
met and we covered the team operational plan for the one high risk entry we'd
been assigned. During that briefmg, we discussed the specific plan for
breaching and entering. In addition, photos of the location were shown to team
members, a basic floor plan was shown to the team and suspect information was
discussed. At approximately 0445 hrs., we went to the Kittitas County
Fairgrounds where the operational briefmg was to occur. At that time, we were
assigned a team leader, ICE agent Darren Pitt. We met with him and he showed me
the folder containing the search warrant issued by the U.S. Federal Court for
address 1207 W. University Way;#18. He showed me photos ofthe residence, which
was the residence we had scouted and were prepared to conduct an entry on. He
showed us photos of the suspects, an Armando (Gilberto) Barrientos-Ariza, and
his wife Maria Morales-Fierro.

Pitt advised that we would conduct the entry, and secure all parties inside. The
remaining team members plus other agents who would be on perimeter at three
other locations would execute the other search warrants. The overall plan was to
enter and secure all locations, hold them, and then begin searches of each
location to prevent communication amongst the locations as well as preventing
suspects from fleeing. Pitt showed the folders of the other locations and we
made a plan to leave Detective Houck and Officer Hall at the first location, and
that Sgt. Cedeno, Cpl. Clayton and I would go with Pitt and two perimeter
officers to trailer #8. Once that was secure, Cpl. Clayton and I would stay and
Sgt. Cedeno would go with the ICE agents to the third location, a trailer in the
Hillcrest trailer park. We had set the staging location at Rossow's on W.
University Way, so upon completion of the briefmg officers collected the
appropriate gear and drove to the staging location. Once there, all vehicles
went to the 1207 W. Univ. Way address.

Upon arriving at the target residence, Detective Houck, who had been assigned to
knock and announce, tapped the bottom comer of the steel residential door with
the toe of his boot to announce our presence. As he did that, the door opened,
and immediately, Officer Hall announced there was a subject running to the
kitchen. Det. Houck announced our presence and purpose. At that time, since the
door was open and a subject was going to an area where weapons could pe
obtained, we made entry. All officers were announcing ourselves and were marked
with "POLICE" patches on our uniforms. As we entered, Det. Houck went directly
to the subject in the kitchen, addressed him and placed him onto the ground.
Officer Hall and I moved to the entrance of a long hallway and immediately saw
an adult male subject opening the door to what was the master bedroom. He
appeared to be the male suspect for whom there was an arrest warrant. Officer
Hall gave him instructions to put his hands up. We moved toward the suspect but
came to a closed door. I opened the door and found three younger children inside
ranging in age from a approximately 12- 17 years old. I requested they get up
and go into the living room where two officers were holding the other occupant
pending completion of the search. They were compliant.

We moved toward the bedroom where the male suspect was handcuffed and the female
suspect, who was still in bed, was directed up and into the living room as well.
Once there, the three adult persons were handcuffed and the three juveniles were
seated on a couch. T earn Leader Darren Pitt then took over and advised everyone
why we were there.

Officer Hall and Detective Houck remained on scene with the people who were in
custody and Sgt. Cedeno, Cpl. Clayton and myself went with Pitt and two other
ICE officers to trailer #8. ICE agents knocked and announced our presence on the
north door of the trailer and after a few moments, a female could be seen inside
looking out the window. We advised her in english and spanish to come to the
door. She disappeared and a few moments later, a male subject came to the south

door. At that time, two ICE officers entered and then the members of the EPD
team. I went to the right, which was into the living room, which had no persons
in it. There was a door near the North door we had knocked on, and inside were
three small children and the female wetd seen look out at us. I directed
everyone up and out into the living room which they all did. Once there, we got
them coats and a blanket to cover up with and had them all wait on the couch.
The two adults were handcuffed for officer safety by ICE officers, in
front oftheir bodies. At that time, ICE agents and Sgt. Cedeno continued on to
Hillcrest to serve the final warrant. Cpl. Clayton and I waited at the #8
location while that occurred. All house members were allowed to use the
restroom as needed, and the children were fed breakfast while waiting, so that
they could go to school upon release by ICE.

The first warrant was served around 0640 hrs. We served the second warrant at
approximately 0700 hrs. Once the ICE agents returned at approximately 0850 hrs.,
we assisted with the search for documents inside the home. Both the male and
female were transported to the processing center at the fairgrounds and the
children were taken to school.

