Chapter 1
Introduction
1.1 Background
Rabo India was appointed by Ministry of Agriculture to review action plan submitted by the state.
Ministry of Agriculture circulated operational guidelines to the States detailing Mission objectives,
structure, procedures for approval and implementation, ongoing schemes, mission intervention
and management and Overall targets under NHM. Based on the guidelines, states have submitted
their reports.
The objective of the review is to develop a demand –driven approach for horticultural products.
The review included the following:

Methodology
Rabo discussed the initial plan with state horticulture department. It was followed by collection of
data for mapping market linkages (Food Parks, AEZs, Processing facilities, pack houses, cold
storages, mandis). Rabo held discussions with other stakeholders including processors with
facilities in the state and traders in mandis. Rabo also used its existing databases and international
network.

1.3 Guiding Principles
Principles under NHM
The horticulture sector has contributed significantly to GDP in agriculture (28.5 per cent from 8.5
per cent area). The objective of the National Horticulture Mission is to double the horticulture
production, i.e. to achieve a production of 300 million tonnes by 2011-12.
The Mission would adopt an end-to-end approach covering production, post harvest
management, processing and marketing to assure appropriate returns to growers/producers;
promote Research and Development (R&D) of technologies for production, post-harvest
management and processing in potential belts/clusters; Enhance acreage, coverage, and
productivity in potential belts/clusters; Adopt a coordinated approach and promote partnership,
convergence and synergy among R&D, processing and marketing agencies in public as well as
private sectors, at all levels; promote, where appropriate, National Dairy Development Board model
of cooperatives to ensure support and adequate returns to farmers; Facilitate capacity-building
and Human Resource Development. State and sub-state level structures will be evolved, keeping in
view the need for getting adequate returns for the produce of the farmers and eliminating
middlemen to the extent possible.

Potential of Horticulture in Madhya Pradesh
2.1 Background
Madhya Pradesh is the second largest state in the country in terms of area and seventh largest in
terms of population. The state has 48 districts. The state is classified as a sub tropical region.

Strengths Weaknesses

Chapter 3
Existing and potential market linkages
Horticultural crops being perishable in nature are subject to post harvest losses. Factors like
respiration, ethylene production, evaporation, temperature and relative humidity affects the
keeping quality of these products. Post harvest facilities from production linking to the market and
consumption points help in the reduction of losses due to wastage. The existing market
infrastructure in post harvest facilities like cold storage and the avenues for sale in terms of
market and mandi linkages are discussed in detail in this chapter. Agri Export Zones (AEZs) are
promoted with the objective of promoting exports of agricultural produce from selected areas of
productivity prominence, while food parks provide an opportunity of increasing processing
capabilities in the state. The AEZs and the Food Parks are two important linkage points which helps
in absorption of Fruits and Vegetables for further value addition.
3. 1 Food Parks
There are 7 Food parks which are being set up in the state as shown in Exhibit 3.1 (A). The
location of the food parks are in the key production areas for the respective crops.

However, investments have taken place only in two food parks – Mandsaur (Rs 4 Cr) and
Hoshangabad (Rs 2.6 Cr). Mango and orange processing units have been set up both at Mandsaur
and Hoshangabad. In addition, processing units of orange, papaya, mango, guava and peas are
planned at Boregaon. Other food parks in the state have been unable to attract despite necessary
infrastructure announced in the Industrial Promotion Policy 2004.
In Madhya Pradesh, Agri Export Zones have been set up for 6 horticulture crops in line with the
policy of the Government of India. The major activities of the AEZ are extensive pre and post
harvest training programmes, adoption of IPM agri information system, setting up of processing
industries, convergence of facilities available under various departments and organizations. The
state has AEZ for various horticulture crops located in districts with respective production
strengths (Refer Exhibit 3.2 (A))

The export is mainly to the Middle East countries. However, the quantum of exports has been fairly
small.
3.3 Mandis
There are 230 Agriculture Produce Mandi Committees in the State, of which 48 Mandis are notified
exclusively for fruit and vegetables (F&V). Some of the well known Mandis in Madhya Pradesh are
highlighted in Exhibit 3.3 (A). Also, a few key initiatives in contract farming are highlighted in

