PLAN

○ MANDATES-
A The CIA will infiltrate all mass-media outlets in Cuba,
Laos, North Korea, the People’s Republic of China, and
Vietnam to place subliminal messages in television
programs, radio broadcasts, newspaper and magazine
articles, movies, and music that will prime the
Communist populous for a democratic revolution.
B Militants will be placed into the countries and secretly
backed by the United States to spark democratic
revolutions after populous is sufficiently primed.
C Once new democratic states are in place, the United
States recognizes them and begins diplomatic
relations and economic support through USAID and
will remove any special restrictions on the previously