ICE agents released us at around 0945 hrs. We returned to EPD, conducted a


debrief, put away equipment and secured from the operation. No further
information at this time. Case for irifo.

SUSPECT:

NARRATIVE: On January 20th 2011 several local agencies, including the


Ellensburg Police NGT Team, assisted ICE with serving multiple search warrants
throughout Kittitas County. The NGT Team specifically assisted by serving a
search warrant and arrest warrant at 1207 W. University Way #18.
The NGT team briefed on the concept ofthe operation at 0400hrs. This
briefmg included a description and photograph ofunit #18. Additionally we
attended briefing with all ofthe other agencies involved at approximately
0530hrs. At this briefing we were shown copies ofthe warrants as well as
photographs ofthe suspects.
Upon our arrival at 1207 W. University Way I acted as the "point member"
ofthe team. We approached front of the residence at which time I was to "knock
and announce." I kicked the bottom edge if the door, with the intent ofmaking
a banging or knocking noise to announ~e our presence, identity, and the fact
that we had a warrant. However, when I kicked the bottom of the door the door
flew open. I still made a loud announcement "Police Department search warrant
-come to the door!"
As I was making this announcement Officer Hall said he saw a suspect
running into the kitchen. Fearful that this person may be arming himselfl
entered the residence and moved to an area where I could look into the kitchen.
At that point I could see a male subject just inside the entrance of the
kitchen. I commanded the suspect, in Spanish, to raise his hands. The subject
complied with my command. I then moved past him to clear the kitchen, looking
for additional suspects, while Sgt Cedeno took control of the first suspect.
I came out ofthe kitchen and saw that Sgt Cedeno had placed the suspect
on the ground. I then took control of the suspect while Sgt Cedeno continued
clearing the remainder of the residence with the rest of the NGT. This check of
the residence revealed two more adults and two children. The adults were all
placed in handcuffs and moved to the living room area of the residence. We then
checked the couches to ensure that there were no weapons present. All of the
subjects were then allowed to sit on the couches. It should be noted that the
children, one eleven year old female and one fourteen year old male, were not
hand cuffed but were kept in the living room area as well for Officer Safety.
Officer Hall and I stood by with all ofthe subjects while the remainder
of the team assisted with other search warrants in the area. During this time
we checked that hands ofthe adults. We noted that the cuffs were too tight on
one of the male subjects. Officer Hall then loosened the cuffs to allow better

circulation in his hands.


Later Special Agent Pitts came into the trailer and asked Officer Hall,
Sgt Cedeno and I to assist in searching for identity documents, which were
listed in the warrant. During this search I took several photographs of
locations where Officer Hall and Sgt Cedeno found documents. Additionally in
the master bedroom, in the bottom of a night stand, I found a black purse. In
the purse was a wallet which contained an ID for the adult female who was in the
residence. I gave this purse to Agent Pitts.
Officer Hall, Sgt Cedeno, Agent Pitts, and I later went to unit number 8
to assist with searching for documents there. While there, on the bed in the
master bed room, I found an envelope which appeared to be a bank statement.
Agent Pitts told me he was looking for dominion documents. I opened the
envelope and confirmed that it was an account statement with the names of two
residents living in unit number 8. I gave this document to Agent Pitts.

NARRATIVE: On 1-20-2011 I assisted with an agency assist mission as a member of


the Ellensburg Police Department NGT. We assisted ICE and other federal agents
with serving search warrants and arrest warrants at 1207 W University Way at
units 18 and 8. Our mission was part of a larger federal effort in the
Ellensburg area to serve search warrants and arrest warrants at multiple
locations involving dozens of suspects. We had an NGT briefing at EPD at 0400,
and at 0530 we attended a mass-briefmg with all of the federal agents, and
local law enforcement officials.
NGT was tasked with entering and securing unit 18 so that Special Agent
Pitts could serve the search and arrest warrants. We arrived at the location
around 0630. I was the designated breacher and Detective Houck was on point and
he began knocking loudly on the lower portion of the front door with his foot
The front door was locked but it was poorly secured with only a knob lock, and
the door came open when Detective Houck knocked with his foot I heard
Detective Houck loudly announce that we were the police with a search warrant
I immedia!ely saw a person run from the living room into the kitchen area, and-I
announced'that to the team. Detective Houck and I entered the house and I
announced in Spanish that we were the police with a search warrant I positioned
to cover the hall and I saw a man standing at the end of the hall in the doorway
of the master bedroom. I announced that we were the police, I ordered him not
to move, and to put his hands up. I also saw a woman in the bed and I told her
not to move and to put her hands up. Both people were compliant, and I applied
flex cuffs to the man's wrists while Sgt. Weed secured the woman. We brought
them out to the living room where they sat on the couch. We also located another
man in a bedroom, and an 11 year old girl and a 14 year old boy in other
bedrooms. The adult man was cuffed but the juveniles were compliant and not
cuffed. All people were brought out to the living room where they sat on
couches. All were compliant
The man I cuffed was Gilberto Barrientos-Ariza, and the woman was Maria
Magdalena Morales-Fierro. I brought pants, a shirt and a jacket to Gilberto
since he was only in his underwear. I later brought a jacket for Maria.
Special Agent Pitts arrived and spoke to Gilberto and Maria. Detective
Houck and I stood by with the people in the living room while SA Pitts and other
NGT members secured unit 8. We loosened Gilberto's flex cuffs because they were
too tight SA Pitts returned and asked us to assist him with the search for
documents in unit 18. I located some pay stubs, tax ID numbers and some ID and

