Purpose of the post: The UNESCO Office in Brazil has signed a cooperation agreement with the Brazilian Agency of Cooperation - ABC, the
Ministry of Education of Guinea-Bissau, the Ministry of Education of Brazil, Gol de Letra Foundation and Elos Institute to
develop a project designed to empower local leaders, promote community development and provide for integral education to
children and youths from the community of São Paulo District, located in Bissau City. This Project is developed within the
framework of the South-South Cooperation and is financed and coordinated by ABC. The execution strategy foresees: (i)
the construction of an Educational Center; (ii) the transfer of socio-educational practices developed by Gol de Letra
Foundation (FGL); and (iii) the transfer of Open School Program methodology developed by Ministry of Education of Brazil
and UNESCO.

Main responsibilities: Under the authority of the Director of the Office and direct supervision and technical guidance of the Social Human
Sciences Coordinator, the consultant will serve as Specialist in Social Human Sciences/Technical Expert in project
maintenance in addition to SHS Sector Technical control functions. In particular, the incumbent participates in managerial
tasks of the sector as well as in the procedures and control functions, to achieve compliance with UNESCO's Rules and
Regulations. To this end, the successful candidate shall:

• Participate in meetings of the Directing Committee of the Project.


• Follow-up the construction of a 350m2 school in Sao Paulo neighborhood in Bissau/Guinea-Bissau
• Promote the liaison between the different actors involved in the planning and execution of the construction (IAB
architects, architects of the successful firm in the competition “Uma escola para Guinea-Bissau”-
http://www.iabdf.org.br/concursoguinebissau/, Ministry of Education of Guinea-Bissau, Elos Institute, SENAI/Bissau,
Amizade Association and São Paulo neighborhood community)
• Ensure the technical development of the work together with the Ministry of Education of Brazil, Sao Paulo neighborhood
community, Amizade Association, governmental institutions and partnerships of the Project, through the follow-up and
implementation of the agreed activities.
• Participate in regular meetings from the Directing Committee to verify the fulfillment of its objectives, goals and outcomes
of the Project
• Ensure that all needed material for the execution of the construction be available within the established deadlines in
accordance with defined work plan.
• Plan and implement work plans according the schedule established by the Directing Committee of the Project
• Monthly budget monitoring and reporting.
• Create terms of reference and technical specification for the purchase of goods, services delivery, and eventual hiring of
human resources, needed to the implementation of the activities indicated by the Project.
• Coordinate and facilitate the procurement and delivery of necessary furniture in accordance with applicable regulations.
• Propose changes and adjustments as needed for the proper delivery of all project milestones in coordination with the
Ministry of Education of Guinea-Bissau and Brasil, Amizade Association and UNESCO.

Profile: University degree in Social and Human Science or related field. Minimum of 6 years of Professional experience in
negotiation, follow-up and monitoring of development projects; experience in working with government agencies and
multilateral international cooperation in the project monitoring field; Experience in participatory methodologies; The post
requires proficiency in Portuguese. Knowledge of French or English would be an advantage.
Additional competencies required: knowledge of computer systems (Microsoft software) and the internet; ability to work in
a team; people management skills; communication skills; strong ethics; initiative; discretion and maturity of judgment,
capacity to work under pressure; ability to work in groups; ability to work with people of different cultural backgrounds and
ethnicities; ability to work with different partners; initiative and creativity; knowledge of managerial and administrative
systems; skill in the use of PC (Windows, Word, Excel, Internet) and electronic systems; knowledge of a complex body of
organizational rules, procedures and processes.

Conditions of For this post, the monthly remuneration, will be up to USD 7.600,00. The initial contract is intended for an 11 months duration.
Employment: The project duration is intended for 3 years and any subsequent contract renewal will be dependent upon budgetary
availability and satisfactory services. Further information regarding contractual modality will be provided for short-listed
candidates only.
