Safety First at School Bus Stops: Lake Monticello’s growing school age population has left some
residents calling for parents, children and motorists to give more attention to safety at intersections that serve as school bus stops.
The LMPD, Board members and residents have observed numerous situations that cause considerable concern on a regular
basis, i.e. vehicles parked on the pavement on both sides of the roadway, parents and children standing and milling around on the
pavement or stepping into the road without looking for oncoming traffic. Police Chief Tom Boisvert appeals to parents to exercise
great care and make sure their children understand the potential dangers that exist at bus stops. Some bus stops have become
social gatherings, where adults and children let down their guard, as they would in the safety of their own yards. Lake Monticello’s
roads, which are primarily for the movement of traffic, can be as dangerous as roads anywhere. Chief Boisvert asks that families
of school children follow these practices:
x Keep the roadway as clear as possible. x Congregate on only one side of the road, off the pavement.
x Park as far off the paved roadway as possible. x Park no closer than two car lengths from a stop sign so that
x Avoid standing on the paved roadway at all times. the sign is clearly visible at all times.
x Park only on one side of the road, preferably the side with the x Never drive away from the bus stop after the bus arrives until
stop sign, unless terrain makes that impossible. the bus drives away.
Motorists, your role in the safety of our school children at bus stops starts by understanding that you must never drive around a
stopped bus, regardless of the direction you approach the bus. Whether children are waiting for a bus in the morning or leaving
the bus at the end of the day, your primary responsibility is to give your complete attention to the situation. Never allow yourself to
be distracted; always drive slowly; and keep an eye out for children who may lose track of the dangers of traffic in our normally
quiet community.
If you observe a school bus stop that seems to be congested regularly, please report it to the Police at 589-3215. It may be
time to move the stop or to split it into two stops.

Highlights of the February 24 Board Meeting


x Confirmed a motion made in executive session to increase security to the LMOA operating account.
x Delayed to March the vote on a proposed addition to the Bylaws to protect members’ right to vote without hindrance or delay.
x Amended PM 16.08, Election Committee Charter, Rules & Procedures, to delete wording to bring it into accord with the Bylaws.
x Amended PM 4.02Q, Investment Policy, to allow LMOA to expand investment opportunities while limiting risk.
x Denied a proposal to amend PM 16.0, Committees, and PM 16.10, Investment Committee Charter, to allow a member to chair only
one committee at a time.
x Denied a proposal to amend PM 16.04, Finance Committee Charter, to disallow members to chair other committees.
x Authorized replacement of flooring in the Ashlawn Grille kitchen, wait station, storage and bar area, as needed, with epoxy
covering; and authorized a series of purchase orders to implement the job and to implement and monitor abatement procedures for
asbestos contained in the mastic of the current flooring. The Board approved a total of $29,850 in budgeted major repair and
replacement (MR&R) funds for the project.
x Authorized a firm-fixed contract of $13,600 with Williamsburg Environmental Group for engineering services to perform a breach
analysis and inundation study for Tufton Lake recertification. Funding source: Reserves
x Authorized a purchase order in the amount of $9,800 to Watershed Services to repair a leak in the pond on the seventh fairway.
Funding source: Lake Health Funds
x Authorized a purchase order to Follansbee Docs in the firm fixed amount of $26,955.08 for design and materials of the Community
Fishing Pier at Tufton Lake.
x Granted waivers of annual tenant fees for Lot 394, Section 12, as the owners are multiple owners and exempt; Lot 113, Section 12,
based on the condition of the owner’s military service, for which he is stationed out of state; Lot 317, Section 9, for hardship reasons.
x Supported a resolution asking the VA Dept. of Health to allocate additional beds to Envoy at the Village in Fork Union.
x Approved the charge for the Ad Hoc Committee on Donations and appointed the following members: Bill Scanlon, chair, Cliff
Altschull, Ted Makranczy, Wayne Schmidt and John Korhonen.
Golf Course Greens Re-open on Monday: A sure sign of Spring and the start of
a great golfing season is that all 18 greens and the practice green will re-open on Mon., Feb.
28. We hope you will come out and enjoy the course . . . and bring your friends!

The Special Meeting of LMOA Members will be held on Sat., April 2. The sole purpose of the meeting is to receive
member votes on a Board proposal to use $700,000 from the restricted Emergency Reserve Account (ERA) for major repairs to the
Main and Tufton Lake dams. The Notice of Special Meeting will be mailed next week to members of record as of the close of books on
Feb. 25. The Notice will include the proposal and Directors’ statement on the proposal, along with a proxy and two envelopes needed
to vote by proxy. Members may begin voting immediately. Please read and follow the instructions included with the proxy. The deadline
to return proxies is 5PM on Fri., March 25. If mailing your proxy back to LMOA, please remember to use first class postage.

39th Annual Meeting of Members will be held on Sat., June 25. Members will vote to fill three vacancies on the Board of
Directors and on any Board or member proposals that may be submitted. Candidates for the Board of Directors and sponsors of
member proposals must follow the LMOA petition process. For more information or to pick up a petition packet, please call Peggy

Board of Directors Work Session: The Board of Directors will hold a work session with members of the Fluvanna Board of
Supervisors representing Lake Monticello on Mon., March 7, at 7PM Terrace Room. The meeting will be an opportunity for LMOA and
County representatives to exchange ideas and develop a rapport that will be beneficial to both. There will be time before the discussion
begins for member comments on the meeting topic only. Please sign up before the call to order.

Golf Committee Meeting Change for March: The committee will meet on Tues., Mar. 8, at 4PM at the Eagles Nest.
Beginning in April, meetings will be held at 4:30PM on the first Wed. of each month.

Date Change for Spring Cleanup Dumpsters: To avoid conflict with the Kids’ Fishing Tournament at Tufton Lake on
Sat., May 14, the Spring Cleanup dumpsters have been rescheduled to arrive on Mon., May 16. They will be open for use at 12N.

Fire Danger: Central Virginia is at a severe deficit for rain. The dry conditions make us even more vulnerable to wildfires, especially
in our wooded community with dry leaves everywhere. Already fires have broken out in numerous locations in the area, and high winds
have fanned them into very dangerous situations for life and property. Please be cautious in all that you do to keep our community
safe: Never toss cigarettes out of vehicles; keep a close eye on your barbecue grill to make sure no sparks escape; take care with
power equipment so it doesn’t ignite the dry leaves. Reminder: Lake Monticello enforces a no-burn policy all year round. For
