Re: DEMAND Publication of short listed applicant to Job (group 4&6)


Advertised on 14 February 2011.

The Coast Development Transparency Initiative, (CODETI) and other stakeholders


hereby DEMAND the publication of all short listed applicants as required by law. As
advertised on 14th. April 2011. We need to see the short listed applicant published in
the dailies for their interviews. The current public policy governing staffing has
established proper procedures with rules and regulations on the recruitment of human
resources.

In order to ensure transparency and accountability in the running of public


institutions, the public has a right to know and participate in the affairs of the
institute. It is important to remove the nortion that KMA is practicing single sourcing
and embrace transparency. There is need to publish the short listed applicant who
qualified for the advertised posts, if your institute really did post adverts on the
dailies. Contrary to this, KMA will be seen as sanctioning nepotism, favourism and
neglecting other potential candidates who are not accorded an opportunity to apply.

Under the current constitution, chapter 13 on public service, article 232 (1), CODETI
is mandated to know whether that clause of the constitutions was complied by KMA
in this recruitment. The accountability for administrative acts, transparency and
provision to the public of timely, accurate information; fair competition and merit as
basis of appointment and promotion, representation of Kenya’s diverse communities;
and affording adequate and equal opportunities for appointment, training and
advancement, at all levels of public service, of men and women, the members of all
ethnic groups; and persons with disabilities. That the KMA is abdicating its sole
responsibility of ensuring the local community participation in the sector is
unacceptable and is indeed the subject of our petition today.

We are appealing to KMA management to embrace transparency and ensure


observance of article 232(1). As a public watchdog CODETI is empowered by the
constitution to demand that KMA comply with the regulation as in the above article.
We reiterate the need for the Kenya Maritime Authority to uphold good governance

practices that are transparent and promote public participation as envisaged in your
Strategic Plan 2006-2011.
