The People’s Constitution of the Soviet/Russian Musfilm Group

Article 1

Section 1 : The name of this sovereign people’s organisation shall be


« Soviet/Russian Musfilm ».

Section 2 : It shall be unlawful for any member to operate this


organisation in any capacity of leadership in the method of
a bourgeois imperialist profit-seeker.

Section 3 : The student group shall cooperate with University policies,


as well as all applicable laws passed by any governmental
organisation which has authority over any area in which the
group operates.

Section 4 : This group exists for the following purposes :

A. To spread awareness of the animation style of


cartoons produced by Soyuz Multfilm during the
Soviet Union and subsequent animation studios
following its collapse.

B. To analyse the differences in cartoons between


the West and the Soviet Union.

C. To increase knowledge of the Russian language.

Article 2

Section 1 : This group is open to all faculty and staff at the University
of Minnesota, as well as any student enrolled in at least one
course at the aforementioned people’s tertiary education
organisation.

A. From this point forward, the phrase « party


member » shall be used to mean « member ».

B. All persons attending meetings, which shall


henceforth be referred to as « Plenary Sessions of
the All-Union People’s Congress of Animation
Appreciation », who are not members shall be
referred to as « Non-associated proletariats ».

C. Any member may conduct his affairs in the group


in Russian or in English. All publications must be
translated into English as well if originally
composed in Russian.
D. No more than 1/3 of the voting membership shall
be made up of non-students.

Section 2 : All meetings shall be open to non-associated proletariats,


who are not required to become party members in order to
attend Plenary Sessions.

Section 3 : Non-associated proletariats do not enjoy the priveleges


accorded to party members ;

A . The right to vote on measures recommended by


the Politbureau.

B. The right to vote on all propositions to declare a


party member a Kulak wrecker.

Section 4 : The Politbureau has the right to declare any member a


Khulak wrecker, which will subsequently expell this
member from the group.

A. This measure must be subsequently ratified by a


¾ vote of party members at the next Plenary
Session, given that a quorum of 3/5 of party
members are present. If this quorum is not
reached within three Plenary Sessions after the
expulsion of the Party Member, then that member
will be considered reinstated unilaterally.

B. Once declared a Khulak wrecker by the


Politbureau, the party member has the right to
attend all Plenary Sessions, as well as to defend
himself, until his expulsion is subsequently ratified
by party members.

C. Expulsion of members of the Politbureau must be


ratified by 4/5 of party members.

Article 3

Section 1 : The officers of the club shall be the President, the Vice-
President, the Treasurer, the Co-Chair, and the Secretary.

A. Henceforth the President shall be referred to as


the General-Secretary, the Vice-President as the
People’s Commissar to Foreign Relations, the
Treasurer as the People’s Chairman of Gosplan,
the Secretary as the People’s Commissar to the
Red Army, and the Co-Chair as the People’s
Commissar of Telegraphs and Electrification.
B. This ruling group of people shall be referred to as
the Politbureau.

C. A simple majority of the Politbureau can elect any


party member to either become a Candidate
Member of the Politbureau or a Full Member at
either time.

A. A full member of the Politbureau may vote


on all resolutions, while ;

B. A Candidate Member has the right to


debate, but cannot vote.

D. The Politbureau may pass resolutions dictating the


next Plenary Session, as well as any other
governing needs of the group.

Section 2 : Members of the Politbureau shall serve an unlimited term


once elected, unless removed by a vote of the Politbureau,
through resignation, or through graduation.

Section 3 : If vacancies of one of the five basica Politbureau


memberships, the Party members will be allowed to elect a
new member based on a simple majority of a quorum of ¾
of party members at a Plenary Session. Any vacancy of a
Politbureau members whose post was created by decree of
the Politbureau shall consider that post to be abolished.

Section 4 : The duties of the five basic Politbureau members are as


follows :

A. The General-Secretary shall preside over all


Politbureau meetings, as well as ensuring party unity
and continuation of the group.

B. The People’s Commissar to Foreign Relations shall


ensure that the group’s Plenary Sessions are well
advertised, as well as be in charge of the general
running of all Plenary Sessions.

C. The People’s Chairman of Gosplan shall be in charge


of all financial operations of the group.

D. The People’s Chairman to the Red Army shall record


the minutes of all Politbureau meetings, as well as
ensure the smooth application of all Politbureau
decrees.
E. The People’s Commissar of Telegraphs and
Electrification shall ensure proper lighting exists in
the rooms where Plenary Sessions are held, as well as
ensuring proper digital compatibility for film sessions.

F. In case of the inability of any member to fulfill his


duty, the next-inferior member of the Politbureau
shall be given the duties of that officer until the
Politbureau meets to decide which action to take.

Section 5 : The creation of committees shall be discouraged, as


delegation of responsibilities dealing with unforeseen
events should simply be assigned to Politbureau members,
or a member should simply be added in order to lighten the
work load, if needed. This ensures that all Politbureau
members have equal say in any matters presented before
it.

Article 4

Section 1 : Amendments to the constitution may be proposed by any


member during any Plenary Session, and will be
subsequently voted on by the Politbureau during its next
meetings.

Section 2 : Any proposed amendment must be debated for at least 10


minutes by the Politbureau.

Section 3 : Any Party Member or Politbureau member found in serious


breach of the constitution, which shall be determined by
the Politbureau, will ;

A. In the case of a Party Member, have his rights as a


Party Member suspended for one month or ;

B. In the case of a Politbureau Member, shall have his


membership reduced to a Candidate Member for
one month, or ;

C. In the case of a Candidate Member of the


politbureau, shall be suspended from Politbureau
meetings for one month.

Section 4: If, for some unforeseen reason, the international proletariat


fail in spreading the truth and glory of Soviet/Russian
cartoons, all group funds shall be donated to the German,
Scandinavian, and Dutch department, the office of Slavic
Languages/Literature.

Article 5

Section 1 : There must be at least one Plenary Session held every


month.

Section 2 : Meetings of the Politbureau shall be held at the will of the


General-Secretary or the People’s Commissar of Foreign
Affairs.
