Reforma da ONU
As instituições internacionais mostram-se cada vez menos capazes de superar os
graves desafios do mundo atual, em razão do progressivo déficit de
representatividade e de coerência do sistema multilateral. A reforma da
Organização das Nações Unidas inclui a revitalização da Assembléia Geral e do
Conselho Econômico e Social (ECOSOC) e a reforma do Conselho de Segurança.
Panorama internacional
O Conselho de Segurança é o órgão com responsabilidade primária pela manutenção da paz e da segurança
internacionais. Suas decisões são vinculantes e devem ser seguidas por todos os Estados. No entanto, sua
composição permanece essencialmente a mesma desde 1945, quando a Organização foi criada, ao final da
Segunda Guerra Mundial. Reflete, assim, a realidade de um mundo que não é o de hoje, em que os países em
desenvolvimento desempenham papel mais relevante nas questões econômicas e políticas internacionais.
O Conselho de Segurança necessita de reformas urgentes para ampliar sua legitimidade e reforçar sua
autoridade. Tais reformas inserem -se no contexto mais abrangente da reforma das instituições de governança
global. O Conselho deve ser renovado para incluir novos membros permanentes e não-permanentes,
Um Conselho de Segurança mais representativo contribuirá de forma mais eficaz para uma ordem mu ndial mais
justa e segura. Ao incluir novos atores, seu processo decisório será mais legítimo e poderá contribuir com mais
vigor para a resolução dos conflitos e das crises que afligem o mundo.
A aspiração brasileira por um assento permanente no Conselho de Segurança das Nações Unidas decorre da
percepção de que os países em desenvolvimento devem ter um papel no Conselho à altura de sua importância

Em 2004, Brasil, Alemanha, Índia e Japão (G -4) uniram esforços em favor de uma reforma que permitisse o
Conselho de Segurança refletir a realidade internacional do século XXI e torná -lo mais representativo, legítimo
e eficaz, por meio da criação de novos assentos per manentes e não-permanentes e a participação dos países
em desenvolvimento em ambas categorias. O G-4 elaborou proposta pela qual seriam criados seis novos
membros permanentes (os quatro países do Grupo, mais dois países africanos), além de quatro novos
membros não permanentes, o que resultaria em um Conselho de Segurança com 25 membros, por oposição

Panorama internacional
O grupo adquiriu maior relevo após a crise financeira internacional iniciada em 2008. A crise teve como origem
o baixo nível de regulação e supervisão dos mercados financeiros praticado nos países desenvolvidos e, por
externo, repercutiu em todo o mundo. O esgotamento do modelo de gestão macroeconômica defendido pelas
maior resiliência das economias emergentes à crise e a eficácia de suas medid as anticrise, contribuíram para
que o G-20 fosse designado como o principal foro para a cooperação econômica internacional, conforme
foros restritos para o G-20 as discussões e as decisões sobre temas pertinentes à estabilidade da economia

encontros do G-20, como reuniões dos Ministros do Trabalho, de Ministros de Finanças (Fazenda), de Vice -

combustíveis fósseis também têm sido recebido muita atenção da política externa brasilei ra. O Brasil reconhece

importância que confere a este grupamento como o foro primordial para a discussão dos assuntos econômicos

1. Background
In response to the global financial crisis in late 2008, the United States convened the Group of 20 Summit on
Financial Markets and the World Economy on November 14±15, 2008, in Washington, D.C. It was attended by
the leaders of the member nations of the G-20 Finance Ministers and Central Bank Governors Meetings. At the
third G-20 Summit in Pittsburgh in 2009, the leaders designated the G-20 as the premier forum for

The First Meeting (Held in Washington, D.C., the U.S., November 1 4±15, 2008) During the first meeting,
member countries agreed to implement economic stimulus measures, including fiscal and monetary policy
instruments, to prevent the financial crisis from spilling over into the real economy. They also agreed to refrain
from raising new barriers to investment or trade in goods and services and from imposing new export
restrictions for the coming 12 months. Also agreed on were common principles for financial reforms.
The Fourth G-20 Summit is slated for June 26-27 in Toronto, Canada and the fifth for November 11-12 in
Seoul, Korea.

