Providers of Sports Development

National organisations
“Sport England is focused on the creation of a world-leading community
sport system.” (www.sportengland.org)
Sports England is the government agency responsible for building the
foundations of sporting success. This is by creating a world -leading
community sports system of clubs, coaches, facilities and volunteers.
Formerly known as the English Sports
Council, they work in partnership with UK
Sport, which has responsibility for elite
success, and the Youth Sport Trust, which
is focused on PE and school sport.
Sports England invest National Lottery
and Exchequer funding in organisations
and projects that will grow and sustain
participation in grassroots sport and create
opportunities for people to excel at their
chosen sport.
Sports England is involved with many projects, this is to ensure Lottery
Funding Agreements are being delivered. For example Wembley
National Stadium (£120m) and the English Institute of Sport Programme
(£120m funding)
National organisations have around three outcomes:
• Growing – numbers of people taking part.
• Sustaining - number of people taking part in sport.
• Excel – improving talent development to help excel.
Grow
Their aim is for one million people to take part in more sports and also for
children to be taking part in five hours of sport and P.E a week. A scheme
call 5x 60 which tries to encourage children to participate in sport 5x60 is
about getting active for at least 60 minutes, 5 x a week. This could be A 10
minute walk to school, a 20 minute kick about. Has been introduced in
schools to try and make the aims which Sports England wants to achieve.
Sustain
Sports England what to make more people satisfied with their sport which
will mean 25% fewer 16-18 year olds will not drop out of at least nine
sports. These targets count for 60% of Sports England's investments.
Excel
The aim is to improve talent development, in at least 25 sports which is
25% of Sports England's investments.
One of the main structures the national organisation use, is consultation
groups. This is where a range of people who may be involved in a scheme
for sports development are used to be consulted. This does mean that well
informed decisions are able to be made by it could act slow.
Sport England is an example of an national organisation. Their role is to
bring people together to create sporting opportunities in every community.
They do this in a number of ways including conferences, presentations and
meetings. People who could be consulted would be county sports
partnerships, club reps, local politicians and volunteers. This allows
everybody to have their own say on what they think would be the best
thing to do. This also allows everybody to agree on what to do, and make
sure everyone is happy.

Governing bodies
“A sport governing body is a sports organization that has a regulatory or
sanctioning function.”(wikipedia.or /Sport_governing_body)
Governing bodies are an organisation which oversees a particular sport in
terms of its management, rules and structure. They operate locally,
regionally, nationally and internationally.
They aim to;
• run their sports smoothly
• Promote development of the sport
• Organise competitions and events
• Select teams at all levels
• Arrange coaching and training
• Organise award schemes
• Enforce rules and laws
• Produce detailed plans with clear targets for participation and
excellence.

Sports England is also an example of a governing body as it is
responsible for building the foundations of sporting success, by creating a
world-leading community sport environment of clubs, coaches, facilities
and volunteers.
What governing bodies do is, strategic providers. This means governing
bodies work out programs that link to other, large scale plans and may be
called an integrated approach.
The way the governing bodies structure themselves is by forums. This is
when a set of experts meet to disuse issues or problems and put forward
ideas to solve them. This will help organise different events and improve
rules and structure of sports.

International
Football is governed by FIFA which is the
Fédération Internationale Football
Association. FIFA proactively uses its
competitions and events as platforms for
running national and international
awareness-raising campaigns as well as for
raising funds for established social causes.
FIFA Ambassadors are involved as role
models, who help strengthen the message
convey. The FIFA World Cup and the other FIFA competitions draw an
incredible amount of attention from spectators and media worldwide,
which can be used to convey messages that support good causes.

National
National governing bodies exist for most sports in every country. For
example the FA was founded in 1863 as the governing body of the game
of football in England. The FA is responsible for all regulatory aspects of
the game of football in England.
• Its activities are many and varied and include the following:
Promoting the development of the game amongst all ages,
backgrounds and abilities in terms of participation and quality.
• This also involves promoting the availability of the sport to the
greatest possible number of people.
• Regulating the game on and off the field of play through the "Laws
of the Game" and the "Rules of The Association".
• Sanctioning, either directly or indirectly, all matches, leagues and
competitions played in England
The FA has four key goals and values:

• Growth and retention- increase the number of players and


addressing retention.

• Raising standards and addressing abusive behavior- creating a safe


environment.

• Developing better players – focusing on improving the quality of


5-11 age groups.
Reginoal
Using netball as an example, the Welsh National Association looks
after each county. They aim to increase the number of players and
address retention. They want to create a safe and positive environment
for netball and focus on improving 5-11 age groups. They want to
make sure there are many leagues around the country, for example
leagues are run in the LC2 in Swansea.

Local authorities
Local authorities are normally councils; they play an important part on
sports development because they are concerned with all types of target
groups. They help provide leisure facilities which helps to make the
community healthier and more inclusive. Local Sports Councils are
usually serviced by a sports development officer, where they help local
clubs to develop their facilities and activity programmes. Councils help
developments in local sports in the best interests of the community.
The government help provide grants to the sports council to be able to run
sport centres.
They are closely linked with organisations such as:
• Voluntary clubs
• Police
• Welfare agencies
• Charities
All the schemes are carried out by direct delivery. The schemes are
directly carried out by professional sport developers such as 5x60 or local
authority officers.
Local authorities are also known as advisory providers, as they can help
organisations which have never run a sports development scheme or
needs help.
Dragon Sport is a Sport Wales initiative in partnership with National
governing bodies of sport and local authorities. The sports
programme is funded by the National Lottery and is designed to
encourage 7-11 year olds to participate in sport whilst having fun.
For example Swansea council helps promote dragon sports. The
council work closely with dragon sports to allow them to work with
82 primary schools across Swansea council also works with many
comprehensive schools to help make them an impressive sporting
facility for the public to use. These schools include Bishopston,
Penlan and Morriston comprehensive school.