SSN cards in drawers in the first bedroom next to the living room. I pointed
those out to SA Pitts and he secured them. I also located some birth
certificate documents in the bottom closet drawer in the master bedroom and the
drawer was handed over to SA Pitts. I later escorted Maria and Gilberto to the
federal transport van in the parking lot where I turned them over to another
federal agent.
I overheard agents requesting more officers at unit 31. I went to that
unit and I stood by on the front porch with two boys while agents worked inside
the residence.
I then went to unit 8 to assist SA Pitts and other NGT members. I
located a folder with documents and a camera head on the top closet shelf ofthe
south bedroom. I photographed those items and handed them over to SA Pitts. I
then stood by for security. When we had completed our duties at unit 8 our
mission was complete and we left the area. We later had a debriefing at EPD
with NGT members. This ends my involvement in the operation.

CRIME: Agency Assist/Search Warrant Service

NARRATIVE: On 01120/2011, I assisted with an agency assist call involving


several local and federal agencies participating with serving search/arrest
warrants located at 1207 W. University Way #18 and #8.
As part ofNGT, the team had a briefing at 0400 hours at the station
where we were told about our mission and our involvement. After the briefing the
team proceeded to the Kittitas County Fairgrounds where we attended a
mass-briefmg with the other agencies involved in this operation.
After the briefing, the team geared up and proceeded to 1207 W.
University Way #18 to serve arrest/search warrants. I was the #4 member in the
team "stick". Once the knock and announcement was made, I entered the trailer
with the rest of the team and proceeded to assist in room clearing of any
possible threats. I moved into the hallway ofthe trailer with two other team
members and located an open bedroom door to my left. I partially entered the
room and observed a male juvenile laying his 'bed. The juvenile appeared to have
just woken up and did not make any threatening movements. I asked the juvenile
his name and his age and he told me his name was "Christian" and ~e was 14 years
'old. I stayed with "Christian" until the rest of the team cleared the,residence.
"Christian" was never handcuffed and he was escorted to sit on the couch in the
living-room along with the rest ofhis family members. Two team members stayed
behind along with a federal agent while the rest of the team moved to trailer
#8.
I entered the residence after agents knocked and announced our presence.
I observed two adults, male and female, along with 3 juveniles in the residence.
Those residents were brought into the living-room and were asked to sit on the
couch. Only the adult subjects were placed in handcuffs. Once the residence was
cleared of any threats, Sgt. Weed and I stayed behind with the subjects until
agents could return later. The family members were made to feel as comfortable
as possible while we waited and all ofthem were given bathroom breaks. The
juveniles were allowed to eat breakfast and get ready for school. Federal agents
finally returned and team members assisted in searching the residence for
evidence. Several pieces of evidence/documents were located in the master
bedroom by other team members. Once the search was completed, team members were
released to return to the station for a debrief ofthe operation.

This concludes my involvement with this case.

NARRATIVE:

On 1120/11 I assisted ICE with two warrant services. I was the EPD
representative for Team 6. Team 6 was led by ICE Special Agent Jason Corcoran.
Our first warrant was for 105 S. Pine #4. I was a perimeter unit as the entry
team went in. I then acted as security at the front door while ICE conducted
their search.

Team 6 then went to 2190 Robinson Canyon Rd to serve another warrant. The
suspects were supposed to be living in a travel trailer on the property. Upon
our arrival no one was home at the travel trailer. We did not force entry and
cleared the scene.