together systemically important industrialized and developing economies to discuss key issues in the global

discussion between industrial and emerging-market countries on key issues related to global economic stability.
By contributing to the strengthening of the international financial architecture and providing opportunities for
dialogue on national policies, international co-operation, and international financial institutions, the G-20 helps to
The G-20 was created as a response both to the financial crises of the late 1990s and to a growing recognition
that key emerging-market countries were not adequately included in the core of global economic discussion and
governance. Prior to the G-20 creation, similar groupings to promote dialogue and analysis had been established
at the initiative of the G-7. The G-22 met at Washington D.C. in April and October 1998. Its aim was to involve
non-G-7 countries in the resolution of global aspects of the financial crisis then affecting emerging-market
countries. Two subsequent meetings comprising a larger group of participants (G-33) held in March and April
1999 discussed reforms of the global economy and the international financial system. The proposals made by
the G-22 and the G-33 to reduce the world economy's susceptibility to crises showed the potential benefits of a
regular international consultative forum embracing the emerging-market countries. Such a regular dialogue with
a constant set of partners was institutionalized by the creation of the G-20 in 1999.

The European Union, who is represented by the rotating Council presidency and the European Central Bank, is
the 20th member of the G-20. To ensure global economic fora and institutions work together, the Managing
Director of the International Monetary Fund (IMF) and the President of the World Bank, plus the chairs of the
International Monetary and Financial Committee and Development Committee of the IMF and World Bank, also
participate in G-20 meetings on an ex-officio basis. The G-20 thus brings together important industrial and
emerging-market countries from all regions of the world. Together, member countries represent around 90 per
cent of global gross national product, 80 per cent of world trade (including EU intra-trade) as well as two-thirds of
the world's population. The G-20's economic weight and broad membership gives it a high degree of legitimacy
and influence over the management of the global economy and financial system.

The G-20 has progressed a range of issues since 1999, including agreement about policies for growth, reducing
abuse of the financial system, dealing with financial crises and combating terrorist financing. The G-20 also aims
to foster the adoption of internationally recognized standards through the example set by its members in areas
such as the transparency of fiscal policy and combating money laundering and the financing of terrorism. In
2004, G-20 countries committed to new higher standards of transparency and exchange of information on tax
matters. This aims to combat abuses of the financial system and illicit activities including tax evasion. The G-20
has also aimed to develop a common view among members on issues related to further development of the

First, the scope of financial regulation has been largely broadened, and prudential regulation and supervision
have been strengthened. There was also great progress in policy coordination thanks to the creation of the
framework for a strong, sustainable and balanced growth designed to enhance macroeconomic cooperation
among the G20 members and therefore to mitigate the impact of the crisis. Fin ally, global governance has
dramatically improved to better take into consideration the role and the needs of emerging of developing

IMF or World Bank, the G-20 (like the G-7) has no permanent staff of its own. The G -20 chair rotates between
members, and is selected from a different regional grouping of countries each year. In 2011 the G-20 chair is
France. The chair is part of a revolving three-member management Troika of past, present and future chairs. The
incumbent chair establishes a temporary secretariat for the duration of its term, which coordinates the group's
work and organizes its meetings. The role of the Troika is to ensure continuity in the G-20's work and

It is normal practice for the G-20 finance ministers and central bank governors to meet once a year. The
ministers' and governors' meeting is usually preceded by two deputies' meetings and extensive technical work.
This technical work takes the form of workshops, reports and case studies on specific subjects, that aim to
provide ministers and governors with contemporary analysis and insights, to better inform th eir consideration of
The G-20 cooperates closely with various other major international organizations and fora, as the potential to
develop common positions on complex issues among G-20 members can add political momentum to decision-
making in other bodies. The participation of the President of the World Bank, the Managing Director of the IMF
and the chairs of the International Monetary and Financial Committee and the Development Committee in the G-
20 meetings ensures that the G-20 process is well integrated with the activities of the Bretton Woods Institutions.
The G-20 also works with, and encourages, other international groups and organizations, such as the Financial
Stability Board and the Basel Committee on Banking Supervision, in progressing international and domestic
economic policy reforms. In addition, experts from private-sector institutions and non-government organisations
are invited to G-20 meetings on an ad hoc basis in order to exploit synergies in analyzing selected topics and
avoid overlap.
The country currently chairing the G-20 posts details of the group's meetings and work program on a dedicated
website. Although participation in the meetings is reserved for members, the public is informed about what was
discussed and agreed immediately after the meeting of ministers and governors has ended. After each meeting
of ministers and governors, the G-20 publishes a communiqué which records the agreements reached and
measures outlined. Material on the forward work program is also made public.

