1. INTRODUCTION
i) The FMGE-Screening Test has been introduced by the Screening Test Regulations
2002. As per the regulations, “An Indian citizen possessing a primary medical
qualification awarded by any medical institution outside India who is desirous of
getting provisional or permanent registration with the Medical Council of India or any
State Medical Council on or after 15.03.2002 shall have to qualify a screening test
conducted by the prescribed authority for that purpose as per the provisions of section
13 of the Act.”
v) There will be 300 multiple-choice questions (MCQ) of single response type in the
paper.
viii) Results (Pass/Fail) for eligible candidates will be displayed at the website and office
of NBE. Marks obtained shall be declared for all the candidates and also displayed as the
website www.natboard.edu.in.
ix) The applicants who qualify the Screening Test may apply to the Medical Council of
India, New Delhi or to any State Medical Council for provisional registration /
permanent registration.

l) Application Status / Roll numbers / results can be seen at the website
www.natboard.edu.in
m) Roll number can be downloaded from the website and quoted when not received by
post in time.
n) Appearance or success in the screening test does not confer any right upon a candidate
for seeking registration with MCI/State Medical Council.
Registration of FMG by the MCI /State Medical Council is subject to fulfillment of MCI
/State Medical Council criteria/rules/regulations framed for this purpose.
o) Undertaking by applicant as per Annexure ‘E’ has to be submitted with application form.
q) The Admit Card is not transferable to any other person. Impersonation is a punishable
offence under law. CANDIDATES ARE REQUIRED TO BRING THEIR PASSPORT
ALONGWITH THE ADMIT CARD FOR ENTRY TO THE EXAMINATION CENTRE.
National Board of Examinations reserves its absolute right to verify the identity of the
applicant/examinees/candidates.
r) Candidates are required to strictly adhere to the reporting time as indicated in Admit
Card/Information Bulletin. Exam centre gates shall be closed at 9.00 AM sharp. Late
entry or early exit of candidates is not permissible under any circumstances.
s) Unfair means NBE reserves its absolute rights to take penal action as applicable
under civil/criminal procedure/guideline or any other action deemed appropriate
against candidates found using unfair means.
Unfair means includes canvassing for support of a candidate with examiners of DNB
Exam/NBE office/any other functionary/use of electronic gadgets as Mobile Phones
during exam/Impersonation/use of study aids as books/notes etc. during exam./
Influencing any functionary of exam system/any other act intended to breach the
sanctity of examination process.

3. ELIGIBILITY CRITERIA
The Applicant must meet/fulfill the following criteria :
a) He / She is a citizen of India.
b) Possesses primary medical qualifications that are recognized by the Government of
the country issuing that qualification and the holder of that qualification is entitled for
practice in that country. The said medical school must be listed in WHO directory of
medical schools.
c) He / She had obtained “Eligibility Certificate’ from the Medical Council of India
(applicable only in respect to students who took admission abroad on or after
15.03.2002). This requirement shall not be necessary in respect of Indian citizens or
overseas citizens of India who have obtained admission in foreign medical institute
before 15th March 2002.
d) All students who have taken admission abroad prior to 15.03.2002 and are required
to qualify the Screening Test for their registration, shall be allowed to appear in the
Screening Test even if they do not meet the minimum admission norms of MCI for
joining undergraduate medical course, subjected to the compliance of the Judgment(s)
of the Hon’ble Supreme Court/Competent Courts in this regard including but not limited
to judgment dated 8th March 2002 in Civil Appeal No. 2779 of 2000 & other judgments.
e) From 15.03.2002 and onwards all students are required to obtain an Eligibility
Certificate from MCI before proceeding abroad for studies in Medicine.
f) Applicants/Candidates may also refer to Screening Test Regulations and Regulations on
Graduate Medical Education, Eligibility Certificate Regulations issued by Medical Council
of India. The same may be referred to at www.mciindia.org or obtained from Secretary,
Medical Council of India, Sector 8 Pocket 14, Dwarka, New Delhi. Telephone: 25367033,

