RESOLUTION

TOPIC: Expanding professional opportunities for indigenous and minority youth.

SUBMITTED BY: Russian Federation

The General Assembly,

1 Following the International Year of Youth we express our deep concern about youth,
2 especially minority and indigenous youth; bearing in mind that there are still many
3 divisions and inequalities in globalised world we live on, endorses expanding professional
opportunities for youth and minority to be one UNs major endeavours.

5 Taking into consideration the fact that the very term minority is often vague, encourages
6 Member States using term minority referring mainly to people who possess citizenship of
7 the country they are living in and that minority is reflected in ethnicity; no influx of
8 immigrants as takes place in many countries can be acknowledged as minority.

9 1. Affirms specific objectives in the field of social and cultural life:


10 a) guarantee land rights for traditional uses and subsistence and compensation for
11 indigenous land damaged by federal or corporate use.
12 b) secure funding for preservation and take adequate measures to enforce the
13 protection and development of minority languages and cultures;
14 c) reinforce the freedom of usage of minority languages and the protection of the
15 primordial habitat and traditional way of life of numerically small ethnic
16 communities.
17 d) Introduce programmes of equal opportunities concerned about equal access to
18 cultural and social facilities and eradicating discrimination on a basis of sex, age,
19 skin colour, faith and ethnicity;
e) Promoting anti-drug, HIV/AIDS prevention, contraception usage campaigns in
order to avoid epidemics and spread of diseases, especially STD.

20 Deeply convinced that good mothering in western societies is an invention of modernity


21 and that capitalism overemphasizes information economy, encourages vocational
22 education simultaneously transferring funding to technology universities and vocational
colleges and endorses early age of entering job market.

23 2. Approves specific objectives in the field of education for Ethnic Minorities:


24 a) improve EM students’ access to and completion of upper secondary
25 vocational schooling;
26 b) provide a better learning environment with substantial placement
27 programme;
28 c) supply qualified and responsive EM teachers to meet local needs;
29 d) raise awareness among EM youth and encourage them to take an active role
30 in community-driven development initiatives through the EM youth leadership
orientation programs;
e) support university exchange programmes to ensure the promotion of
minority on the national and international level.

Fully aware of similarity of challenges that most countries face concerning opportunities
for the youth from minorities, supports using economic status framework (subsistence
economy, factor driven economy, partial-investment economy, investment economy and
innovative economy) to invoke to different realities in countries thus different solutions
can be implemented.