The current processing is less than 2% of the total horticulture production. Some of the leading
processing units are highlighted in Exhibit 3.4 (A) below. In addition there are over 500 units in
the SME sector of which there are 250-300 potato processing units in Indore and adjoining
districts and 125-150 flower processing units (Gulkhand, Rose water) located in Ujjain. There is
potential for increase in the number of processing units especially for Aonla, Garlic and Coriander
with linkage to the proposed food parks. A brief note on the “Vindhya Valley” Initiative is provided
in Exhibit 3.4 (B)

(B) – The Vindhya Valley Initiative
This is a unique partnership between Hindustan Lever Ltd and the State Government of Madhya
Pradesh. The products include various kinds of spices, pickles, jam, honey and others. These are
processed from crops grown in the rural belts of Guna, Rajgarh, Sehore, Khandwa, Khargone,
Indore, Dewas, and Hoshangabad and sourced from the local Mandis. Over 20 processing units
(SSIs) are engaged in processing of spices, papad, honey, pickles etc.
The sales are managed by the MP Khadi Gramodyog board while the marketing expenses are
funded by the Government. A 5% commission ex-factory is charged which is offset against
marketing costs incurred. The marketing strategy and technical collaboration is being provided by
Hindustan Lever Limited (HLL). This involves identification of products, mapping of supply chain,
appointment of distributors etc.
The cumulative sales in 2004 are estimated at Rs 3 Crores. All the processors are profitable under
this arrangement.

There are only 5 operational pack houses in the state for fruits and vegetables. There is a need to
increase the number of multi product pack houses (Proposed in the NHM plan). The total capacity
of multi-purpose cold storage facilities is over 7 lakh tonnes (Refer Exhibit 3.5). Over 50% of this
capacity is utilized by potatoes alone.

Chapter 6
Recommended Action Plan for 2005-
2005-06 Madhya Pradesh
It is proposed to set up Model Nurseries (More than 4 Ha) both in the Public sector (11 Nos.) and in
the Private sector (4 Nos.). In addition, 9 small nurseries would be set up in the private sector. The
locations and focus crops are indicated in Exhibit 6.1.
In addition, rehabilitation of five existing Tissue culture units (Public Sector) is proposed and
financial assistance has been sought for the same. Moreover, Vegetable Seed production would be
undertaken in 300 Ha in the Public Sector and 200 Ha in the Private sector. Infrastructure facilities
for strengthening of seed production (cleaning, grading, processing, packaging, pouching and
storage) is proposed at 5 locations at a total cost of Rs 100 Lakhs. The total financial assistance
sought for Production and distribution of planting material (all components) in 2005-
2005-06 is Rs 588
lakhs.

There are large plantations under Mango and Orange which are developed with seedlings and their
yields are very poor. Hence it is proposed to replant existing gardens in phased manner with high
quality grafts / buildings or by top working and canopy management of plantations with heavy
manuring for productive yields. It is proposed to undertake rejuvenation /replacement of senile
gardens in 2000 Ha in 2005-06, for Mango and Orange. The district wise break up is provided in
Exhibit 6.3. The total financial assistance sought in 2005-
2005-06 is Rs 300 Lakhs

The additional provision of community tanks and farm ponds are required in each cluster to
augment the water resources so as to sustain the productivity and to enhance the area under
horticulture crops. The Community ponds with Diversion Structures are designed to arrest the high
velocity run off from the nearest streams. This ensures that the pond is full of water and the water
is allowed to remain in the pond for a longer period so that the farmers can utilise the water
collected, for irrigation at critical periods. The cost of the each structure is approximately Rs. 10
lakhs and 185 such structures are proposed for 2005-06, as shown in Exhibit 6.4. The total

The essence of the integrated nutrient supply is the combined use of inorganic, organic and bio-
fertilizers in order to sustain the productivity of the crops. It is essential to promote Integrated
Pest Management/INM, as residue levels of pesticides are a limiting factor for export. The use of
IPM can help in reducing residue levels as well as cost of cultivation. The assistance will also be
provided for establishment of disease forecasting units. Besides this, it is essential to promote
Integrated Nutrient Management with adoption of leaf and tissue analysis reports

6.9 Technology
Technology Dissemination
Latest technologies on crop specific cultivation (focus crops), use of IPM /INM, protected
cultivation, organic farming etc would be disseminated through farmer participatory
demonstration in a compact area of 1 Ha. In addition, front line demonstrations would be held in
State Agricultural Universities. The summary of the various initiatives proposed is provided in

additional manpower for extension work recruited on a contractual basis. Institutional
strengthening through hire/purchase of vehicles /equipments would be undertaken. Infrastructure

6.12 while Annexure 5 contains the detailed workings.
