EMPLOYMENT OPPORTUNITY
The Tobago Regional Health Authority is responsible for the provision of healthcare throughout
Tobago. Key services are offered at the Scarborough Regional Hospital, Tobago Emergency
Medical Services and Primary Care Health Centres.
- Provides executive medical direction through the provision of secondary and tertiary
healthcare services
- Reviews, monitors and evaluates all clinical services to ensure that the delivery of
healthcare is efficient, professional and of the highest quality
- Facilitates the integration of all levels of Clinical Services to provide a continuum of
Clinical Management
Education:
- Post Graduate medical specialist qualifications from an accredited educational institution
Experience:
- A minimum of ten (10) years progressive experience in a senior capacity in a similar or
related job function.
- Current full registration with the Medical Board of Trinidad and Tobago
- Specialized training and/or experience in Health Sector Management would be an asset
- A compelling track record of success as a senior manager in a complex environment with
superb communication, adaptive leadership skills and a strong propensity for
achievement
- Excellent team commitment and leadership competencies with a passion for growth and
development
- Superb interpersonal skills and network creation and maintenance premised on positive
strategic influencing

Education:
- Medical degree with Post-graduate Diploma in Family Medicine from an accredited
educational institution or,
- Master of Public Health from an accredited educational institution or equivalent
qualifications would be an asset
Experience:

The successful candidate is required to lead the team responsible for providing health care
services to patients. Duties involve providing emergency and elective care to patients accessing
the Scarborough Regional Hospital; supervising the work of junior doctors and developing
clinical protocols for the department as part of an integrated treatment team. The conduct of
clinical audits would also be part of the duties required.
The incumbent will report to the Specialist Medical Officer (Consultant) in the department and
will be responsible for administering medical treatment to patients at a Hospital in the specialist
field of study. Work entails the conduct of medical procedures, assessments and tests and the
evaluation of examinations for diagnoses. Work also involves directing and supervising the work
of junior medical officers in the administration of medical treatment of patients.
The Medical Officer reports to the General Manager, Primary Care Services, and as part of the
primary care team, will be responsible and accountable for providing quality medical care within
that setting. Work entails the assessment, diagnosing, treatment, and appropriate referral of
clients attending community health facilities. Work also includes visits to homes and schools as
part of a multidisciplinary team.
The incumbent is also expected to implement preventive procedures for the protection and
promotion of a healthy Tobago population. This must be done in compliance with institutional,
regional and national guidelines.
PHARMACIST
The Pharmacist is responsible for promoting the rational use of prescribed drugs, through the
provision of the necessary education and information; providing an adequate controlled supply of
prescribed medicines that are safe and effective whilst rendering general assistance in the clinical
areas to which they are assigned.
An individual in this class is responsible for performing difficult and complex laboratory tests in
the specialized field of Medical Laboratory Technology. This individual will be responsible for
affiliated tasks such as quality control, operator maintenance of equipment, and liaison with
Laboratory users and maintenance personnel. Inclusion on the emergency duty roster for
weekdays, weekends and public holidays is compulsory. Duties also involve the supervision and
training of junior staff.
CREDENTIALS & EXPERIENCE
- Training as evidence by the possession of a Medical Laboratory Technician’s
Diploma/Associate Degree from a recognized educational institution, in addition to a
minimum of five years experience as a Medical Laboratory Technician.
- Specialized training with a minimum of three (3) years experience in Medical
Microbiology, Immunology, Haematology or Biochemistry.
- Registration as a Laboratory Technician with the Medical Laboratory Board of Trinidad
and Tobago.
- Working knowledge and experience with respect to International Laboratory Standards.
The successful candidate is required to perform analytical chemical tests using specialized
computerized equipment/technology and is expected to conduct, analyze and report his/her
findings independently. Duties must be performed completely, timely and accurately using
appropriate methodology. Supervision of support staff is also required.
The CSS Technician will perform routine technical work in the collection, cleaning, preparation,
packaging, and sterilization of medical surgical, nursing supplies, and equipment; in accordance
with the Policy and Procedure Manual and standards of Quality Assurance.
The Manager, Human Resources will be responsible for planning, directing and coordinating the
human resource management activities of the organization to maximize the strategic use of all
human resources.
The selected candidate will be expected to establish goals and implement approved policies
towards the development and effective supervision of the sub-functions of Human Resource
Management inclusive of Strategic HR Planning, Recruitment and Retention, Compensation
Management, Performance Management and Employee and Industrial Relations, in compliance
with institutional, regulatory and governmental requirements. The incumbent must, as an internal
consultant, establish and maintain a positive supportive relationship with all departments of the
Authority to enable them to realize their Human Resource needs and objectives.
The Human Resource Specialist (Recruitment) will provide support to the HR Department in
implementing the approved staffing structure under the commissioning exercise of the
Scarborough General Hospital. The incumbent must ensure that all processes and supporting
documentation required for this recruitment initiative are developed and implemented consistent
with the standards, policies and procedures of the Authority.
The Human Resources Officer will contribute to the accomplishment of Human Resources goals
and objectives that emphasizes empowerment, quality, productivity and standards, goal
attainment, and the recruitment and ongoing development of a superior workforce.
The selected candidate must be customer-oriented and will assist in the implementation of
policies and procedures for all staff within the organization bearing in mind that maintaining
confidentiality is of utmost importance. Work must be done in compliance with all applicable laws
and regulations.
The Manager, Materials Management ensures that all processes within the supply chain affecting
the Tobago Regional Health Authority (TRHA) are effectively and efficiently managed. The
incumbent will be expected to determine all the necessary policies and procedures that must be
developed and that are necessary for the effective performance of both the Purchasing
Department and the Stores Department.
The Manager, Materials Management is responsible for analyzing the feedback from its users
(for example, Wards and other Departments) to ensure that both the Purchasing and Stores meet
the standard and quality of the material required for safe delivery of patient care.
The incumbent is to introduce inventory control measures, determine the optimal warehouse
layout plan requirements, perform forecasting, scheduling and logistics for all items, resulting in
consistent, efficient service to all user departments.
PURCHASING SUPERVISOR
The Purchasing Supervisor provides leadership, technical and administrative direction to all
functional areas in the Purchasing Department. Working within Board approved policies for
Purchasing, Receiving and Stores; the Purchasing Supervisor is responsible for executing all
tenders approved by the Board and operating as support for the Tenders Committee.
AUDIT OFFICER
The Audit Officer will be responsible for efficiently carrying out all audit steps in accordance
with the Audit Plan of each audit as developed by the Audit Manager. The incumbent will also
be required to carry out his/her duties in compliance with all applicable laws and regulations.
The General Ledger Supervisor is responsible for maintaining the integrity of information
contained in the General Ledger. The incumbent will also be required to review all transaction
listings to verify completeness and accuracy of data entry prior to posting to the Financial
Accounting System; provides summaries and schedules as required; reconciles accounts and
journals to ensure accuracy; and manages cash collection and deposits on behalf of the
Authority.
The Communications Officer reports directly to the Communications Manager, and provides
crucial support and services to the Board of Directors, Executive Management and Departments
of the Authority in the area of Publications & Production
Key roles and responsibilities include:
- Managing all patient and organizational literature, leaflets and other printed collateral
- Managing the production of radio awareness public service announcements and television
features and infomercial
- Manage the coordination of photography and design for TRHA publications and event
planning opportunities