g) Cut-off date for obtaining the Primary Medical Qualification shall be before the conduct
of exam i.e. before 25th September, 2011. It is mandatory to provide proof/documentary
evidence in support of the candidate having passed final examination for such a primary
medical qualification/posses the primary medical qualification on before the cut-off date.
In the event of the date of issue of result/proof, primary medical qualification being after
the prescribed cut off date, the application forms shall be rejected and candidates
declared as ineligible.
4. EXAMINATION CENTRE
a) The exam shall be held on 25th September, 2011 at New Delhi
b) Timing of the exam are:
i) Forenoon/ Ist Session 9:00 AM to 11:30 AM
ii) Afternoon/ IInd Session 1:00 PM to 03:30 PM
c) Reporting Time for candidates for the first and second sitting is 08:30 AM and 12:30PM
respectively.
d) The Exact venue at New Delhi Shall be notified in the Admit Card.
e) Applicants are to make own arrangements for Travel /lodging etc.
f) All candidates are required to bring their Passport as proof of Identity at the exam
center. Candidates may not be to allowed to appear in exam if they are unable
to produce original passport.
g) Candidates are advised that (due to security reasons) they may not be allowed to
leave the exam center between 09:00 AM, to 03:30 PM.

5. PAYMENT OF FEES
Candidates are required to submit the following fees:
a) Examination Fee – Rs 3500/- (Three Thousand Five Hundred)
b) Application Form Fee (to be submitted by candidates using internet
downloaded forms) – Rs 750/- (Seven Hundred Fifty only)
c) Late Fee – To be submitted by candidates submitting their application form
after the cut off date but before the cut off date with late fee as prescribed in
this Information Bulletin – Rs 1500/- (One Thousand & Five Hundred only)
The fee can be paid by the following means:
d) By cash deposit : At all branches of Indian Bank and Axis Bank. Kindly use
the specialized pay-in-slip provided in this Information Bulletin for this purpose
(Annexure C.)
e) Fees submitted by any other means shall not be accepted.
Kindly Note:-
Absentees from the examination will forfeit their examination fee.
Candidates are advised to read the rule position carefully and satisfy terms and
conditions for fulfillment of eligibility criteria.

e) The applicant is required to give his/her contact postal address in capital letters with
pin code.
f) Application form must be filled by candidate in his/her own handwriting. Use of proxy
for filling of application form will lead to cancellation of candidature.
8. ADMIT CARDS
a) Admit Card will be issued to all eligible applicants whose complete Application Forms
have been received by NBE on or before the last date of receiving the application
form.
b) The Applicant should carefully examine the Admit Card and ensure that all the entries
therein are correct. In case of any discrepancy, the same shall be brought to notice
of the National Board of Examinations.
c) The Admit Card is not transferable to any other person. Impersonation is punishable
offence under law. CANDIDATES ARE REQUIRED TO BRING THEIR PASSPORT
ALONGWITH THE ADMIT CARD FOR ENTRY TO THE EXAMINATION CENTRE.
National Board of Examinations reserves its absolute right to verify the identity of the
applicant/examinees/candidates.
d) All applicants shall carefully preserve the Admit Card till the registration process is
complete.
e) In an unlikely event of Non-receipt of Admit Card: Applicants are advised to take
a print out of their Roll nos. from website and paste one photo (self attested) on the
same. Applicants are advised to bring his/ her passport as a proof of identification.
f) National Board of Examinations will not be responsible for any postal delay or
unforeseen reasons resulting in non/late receipt of the Admit Card.
g) A plea that the applicant failed to receive the information for appearing in the Screening
Test will not be accepted as a ground for the refund of fee or any other claim.
h) National Board of Examinations reserves the absolute right to withdraw the
permission, if any, granted inadvertently to any applicant who is not eligible to
appear in the Screening Test even though an Admit Card has been issued or
name displayed on the website/notice board of the Board.
i) Issuance of Admit Card or display of the applicants name on the website of the
Board does not confer any right whatsoever by the applicant for his / her eligibility for
the purpose of registration by MCI.
j) National Board of Examinations reserves the absolute right to withdraw/cancel the
result of candidate who was not eligible to appear in screening Test but was
inadvertently granted permission for appearing in screening Test.

