Foreword
For a long time city planners solved the problem of the disposal of precipitation water from paved surfaces
through discharge into the sewer system networks. In the meantime a process of reconsideration has taken
place, away from the sealing of surfaces and the discharge of precipitation into sewer networks towards
unsealing and percolation into the subsoil. Objective of these changes is the near natural management of
stormwater taking into account the pollution control of the soil and surface waters.

The Standard ATV-A 138E “Construction and Dimensioning of Facilities for Decentralised Percolation of
Non-Harmful Polluted Precipitation Water”, dated January 1990, played a relevant part in the reconsidera-
tion process. The ATV-DVWK Working Group ES-4.1 “Percolation of Precipitation Water” has therefore de-
cided to revise this standard and to expand it significantly in the area of application. The listing in a stan-
dard of all surfaces providing runoff with information on special regulations for individual surfaces enables a
comparable consideration of the demands of pollution control for soil and surface waters outside the water
protective areas.

The Standard gives planners, owners and authorities an overview on the currently known measures and fa-
cilities for the percolation of precipitation water, which have proved themselves in practice.

1 Overview

1.1 Area of Application

This Standard applies for the percolation of precipitation runoffs which fall on permeable and impermeably
paved surfaces (Table 1). With this, the area of application of ATV-A 138E, in the January 1990 Edition, of
roof and terrace surfaces in residential areas has been extended to all areas of housing developments as
well as to surfaces for stationary and moving traffic.

In water protective areas special regulations apply for the percolation of collected precipitation water, which
are referred to only basically in this Standard. If a percolation facility is planned in a drinking water or a me-
dicinal spring protective area the requirements of the respective protective area ordinance, which are based
on the DVGW Directive for Drinking Water Protective Areas, Standards W 101 (1995), W 102 (1975) and
W 103 (1975) as well as the LAWA Directive for Medicinal Spring Protective Areas (1998), are relevant. In
the new German Federal States, due to the continuing validity of the Drinking Water Protective Zones Deci-
sions from the time of the GDR, the technical Quality and Delivery Conditions (TGL) 24348/01-03 (1979)
and, since 1989, TGL 43850/01-06 are of significance.

In addition, the following regulations apply for traffic surfaces: “Directive for facilities of roads/streets RAS,
Part 1: Drainage RAS-Ew” (1987), “Directive for structural measures on roads in water catchment areas –
RiStWag” (1982), “Information for measures on existing roads in water protective areas” (1993), “Advisory
Leaflet for water permeable paving of traffic surfaces” (1998) and the “Advisory Leaflet for the drainage of
airfields” (1998). Of the older regulations the DVGW Standard W 102 “Directives for Drinking Water Protec-
tive Areas; 2nd Part: Protective Areas for Dams and reservoirs”, the “RAS-Ew” and the “RiStWag” are being
revised.“