The explanation of the vote by the Permanent Representative of Brazil to the UN, Ambassador Maria Luisa
Viotti, on the UNSC session, follows bellow.
³Mr. President,
The Government of Brazil has publicly condemned the use of violence by the Libyan authorities and called on
them to uphold and protect the right of fr ee expression of the protesters and to seek a solution to the crisis
through meaningful dialogue.
Our vote today should in no way be interpreted as condoning the behaviour of the Libyan authorities or as
disregard to the need to protect civilians and resp ect their rights.
Brazil stands in solidarity with all movements in the region expressing their legitimate demands for better
governance, more political participation, economic opportunities and social justice.
We condemn the Libyan authorities¶ disregard for their obligations under international humanitarian law and
human rights.
We also pay due regard to the Arab League¶s call for strong measures to stop the violence, through a no -flight
zone. We are sensitive to their call and understand and sh are their concerns.
It is our view, however, that the text of the resolution before us contemplates measures that go much beyond
such call. We are not convinced that the use of force as contemplated in the present resolution will lead to the
realisation of our most important objective ± the immediate end of violence and the protection of civilians.
We are also concerned that such measures may have the unintended effect of exacerbating tensions on the
ground and causing more harm than good to the very same civilians we are committed to protecting.
Many thoughtful commentators have noted that an important aspect of the popular movements in the North of
Africa and the Middle East is their spontaneous, home grown nature. We are also concerned at the possibility
that the use of military force as called for by today¶s resolution change that narrative in ways that can have
serious repercussions for the situation in Libya and in the broader Middle East.
No military action alone will succeed in bringing the co nflict to an end. Protecting civilians, ensuring a lasting
settlement, and addressing the legitimate demands of the Libyan people demand a political process.
We support the efforts being made in this regard by the Special Envoy of the Secretary -General and by the
African Union.
We also welcome the inclusion, in today¶s resolution, of operative paragraphs demanding an immediate cease -
fire and a complete end to violence and all attacks against, and abuses of, civilians, and stressing the need to
intensify efforts conducive to the political reforms necessary for a peaceful and sustainable solution.

Ministerial Meeting of the G4 countries (Brazil, Germany, India and Japan): Joint Press Statement
1. The Minister of External Affairs of India, the Federal Minister for Foreign Affairs of Germany, the Minister of
External Relations of Brazil and the State Secretary for Foreign Affairs of Japan met in New York on 11 February
2011, for the second time in the last six months, to exchange views on Securit y Council reform.
2. The Ministers agreed that as democracies with shared political values including respect for the rule of law,
respect for human rights and a commitment to multilateralism, the G4 countries hold a number of common
positions on the major contemporary challenges to international peace and security. They noted with
satisfaction the important contributions being made by their countries to the working of the Security Council
and to the maintenance of international peace and security. They reaf firmed their willingness and capacity to
take on major responsibilities in this regard. They stated that the international system would benefit from the
expansion of the UN Security Council, which would ensure that the Council is truly reflective of curren t
geopolitical realities and make it stronger, more representative, legitimate, effective and efficient.
3. In this context, the G4 countries reiterated their commitments as aspiring new permanent members of the
UN Security Council, as well as their support for each other's candidatures. The G4 countries also reaffirmed
their view of the importance of Africa to be represented in the permanent membership of an enlarged Council.
They also reconfirmed the need for additional non-permanent members and improvement in the Council¶s
working methods.
4. The Ministers expressed gratitude for the efforts made by the President of the General Assembly, H.E. Mr.
Joseph Deiss and Ambassador Zahir Tanin, the Chair of the intergovernmental negotiations, for their fac ilitating
role in the negotiations among the Member States. The Ministers stressed that the ongoing intergovernmental
negotiations made it clear that the overwhelming majority of the Member States support expansion in both the
permanent and non-permanent categories of the Security Council membership, as well as increased

On 21 January 2010, at the FAO Headquarters, the Brazilian Government officially submitted the nomination of
Professor José Graziano da Silva for Director-General of the Food and Agriculture Organization, for the 2012 -
2015 tenure. The election will take p lace during the 37th Session of the FAO Conference, to be held from 25
June to 2 July, in Rome.
Having submitted the required documentation, Brazil confirms the announcement of the nomination made last
November by former President Luiz Inácio Lula da Sil va, on his behalf as well as that of then President -elect
Dilma Rousseff, during the UNASUR Summit of Heads of State and Government.
His nomination is relevant in light of Brazil¶s success in the agricultural domain in its many forms, from
production to research and especially in the fight against hunger, in fostering food security and development