prescribed and for no other purpose by an Indian citizen possessing any primary medical
qualification but has not undergone such practical training after obtaining that
qualification as may be required by the rules or regulations in force in the country
granting the qualification;
h. “qualifying examination” means the examination to be qualified to become eligible for
admission to MBBS course in India as prescribed in the Graduate Medical Education
Regulations, 1997.
i. “registration” means either Provisional Registration or Permanent Registration.
3. An Indian citizen possessing a primary medical qualification awarded by any medical
institution outside India who is desirous of getting provisional or permanent registration
with the Medical Council of India or any State Medical Council on or after 15.03.2002
shall have to qualify a screening test conducted by the prescribed authority for that
purpose as per the provisions of section 13 of the Act:Provided that a person seeking
permanent registration shall not have to qualify the screening test if he/she had already
qualified the same before getting his/her provisional registration.
4. Eligibility Criteria: No person shall be allowed to appear in the screening test unless:
1. he/she is a citizen of India and possesses any primary medical qualification, either
whose name and the institution awarding it are included in the World Directory of Medical
Schools, published by the World Health Organisation; or which is confirmed by the
Indian Embassy concerned to be a recognised qualification for enrolment as medical
practitioner in the country in which the institution awarding the said qualification is
situated;
2. he/she had obtained ‘Eligibility Certificate’ from the Medical Council of India as per the
‘Eligibility Requirement for taking admission in an undergraduate medical course in a
Foreign Medical Institution Regulations, 2002’. This requirement shall not be necessary
in respect of Indian citizens who have acquired the medical qualifications from foreign
medical institutions or have obtained admission in foreign medical institution before
15th March, 2002.
5. The purpose of conducting the screening test shall be only to determine the eligibility
or otherwise of a candidate for his or her registration with the Medical Council of India
or any State Medical Council and qualifying the same shall not confer any other right,
whatsoever, on a candidate.
6. The details regarding the Scheme for conducting the screening test and the syllabus of
the test shall be announced by the Medical Council of India from time to time for the
information of the candidates.

7. The screening test shall be conducted twice every year as per the Schedule of
examination announced by the Prescribed Authority. The procedure of conducting
the test shall be in accordance with the Scheme announced by the Medical Council
of India in this regard.
8. There shall be three papers of multiple choice questions in Pre-Clinical, Para-Clinical
and Clinical Medicine and its allied subjects including Obstetrics and Gynaecology.
The language of the test shall be English. The test for each paper will be of three
hours duration.
9. A candidate shall be declared as having passed only if he/she obtains a minimum of
50% (fifty percent) marks in each paper separately. The minimum qualifying marks
shall apply to all categories of candidates without exception.
10. A candidate may avail of maximum three chances to appear and pass the test. Actual
appearance at the test will constitute an attempt. If he/she does not qualify even in
his/her 3rd appearance in the test, the candidate will not be eligible for registration by
the Council or by any State Medical Council in India.
11. The Prescribed Authority shall intimate the result of the Screening Test to the
candidates as well as to the Secretary, Medical Council of India and the State Medical
Councils. The unsuccessful candidates shall also be appropriately informed. The
candidates who qualify the Screening Test may apply to the Secretary, Medical Council
of India, New Delhi or to any State Medical Council for provisional registration/
permanent registration along with the requisite registration fee in favour of Secretary,
Medical Council of India or the State Medical Council. The Medical Council of India or
the State Medical Councils shall issue provisional registration to such successful
candidates, who are yet to undergo one year internship in an approved institution and
issue permanent registration to such eligible candidates who have already undergone
one year internship, as the case may be.

PRESS NOTE
It is brought to the notice of all Indian Citizens possessing a primary medical qualification
awarded by any medical institution outside India who are desirous to getting Provisional
or Permanent Registration with the Medical Council of India or any State Medical Council
on or after 15th March,2002 that they shall have to qualify a Screening Test which will be
conducted by the National Board of Examinations, Ansari Nagar, New Delhi-110029, as
per the provisions of the Indian Medical Council Act,1956 (as amended) and the Screening
Test Regulations,2002, which has been notified in Part III Section 4 of the Gazette of India
Extra-ordinary issue dated the 18th February,2002. The Amendment Act and the Screening
Test Regulations are available for reference in the MCI Website : www.mciindia.org. The
Screening Test will be conducted twice a year as per the Schedule of Examination to be
announced by the National Board of Examinations, New Delhi. There shall be three papers
of Multiple choice questions in pre-clinical, para-clinical and clinical medicine and its allied
subjects including Obstetrics. & Gynaecology. The language of the test shall be English.
The test for each paper will be of three hours duration. A candidate has to obtain a minimum

