Introduction
The Black Sea region and the Middle East are among the most diverse and conflict-struck
regions in the world. Active or frozen conflicts and instability in these regions pose a growing
threat not only to the stability of these regions but also to world peace.
Similar to the Middle East the Black Sea region is strategically important for the West and to
Europe in particular as a trade links in addition the region is rich in natural resources such as
gas which further emphasizes its importance to the global economy.
The wide variety of interests represented in the Black Sea and Middle East regions present
numerous challenges for the leaders in these regions. Misinterpretations of the situation can
quickly lead to a regional armed conflict. Therefore it is important for decision makers to
develop strategies to avoid situations that can lead to armed conflicts on the one hand and be
able to react to changes occurring in there region using both "diplomatic" and "military"
solutions on the other hand.
The proposed programme in National and Regional Security of the Black Sea Region and the
Middle East is designed to enable senior officials and high ranking officers from the Black Sea
countries to advance their understanding on National Regional Security. The programme will
emphasize the uniqueness of the Black Sea and Middle East regions in discussing both
national and regional security.

Galillee College
Since its establishment in 1987, Galillee College has offered management training and capacity
building seminars to senior officials and decision makers from around the globe. Our
educational mission is based on a belief that human efficiency is the crucial factor in nations’
reaching their full socioeconomic potential. The college provides an international venue where
participants learn from top Israeli academic and professional experts and from each other.
The International Centre for National Security Studies (ICNSS) was initiated in February 2001
in recognition of national security’s importance to a country’s basic stability and strength. The
Programme interprets “national security” not as synonymous with military might, but as a
broadly based national achievement resulting from strong foreign relations, a stable and
resilient society and economy and a high level of technological development.
Objectives
The programme aims to deepen participants' understanding of current national and regional
security issues; to increase their capacity for innovative planning and implementation of policy
in response to national and regional security problems and to improve their decision making
skills. Through interactive seminars, exercises, discussion groups and informal conversations,
participants will have the opportunity to learn and understand how to successfully cope with
national and regional security problems and how to plan and formulate national and regional
security policies.
Methodology
The challenges presented by the reality of the Black Sea and Middle East Regions requires a
diverse faculty with a wide range of professional academic expertise. In order to provide
participants with a comprehensive programme a joint Dimitrie Cantemir" Christian University -
Galillee College faculty will be established for the duration of this programme, including a
faculty exchange in order to enhance the comparative aspects of the programme. Participants
will study at both Dimitrie Cantemir" Christian University and Galillee College Campuses
allowing lecturers to demonstrate realities not only in the classroom but also on the ground-
field.
Participants
Participants of this programme will be senior officials and high ranking officers from the Black
Sea countries. Additional participants will be graduate or PhD candidates of Political Studies,
International Relations, Security Studies in Universities in the Black Sea region and
surrounding countries. Participants must be fluent in the English language.

Galillee College: 5000 euro per participant. Fees will include tuition for part I and II. Local
expenses during phase 2 of the programme: accommodation (based on single occupancy), full
board, study material, study tours, 2 weekend excursions during phase 2 of the programme,
airport transfers.