Brazil has been formally approved for Regional Membership to the Caribbean Development Bank (CDB), based

in Bridgetown, Barbados. The Brazilian Government had pledged to participate in the Bank during the 1 Brazil-
Brazil¶s entry was authorized b y Legislative Decree 801, enacted by the Federal Senate on 20 December 2010.
Brazil will thus able to acquire US$ 28 million of the Bank¶s capital stock.
Created in 1969 and comprising Caribbean countries and territories, the Bank aims at financing economic
development projects to decrease poverty, with special attention to least developed countries such as Haiti, and
Brazil will participate in the Bank in the same manner as Colombia, Mexico and Venezuela, as non -borrowing
regional member with voting powers. Germany, Italy, the United Kingdom, Canada and China are non-
borrowing, non-regional members. As per the agreement with the CDB, Brazil will acquire a total of 3,118
capital stocks, in six annual installments. The entry process also provides for a Brazilian contribution of US$ 5
million for the CDB ³Special Development Fund´, destined for the least developed members.

On 15 February 2011, Brazil assumed command of the Maritime Task Force (MTF) of the United Nations Interim
Force in Lebanon (UNIFIL). The MTF is composed of 800 troops of 33 different nationalities and 8 vessels and,
from now on, it will be commanded by Rear A dmiral Luiz Henrique Caroli. It is the first time that the MTF

The peaceful resolution of the Question of Palestine is arguably the single-most important
objective for peace and stability in the world.
For its part, the continued expansion of Israeli settlements in the Palestinian Occupied
Territory came to be the most important obstacle for concrete progress in negotiations
leading to a just and durable solution to this Question.
It is therefore only natural that the Security Council deals with this issue in a manner
consistent with its primary responsibility for international peace and security. We welcome an
The draft resolution that we had before us today restated that all Israeli settlement activities
in the Occupied Palestinian Territory, including East Jerusalem, are illegal and constitute a
major obstacle to the achievement of peace on the basis of the two-State solution.
It recalled Israel obligations under the Roadmap, endorsed by UNSC Resolution 1515. It also
called for the immediate resumption of credible negotiations.
Brazil cosponsored the draft resolution not only because we fully agree with its content, but
also because we firmly believed it could help us achieve the two-State solution and therefore
contribute to the long-term security and stability of the whole region, including Israel. In
seeking to advance the peace process, we also have in mind Israel¶s right to live in security,
free of attacks and threats to its existence. Brazil and Israel are good friends and important

First, that continued disregard for international obligations relating to settlement construction
poses a threat to peace and security in the region.
Second, that halting settlement activities should be seen not as a concession, but as the

settle for less.
Brazil has supported over the years the fulfillment of the legitimate aspirations of the
Palestinian people for a cohesive, secure, democratic and economically viable State, within
the borders of 1967 and with East Jerusalem as its capital, living side by side and in peace
with the State of Israel.
As we strengthened our diplomatic relations with all countries in the region, we deepened
our commitment to stability in the Middle East, our condemnation to all forms of terrorism
and our conviction that the peace process must be accelerated.
Brazil¶s recent recognition of the Palestinian State is fully consistent with our willingness to
contribute to a just and lasting solution to the Question of Palestine. As explicitly indicated at
the time, that decision did not mean abandoning the conviction that negotiations between
Israelis and Palestinians are indispensable. On the contrary, we see it as stimulus to further
negotiation. Only dialogue and peaceful coexistence with all neighbors can truly advance the
Palestinian cause.
Many years of negotiating efforts produced a substantial basis upon which progress can be
achieved. It is our hope that the more intensive schedule of meetings of the Quartet
indicates willingness to take concrete steps that lead to an agreement on the final status
issues by September.
We believe that the inclusion of more countries in the peace process, including developing
countries from outside the region and with good relations with all parties, would bring fresh
air to the peace process.
Brazil stands ready to participate and support in these efforts. We have been giving our
contribution to the Palestinian Authority state-building efforts, including through bilateral and
IBSA cooperation.
In times of unprecedented potential for change in the Middle East, it is even more urgent
that progress be made on the Israeli-Palestinian peace process. Now, more than ever, the
brighter the perspectives for Palestinian statehood, the greater the chances that the region
will advance more steadily towards stability and democracy.
Halting the construction of settlements would be a clear signal of political will to engage in
serious negotiations.
To achieve an agreement, difficult political decisions will be required. Brazil is confident that
the Israeli and the Palestinian leadership will display statesmanship and will be ready to
make the painful concessions needed for the next generations to enjoy the benefits of
peace.´