Subject: Intimation regarding holding of Screening Test for Indian Citizens holding Foreign
Medical Qualifications and issue of Eligibility Certificate to Indian candidates going abroad
for joining undergraduate medical course in a foreign medical institution – Reg.
Sir,
This is to bring to your kind notice that the Indian Medical Council Act,1956 has been
amended by the Indian Medical Council (Amendment) Act,2001 under which Regulations
have been approved by the Central Govt. and notified in the Gazette of India which provide
broadly for the following
1. No new primary medical qualification (equivalent to MBBS in India) granted by any
medical institution outside India shall be included in the Schedules to the Indian Medical
Council Act after coming into force of the Indian Medical Council (Amendment) Act,2001
i.e. 3rd September, 2001.
2. A citizen of India possessing a primary medical qualification as defined in the enclosed
Screening Test Regulations,2002 {para 2(f)}granted by any medical institution in any
country outside India and who is desirous of getting provisional or permanent registration
with the Medical Council of India or any State Medical Council on or after the 15th
March,2002 shall have to qualify a screening test conducted by the prescribed authority.
3. An Indian citizen seeking admission in a foreign medical institution for obtaining a
primary medical qualification as defined in the enclosed Screening Test Regulations,
2002 {para 2(f)} on or after the 15th March, 2002 shall be eligible to appear in the
Screening Test only if he possesses the eligibility qualification as per the regulations
framed by the MCI (for admission to MBBS course in India) – Extracts of Graduate
Medical Education Regulations are enclosed for reference.
4. Any person who is desirous of joining an undergraduate medical course in any foreign
medical institution on or after 15th March,2002 should approach the Medical Council
of India, New Delhi for issue of Eligibility Certificate for that purpose as per the Eligibility
Requirement for Taking Admission in an Undergraduate Medical Course in a Foreign
Medical Institution Regulations,2002. All such candidates will be allowed to appear in
the screening test only if they produce the eligibility certificate, after completion of the
medical course abroad and if they are eligible to sit for the screening test as prescribed
in the Screening Test Regulations, 2002.

A copy each of the following documents are sent herewith for information and necessary
action:-
1. Indian Medical Council (Amendment) Act, 2001 (published in the Gazette of India
Extra-ordinary issue dated 3rd September, 2001).
2. The Screening Test Regulations, 2002 (published in the Gazette of India Extra-ordinary
issue dated the 18th February, 2002).
3. The Eligibility Requirement for Taking Admission in an Undergraduate Medical Course
in a Foreign Medical Institution Regulations,2002.
4. Extracts of Graduate Medical Education Regulations – Regarding Eligibility
requirement for admission to medical course in India.
It is requested that wide publicity may please be given to all Foreign medical institutions
conducting medical courses leading to the award of primary medical qualification as defined
in the enclosed Screening Test Regulations, 2002 {para 2(f)} (equivalent to MBBS) in the
foreign country concerned as well as the concerned Ministries/departments of the Govt.
of the foreign country, the concerned Medical Council or equivalent authority for recognition
of medical qualifications/grant of permission to practice medicine in that country so that
all Indian students already undergoing training/medical course for obtaining primary medical
qualification in any institution in the foreign country are properly apprised of the Regulations
so that they may approach the prescribed authority for appearing in the screening test
only if they fulfill the requirements prescribed in the Regulations and the scheme for
conducting the screening test. It will be appreciated if an acknowledgement is sent to this
Council along with a report on action taken, for the information of this Council. The above

AMENDMENT NOTIFICATION
New Delhi, the 25th September, 2009
No. MCI, 203(9)/2009-Regn./39606 - In exercise of the powers conferred by Section
33 of the Indian Medical Council Act, 1956(102 of 1956), the Medical Council of India
with the previous sanction of the Central Government hereby makes the following
regulations to further amend the "Screening Test Regulations, 2002" namely:-
1. These regulations may be called the "Screening Test Regulations (Amendments),
2009-Part-I".
2. They shall come into force on the date of their publication in the Official Gazette.
3. In the "Screening Test Regulation, 200" the following additions/modifications/deletions/
substitutions, shall be, as indicated therein :-
4. (i). In Regulation 3, first line after the words "An Indian citizen" the following shall be
added:-
"or a person who has been granted Overseas Citizenship of India".
(ii). In Regulation 4 under the heading "Eligibility Criteria", para (1) shall be substituted
with the following :-
"No person shall be allowed to appear in the screening test unless : he/she is a
citizen of India or has been granted Overseas citizenship of India and possess any
primary medical qualification, which is confirmed by the Indian Embassy concerned,
to be a recognized qualification for enrolment as medical practitioner in the country in
which the institution awarding the said qualification is situated".
(iii). In Regulation 4 under the heading "Eligibility Criteria", in para (2) after the sentence
"This requirement shall not be necessary in respect of Indian citizens", the following
shall be added:-
"or Overseas citizens of India"
