The 1961 &ion of ANSI Standard A l l 7.1 presentedthe first criteria for acoessibility to
be approvedas an American NationalStandard and was the result of researchconducted
by the University of Illinois under a grant from the Easter Seal Research Foundation. The
National Easter Seal Society and the President’s Committee on Emptoyrnent of People
with Disabilities became members of the Secretariat,and the 1961 edition was reaffirmed
in 1971.
In 1974, the U.S. Department of Housing and Urban Development joined the Secretariat
and sponsoredneeded research,which resulted in the 1980 edition.After further revision
that included a special effort to remove application criteria (sooping requirements),the
1986 edition was publishedand, when requestedin 1987, the Council of American Build-
ing Officials (CABO) assumed the Secretariat. Central to the intent of the change in the
.Secretariat was the development of a standard that, when adapted as part of a building
code, would be compatiblewith the building code and its enforcement. The 1998 edition
largely achievedthat goal. In 1998, CAB0 became the InternationalCode Council (ICC).
2003 Edition
New to the 2003 edition are criteria for elements and fixtures primarily for children’s use;
enhanced reach rangecriteria; transportationfacilities; additional provisionsfor assembly
areas; and an addition and rearrangement for accessible dwelliig and sleeping units.
These new criteria are intendedto providea level of coordinationbshneen the accessible
provisionsof this standard and the Fair Housing Accessibility Guidelines (FHAG) and the
Americans with DisabilitiesAct Accessibility Guidelines (ADAAG). IHustrative figures are
numberedthe same as correspondingtext to simplifythe use ofthe Standard. Unlessspe-
cified otherwise, figures are not part of the Standard. Should a figure appear to illustrate
criteria that differ with the text of the Standard, the criteria stated in the text govern.
ANSI Approval
This Standard was processedand approved for submittalto ANSI by the Accrediied Stan-
dards Committee A117 on Architectural Featuresand Site Designof Public Buildingsand
Residential Structures for Persons with Disabilities. ANSI approved the 2003 edition on
November 26,2003. Committee approvalof the Standard does not necessarilyimply that
all Committee members voted for its approval.
Adoption
ICC/ANSI A117.1-2003 is available for adoption and use by jurisdictions internationally.
Its use within a governmental jurisdictionis intendedto be accomplished through adoption
by reference in accordance with proceedingsestablishingthe jurisdiction’s laws.