I was then asked to go to 2900 Canyon road for another search. However upon my
arrival I was advised I was no longer needed.

CRIME: WARRANT SERVICE/ AGENCY ASSIST

NARRATIVE:
On 1-20-11 I assisted ICE in an operation in Ellensburg. Several search

warrants and arrest warrants had been issued for an forgery ring involving

fraudulent ID's which would allow immigrants to enter and remain in the country

illegally.

I was on team 4 headed by US Dept. of Homeland Security agent Jeff

Forthun. My team was issued several residences to contact, and a search warrant

for 505 S Pearl St. # 11. At approximately 0630 my team attempted to serve the

search warrant at 505 S Pearl St # 11. There was also an arrest warrant for the

resident. We knocked on the door very loudly several times and identified

ourselves as police officers. Each person involved was eitlier in a uniform or

had jackets and vests clearly identitying us as police officers or federal

agents.

No one answered the door. There was a valid search warrant for the

residence signed by a federal judge. Homeland Security agents forced entry

-,through the front door. I participated in a building search to ensure. there were
no people inside. I then provided rear security for the residence while ICE
agents completed the search of the residence for forged documents.
We were given a list of several residences to contact, however there

were no warrants for arrest for any ofthose subjects. We attempted to contact

units #15 and #17 at 505 S Pearl St. someone answered at #17 but they were not

the person of interest. I provided rear security during these residence

contacts. 600 S Pearl #28 was another residence we attempted to contact, however

no one answered the door. There was another residence on the 5500 Block of

Vantage Hwy which was uninhabited. The team also attempted contact at 2900 S

Canyon Rd #104. No one answered the door at that residence either.

I personally had no contact with any non law enforcement subjects during

the operation.

NARRATIVE:

On JanuaIY 20,2011 I assisted agents from Immigration & Customs Enforcement


(ICE) and EPD NGT members with the execution of search warrants at two
residences in the trailer park located at 1207 W. University. I rode with EPD
Chief Miller. Upon arrival at the trailer park at about 6 a.m. I assisted with
perimeter security around the exterior of the trailer located at Space 18 while
the other officers entered the trailer and secured the occupants.

Once the occupants of that trailer were secured we moved to the ~ler located
at Space 8. I assisted by providing perimeter security while other officers
entered the trailer and secured the occupants.

We moved to the Hillcrest Trailer Park at 905 W Cascade Court. Agents and EPD
NGT members served a warrant at the trailer located in Space 14. I stood by
outside the residence and provided perimeter security. At this location "
occupants of the neighboring trailer came outside on a deck which adjoins Space
14. They had to be verbally ordered to stay inside their trailer during the
service of the warrant at #14.

SUSPECT:

NARRATIVE:On 01120/2011, at approximately 0400 hours, I meet at the EPD for an


NGT briefing on an Agency Assist to assist ICE & Homeland Security Agents sever
several warrants in the Ellensburg area.

The NGT team members present at the briefing were, Sgt. Weed, cpt Clayton, Det.
Houck, Officer Hall and myself. Sgt. Weed advised that the NGT would secure
1207 W. University Way unit 18, so that Federal Law Enforcement agents could
serve a search warrant at the noted address. Sgt. Weed further advised that the
NGT was to be utilized to secure the residence and render it safe, due to a risk
assessment determined that the residence was a high risk f9r officer safety. My
assignment for this entry was Point Cover, 2nd officer to enter the residence.
During the briefing we were provided with a description of unit 18.

At approximately 0500 hours, the NGT team members attended the mass briefmg at
the Kittitas County Fairgrounds. This briefing included several local police
-agencies and Federal Agents. The NGT team members were assigned to ICE Agent
Pitts, who was the team leader.

After the briefing the NGT team responded to the rally location at Rossow's on
West University Way. From the rally point, the NGT team received the order to
proceed with the warrant service.

I drove the ERV to 1207 W. University Way and the NGT team approached unit 18,
which fit the description provided. The team stacked up outside the front door
and a knock and announcement occurred (police Search Warrant). Officer Hall
announced that he witnessed a male running from the living room area to the
kitchen. I could see from outside the trailer's kitchen window a male standing
inside the kitchen area.

