May 5, 2011: T-MOBILE ENTERS DISCUSSIONS WITH DEKALB COUNTY SCHOOL

SYSTEM. IF APPROVED, DANGEROUS CELL PHONE TOWERS WILL BE LOCATED IN THE
MIDDLE OF RESIDENTIAL AREAS, AT THE FOLLOWING SCHOOLS:

What is the risk?

Health risks: Studies have shown that even at low levels of this radiation, there is
evidence of damage to cell tissue and DNA, and it has been linked to brain tumors,
cancer, suppressed immune function, depression, miscarriage, Alzheimer's disease,
and numerous other serious illnesses. [1]

Children are at the greatest risk, due to their thinner skulls, and rapid rate of growth.
Also at greater risk are the elderly, the frail, and pregnant women. Doctors from the
United Kingdom have issued warnings urging children under 16 not to use cell
phones, to reduce their exposure to radio frequency (RF) radiation. [2]

Over 100 physicians and scientists at Harvard and Boston University Schools of Public
Health have called cellular towers a radiation hazard. And, 33 delegate physicians
from 7 countries have declared cell phone towers a “public health emergency”.

Property Values: The Federal Communications Act of 1996 says health concerns are not a valid
reason for a municipality to deny zoning for a cell tower or antenna. Property values and
aesthetics, however, do qualify, according to the act.

The Appraisal Institute, the largest global professional membership organization for appraisers
with 91 chapters throughout the world, spotlighted the issue of cell towers and the fair market
value of a home and educated its members that a cell tower should, in fact, cause a decrease in
home value.

The definitive work on this subject was done by Dr. Sandy Bond, who concluded that "media
attention to the potential health hazards of [cellular phone towers and antennas] has spread
concerns among the public, resulting in increased resistance" to sites near those towers.
Percentage decreases mentioned in the study range from 2 to 20% with the percentage moving
toward the higher range the closer the property. [3]

What Can You Do?
If you oppose the construction of unsightly cell towers in your neighborhood, located at elementary schools
or any residential property, school and zoning officials need to hear from you. The only way to stop this
attack on the health and welfare of our neighborhoods is to let our voices be heard.

Please spread the word to your neighbors and solicit everyone you know to write letters as suggested
below. Letter content is provided as a convenience, but you may also use your own words to voice your
concerns.

Don’t waste precious time! We must act now!

that you oppose this intrusion by T-Mobile into your neighborhood!

Re: Current Proposal by T-Mobile to the Dekalb County School System to locate Cell Towers onsite at
DeKalb County elementary schools, including Brockett Elementary

I would like to protest the proposal that was made by T-Mobile to my community at a meeting
held at Brockett Elementary School on May 4, 2011. I was unable to attend this meeting as it
was not communicated clearly to be about the actual construction of cell towers in my
neighborhood. I am, however, writing to you now to voice my overwhelming concern and
objection to this proposal.

There are several reasons for my concern, first of which is the health and welfare of the
residents in the surrounding community including the children who attend Brockett Elementary
and other schools as outlined by the cell company’s proposal.

My X-year old son/daughter/neighbor attends this school and I will not sit idle while the school
board places a monetary value on this precious child’s life. I appeal to your good nature to do
what is within your power to decline the proposal immediately!

Second, I wish to protest the cell tower construction based on my rights as a property owner in
the surrounding community. The Federal Communications Act of 1996 states that property
values and aesthetics are valid reasons for a municipality to deny zoning for a cell tower or
antenna.

It is my belief that the towers would create an eyesore in my community and would result in lower
property values which, in turn, would lower the amount of property tax collected. Any benefit from
money paid to the school system would offset by the loss in revenue by way of property taxes.
You should be receiving letters from local real estate professionals who will also back up this
claim.

Thank you for your prompt attention to this matter. My contact details are at the top of this letter.
I will follow this issue closely and urge my friends and neighbors to do the same. I expect you will
take the community and parent protests seriously and consider our messages carefully before
rendering the best decision for the future of DeKalb and our children. No cell towers at our
school. No cell towers in our neighborhoods. Thank you!
