NOTIFICATION :
POLICY REGARDING 2 YEARS' DURATION
E.T.T. DIP LOMA COURSE ADMISSIONS
Admissions to Elementary Teachers Training Diploma Course in Private Self Financed institutions approved by National Council for Teacher
Education through a combined merit based centralised on-line admission process undertaken by The Federation for its member Associations of Self
Financed College of Education as empowered by Hon’ble Punjab & Haryana High Court vide decision of CWP-2196 of 2010.
Academic Session :
The admission to ETT course will be done for session 2009-11 because so many colleges were not able to get admission in this session due to
government policy. Extra classes will be arranged through a revised academic calendar to ensure that total number of teaching hours are completed in
lieu of late admission. The exact date and commencement of session will be intimated afterward.
Minimum Education Qualification :
Senior Secondary (PLUS 2) Exam (Class 12) or its equivalent with 50% marks for general category and 45% for SC/ST/OBC.
No candidate with Reappear/Compartment/ Result Later etc. shall be eligible to apply.
Proposed Intake :
Humanities, Science, Commerce and Vocational stream as per combined merit, provided that no single stream shall exceed a maxi mum of ¼ of seats
meant for any institution.
Merit Criteria :
Senior Secondary (PLUS 2) Exam (Class 12) or its equivalent :
Percentage of marks obtained in class 12 will be considered the basic marks of a candidate.
Addition Post 12th Marks for First Graduation Degree :
60% and above Additional 5 marks
50% to 59.99% Additional 3 marks
40% to 49.99% Additional 2 marks
Pass out below 40% Additional 1 mark
(There will be no additional mark for second graduation degree/ any other first or subsequent professional/ vocational degree/ diploma/ certificate/
experience etc.)
Additional post (12th + Graduation +) Marks for First Post Graduation Degree :
60% and above Additional 5 marks
50% to 59.99% Additional 3 marks
40% to 49.99% Additional 2 marks
Pass out below 40% Additional 1 mark
(There will be no additional mark for second post graduation degree/ or an equivalent or any higher degree or any other first or subsequent
professional / vocational degree/ diploma/ certificate/ experience or extra curricular activities etc.)
Language :
Those candidates who belong to Punjab but due to their school education outside Punjab, or for any other reason, have not cleared Punjabi
examination of class 10th standard conducted by Punjab School Examination Board or equivalent or higher examination by other Board/ Language
Department, Punjab, shall not be granted ETT Diploma Certificate unless they pass the same as private candidates and submit a proof thereof to
concerned authority.
Reservation :
For admission, reservation shall apply as per the Punjab Government policy guidelines.
Tie :
In case of a tie in any eventuality, the following criteria of preference shall be adopted :
(i) Higher comparative merit and if merit is equal
(ii) Higher age
Domicile & Bonafide Residence :
Punjab Government policy guidelines shall be applicable.
Application Processing Fee :
Rs 500 for General category
Rs. 300 for SC/ST category
Procedure of admission to ETT course :
(a) The admission to ETT course session 2009-11 will be done by NYSA Communications Pvt. Ltd. on behalf of Federation of Associations of Self
Financed Colleges of Education, Punjab for its member associations through online counseling process.
(b) The eligible candidates aspiring for admission to ETT course session 2009-11 shall submit their application online on the format given on the
website of the Federation of Associations of Self Financed Colleges of Education, Punjab i.e. www.bedpunjab.org designed for admission to
ETT & B.Ed. courses.
(c) The admission to ETT course shall be done through online central counseling by admission committee constituted by the Federation of
Associations of Self Financed Colleges of Education, Punjab, in two phases.
(d) No Entrance test will be conducted. The admission to the ETT course shall be made on the basis of merit of qualifying examination and following
merit policy.
(e) The candidates aspiring for ETT admission session 2009-11 will get online registration in any of the listed Self Financed Colleges on the website.
(f) The candidate will pay non-refundable processing fee i.e. Rs.500/- (Rupees five hundred only) for general category candidates and Rs. 300/-
(Rupees three Hundred only) of SC/ST candidates in the shape of scratch card available with the help centres mentioned on the website/or by
any other mode which the fedration will decide.
(g) The scratch card will contain a Serial Number & ID Number. After filling form number, password, serial number & ID number on website,
candidate will enter his/her choices of colleges. Minimum ten choices of different colleges are mandatory.
(h) After online registration and choice filling, the provisional merit will be declared. Students complaints will be attended for one day before releasing
final merit list and before allotment of seats to the candidate certificate verification will be done of candidates.
(i) Each Affiliated college listed in the website of Federation shall create help desk for ETT admission 2009-11.
Note : The admission process is in light of judgement of CWP 2196 of 2010. The processing fees paid by candidates will not be refund able in any
case/circumstances. Curriculum and examination system shall prevail on SCERT guidelines.