Det. Houck made entry into the trailer and I followed Houck inside. Houck
contacted the male inside the kitchen. Det. Houck had the male pinned up
against a wall. I advised Det. Houck that I would take control ofthe adult
male and Houck handed the male to me. I ordered the male to lay down on the
ground in Spanish. The male immediately complied with my orders. Once the male
was prone on the ground and Houck had secured the kitchen, I released the male
to the custody ofHouck so I could assist the rest of the team with securing the

rest of the residence.

I entered the hallway and the 2nd bedroom which was occupied by a female child.
The child was approximately 8 years old and was laying in bed. Once. I
determined that the room was only occupied by the child, I stood by with the
child. It should be noted that I had my hand gun out during the service of the
warrant, however it was pointed at the low ready. The child in the room was not
handcuffed.

Once the occupants of the trailer were accounted for and secured, everyone was
escorted to the living room, where they were seated on couches. A secondary
search was conducted to assure there were no other people hiding within the
residence. The secondary search yielded no other people inside.

After securing unit 18, Agent Pitts directed me to assist securing 1207 W.
University Way unit 8. The entry team consisted of Sgt. Weed, Cpl. Clayton,
several Federal Agents and I. After Federal Agents knocked and announced that a
search warrant was being served entry was gained inside the residence. I
secured the living room and stood by as the residents were gathered and seated
on the living room couch.

Upon securing unit 8, Agent Pitts directed me to assist him and other Federal
Agents with serving a search warrant on 905 W. Cascade Ct. unit 14. Federal
Agents knocking and announcing that a search warrant was being served, at the
front door of the residence. Several people from the neighboring trailer opened
the side door and began yelling at us. I announced that we were police officers
and ordered them to go back inside their home. The neighbors continued to yell
"what are you doing?" Perimeter units contacted the neighbors. An adult male
answered the door of trailer 14 and was pulled outside by agents. I took
custody ofthe male and handcuffed his hands behind his back. Once the male was
handcuffed I handed him offto another officer.

I assisted with securing the interior of the residence. I conducted a secondary


search for people hiding inside the residence but located nobody. All the
occupants were securing and seated in the living room.

Upon securing unit 14, I responded with Agent Pitts to 1207 W. University Way
unit 18, where I assisted with searching for evidence items permitted by the
Federal Search Warrant. The items I was looking for were anything related to
identification cards, or documents such as birth certificates.

I began searching in the living room. I began looking through papers on a shelf
and located documents that appeared to be Mexico birth certificate or related
papers. I showed the paper documents to Agent Pitts, who confirmed that it was
evidence that he wanted to recover. After searching the living room area, I
searched the master bedroom. I located paper documents similar to the previous

documents. The documents were photographed and provided to Agent Pitts. I also
searched the 1st bedroom from the living room. In this room, I located pictures
of a male which had been cut to what appeared to be placed within an
identification card. Also with the picture was with a Mexico identification
card. I found these items in a drawer. Also in the same room I found some
paper documents similar to a Mexico birth certificate. These items were
provided to Agent Pitts.

After searching unit 18, I responded to unit 8, with Agent Pitts and searched
that residence for evidence related to fraudulent documents and identification.
I searched the north bedroom but did not recover any evidence items.

That concludes my involvement in this case.

NARRATIVE:
On 01-20-11 I assisted ICE in the service of a search warrant at 1200 E.
University Way #37. Upon arrival I took a perimeter position on the south west
comer of the trailer. After the entry team had secured the residence I cleared
and heard KCSO Deputy Kokjer ask for assistance at unit # 19. Upon arrival at
# 19 I contacted a female and male that Deputy Kokjer was speaking to. They did
not appear to speak English well. An ATF agent arrived shortly thereafter, who
was able to converse with them in Spanish. We all then went into the trailer
where we were later joined by an additional female, two small children and
another male, who I believe was the female's brother. Both females were taken
into custody for ICE warrants. The original male was left to care for his
children. The other male was allowed to leave. The females were transported to
the Kittitas County Fairgrounds by a corrections van.

We then contacted the residents of unit # 16 reference a female who had an


outstanding warrant. The residents voluntarily provided identification and
advised they did not know the female and had lived in the residence for five
years. We then cleared the scene. I traveled to Zirkle in an attempt.to locate
''3 warrant subject I spoke to the manager via cell phone who told me they were
currently in Selah. We cleared the area. .

This ends my involvement in this case.

