Going to is not a tense. It is a special expression to talk about the future.

Use of going to
 Plan or Intention. We use going to when we have the intention to do something before we
have already made a decision before speaking.

Look at the example:

 Benny has won the lottery. He says he is going to buy a motorcycle.

 Prediction. We often use to make a prediction about. Our prediction is based on present
evidence.