Admission no guarantee to Government Employment :


As per the policy of Government admission to privately run ETT Diploma Course or passing of the said course shall not confer any right to employment
upon the recipient of such a diploma in the employment of the state or elsewhere.
No Migration :
There shall be no migration of admitted candidates from one institute to another under any circumstances.
False Documents :
As the admission is online process and the information submitted is the sole responsibility of the student. If any candidate found to have submitted
false, forged, fabricated or tempered documents shall be liable to be cancelled at any stage, besides registering a criminal case against him and black-
listing him for re-admission in the E.T.T. course for a period of three years.

Note: If any seat (s) remains vacant from (a) or (b) category the same can be filled up by way of
interchangeability also.
09 a) Wards/widows of para-military forces personnel Punjab Police, PAP and Punjab Home Guards killed or 2%
disabled in action to the extent of 50% or more. (1%)
b) wards of Para-military forces personnel/ ex-paramilitary forces personnel and Punjab
Police/PAP/Punjab Home guards personnel decorated with Gallantry Medals (1%)
Note: If any seat (s) remains vacant from (a) or (b) category the same can be filled up by way of
interchangeability also.
10. November, 1984 riots affected displaced persons, children of the Army deserters killed, 100% Physically 2%
disabled; children of the families of persons killed as a result of terrorist violence or by security forces
acting in aid of civil authorities and the children of innocent civilians who have sustained 100% disability in
terrorist violence or during operation by security forces action in aid of civil authorities.

COUNSELING SCHEME
The admission to ETT course shall be made through online central counseling conducted by constituted admission committees by the
Federation of Associations of Self Financed Colleges, Punjab (Regd.) as per merit in Two Phases.
Any seat falling vacant after counseling or any drop out vacancy will be filled by the institute on the basis of merit within stipulated time.
DIVISION OF SEATS :
(a) 50% merit general seats (through counseling)
(b) 50% Management quota seats
i) 35% management quota (through counseling)
ii) 15% special management quota/NRI quota (out of preview of centralized counseling)
Admission to Special Management Quota Seats:-
(1) In pursuance of the Hon’ble Supreme Court of India’s Judgment in T.M.A. Pai Foundation and others versus State of Karnataka a nd
others and in view of the interim Policy Regulations Notification, dated 10 th June,2003 issued by the University Grants Commission
15% seats in un-aided private self-Financing Institutions shall be treated as management quota seats and special management
quota seats shall be brought out of the purview of centralized counseling to be conducted by the Federation.
(2) The Federation shall exclude the special management quota seats (showing the subject combination) from the centralized
counseling and accordingly publish the details of these seats (institute-wise) on the option of the respective Institutes.
(3) The seats under the special management quota shall be filled up by the concerned institute by their own in transparent manner.
(a) There shall be no reservation, whatsoever, in respect of the prescribed special management quota seats.
(b) The basic eligibility criteria regarding educational qualification etc. shall remain the same as available on website of the
Federation i.e. www. bedpunjab.org (for ETT)

GENERAL CONDITIONS
a. The merit of each candidate shall be determined on the basis of merit criteria mentioned in the notification of federation. There will not
be any entrance test.
b. When two or more candidates have secured equal marks in the counseling their Inter-se merit admission will be decided on the
following criteria in the order of preference.
i) Higher comparative merit and if merit is equal
ii) Higher age
c. If a sufficient number of candidates belonging to reserved category(ies) is not available, the vacant seats will be offered to candidates in
open category.
d. The candidates are required to bring all certificates in original along with one set of photocopies of each document and two copies of
their photograph identical to be pasted on the application form at the time of getting the scratch card from the college.
e. To ensure the fake entries.
f. The successful candidates will report in the allotted college within 4 days and deposit the prescribed fee for ETT course to confirm the
allotment. Otherwise admission to ETT course session 2009-11 shall stand cancelled automatically.
g. The fee for the ETT course for the session 2009-11 shall be notified as recommended by the constituted Fee Recommendation
Committee and approved by the Federation of Self Financed Colleges of Education, Punjab.
h. Fee for management quota seats (without special management quota) will be 1.5 times than the normal fees which will be finalized by
the committee.

Appellate Authority :
Any dispute arising in respect to the allotment of college shall be referred to the appellate authority appointed by the Chairman of the Federation of
Self Financed Colleges of Education, Punjab.

PARTIAL AMENDENT

. Federation of Self Financed Colleges of Education (Regd.) Punjab has scheduled a general meeting of all the members of the Federation and it is
unanimously decided by taking consent of all members to treat Management Quota seats equally as General Quota seats for the purpose of Fee &
funds and giving all the students an opportunity for admission against total seats.