NARRATIVE: During the fust week ofJanuary, 2011 I was contacted by Special

Agent Johnny Minyard ofthe U.S. Department of Homeland Security (ICE). Minyard

advised me he was investigated a crime of manufacturing fraudulent documents

amongst other crimes relating to visa and government document fraud. Minyard

advised he was planning on serving up to 12 search warrants and 34 arrest

warrants in Ellensburg and Kittitas County. He stated he was bringing 50 to 60

agents and other law enforcement officers to assist with the issuance ofthe

warrants. Minyard advised several warrants would be served in the city of

Ellensburg including two specific residences that may support the assistance of

the Ellensburg Police Department's warrant service team (NGT).

Minyard provided me the following two addresses he had secured search warrants

for with associated names;

1207 West University Way unit #18

Armando Barrientos-Ariza, aka Gilberto Barrientos-Ariza

Maria Morales-Fierro

1200 East University Way #37

Horacio Javier Torres-Torres

Maria del Carmen Molina-Diaz

I provided this information to Anti-Crime Detective Tim Weed to research and

complete a threat assessment ofboth locations. Both locations were identified

as having an elevated threat due to past criminal activity associated with the

residence and occupants. Due to the need of a simultaneous warrant service

1207 West University Way #18 was identified as the location best served with the

assistance of the warrant service team. I forwarded this information on to

Sergeant Jim Weed and requested he complete an entry plan for the warrant team

to follow for the service of this warrant.

On January 20th at 0500 I attended a briefing put on by Special Agent Minyard.

there were several officers and agents present from several agencies.

Ellensburg Officers present also included ChiefMiller, Capt. Keightley, Sgt. J.

Weed, Sgt. Cedeno, Det. Sgt. Koss, Cpt. Clayton, AlC Del. T. Weed, AlC Del.

Ingraham, Det. Houck, Det. Clasen, and Ofc. Hall.

At approximately 0630 myself, ChiefMiller and Capt. Keightley arrived in the


area of 1207 West University Way unit # 18 to provide perimeter security while
the warrant team served the Homeland Security (ICE) search warrant. Once the
entry was safely made and all occupants had been secured the residence was
turned over to ICE Agents.

Chief Miller, Capt. Keightley and myself remained in the general area while
other warrants were being served at nearby locations. This concluded my
involvement in the agency assist.

NARRATIVE:

On 1120/11 I was assigned to assist ICE agents with serving warrants they had
for individuals in the Ellensburg area. At the briefmg I was assigned to
assist team five along with Ofc. Ross with CWUPD. Team 5 was responsible for an
arrest warrant at 302 S Willow and 606 Tamarack Lane apt 1.

We frrst went to 302 S. Willow. I stood near the rear ofthe residence while
the ICE agents knocked on the front door. The agents did not receive any answer
and they determined that the residence appeared to be unoccupied after looking
in the windows. Agents did not enter the residence.

We then went to the 606 Tamarack #1. I stood at the perimeter of the apartment
building. Agents knocked and received an answer at the door. Agents determined
that the suspect in question had moved to 2900 Canyon Rd #85.
I went with agents to that residence and they conducted a knock and talk with a
female at that location. They determined that the female at that location was
.somehow related to their suspect, but the suspect was not there. I observed
that the female was cooperative and provided her information to the agents.

We then went to unit number 87, to assist agents there as welL I was on
perimeter until the agents had gone inside. After the agents went inside I went
in as welL There were three male subjects and one female inside. The agents
were speaking to the male subjects and determined that they were in the U.S.
illegally under the subjects own admissions. The agents placed the subjects
into custody. Due to the number of suspects involved I used my handcuffs to
secure one individual named Jose Luis CejaDiaz. I searched CejaDiaz and then
allowed him to sit on a stool near the kitchen until the agents were able to
transport him. Ofc. Ross ran a driver's check on CejaDiaz and determined that
he had a warrant for MIP. Ofc. Ross transported him to KCCC on the warrant. I
stood by with agents until the subjects were placed into a transport van.

I then went with agents to unit 52. Agents there had contacted one female
outside of the residence and had already made contact with tenants inside. I
stood by with agents while they spoke with the individuals inside. Agents
arrested a male subject inside as well. There were three children inside the

residence and agents made arrangements through their mother for someone to come
and care for the children. A female subject came to be with the children and we
then cleared the scene.

Once back at the briefmg location I was asked to assist another ICE agent in
attempting to locate a female subject that may be working at KVRRC. I drove the
agent to that location and stood by while he spoke to the manager. The female
subject in question had worked the previous night and was not there. The agent
provided his information to the manager and we cleared the scene.
That ends my involvement in the case.
