Dear Colleagues,
We have finalised our work plan for the current year with the Strategic Health
Authority (SHA) and not surprisingly it focuses on the three main areas which have
been at the heart of our work, in our various incarnations, over the last 9 years.
Children including children with disability, and working on the emotional mental
health and well being especially in supporting the development of Increasing
Access to Psychological Therapy (IAPT) to young people.
Mental Health including Quality & Patient Safety, reduction of self-harm, supporting
the SHA in the development of commissioning both within PCTs and the emerging
GP clusters, IAPT, social Inclusion
More details will be found under the respective programme on our website. Like the
rest of the public sector, we have had to be more focused in what we can support,
but within those restrictions, we will try to be as responsive to the many groups we
work with in the South West as we have been in the past. So please don’t stop
asking if you don’t find the answers on our website.

The conference was an impressive event attended by over 100 people who had travelled to Bristol
from the South West and other parts of the country intent on hearing the positive messages. The
theme for the day was “Unfinished Business” to reflect the handover from the IAPT (Improving Ac-
cess to Psychological Therapies) programme to the expanded Talking Therapies programme. The
conference was chaired by the two GP leads, David
Porteous and Tim Burke, and featured a wide range of
speakers including Kate Schneider, Programme Lead for
Mental Health and Well Being with the South West
Strategic Health Authority and Kevin Jarman from the IAPT
National Programme Team. Other notable contributions
came from Steve Walbridge and Sue Forber courtesy of the
Dorset Mental Health Forum who reminded the audience of
the importance of the service user voice and the input they
can give to the provision and sustainability of local services.
There were also welcome contributions from Dr Farooq
Ahmad (about the development work on care pathways his organisation, Castlebeck, has been
involved in) and the joint presentation from Lindsey Wallis and SHYNE (opportunities and chal-
lenges for local services considering social enterprise status). Even the choice of location and food
received praise from a largely appreciative audience!
The afternoon session commenced with an update from Richard Byng on the IAPT Evaluation study
conducted by the Peninsula Medical School and was followed by a series of mini-workshops.
Delegates had a difficult choice to make and many found the decision was much harder than they
expected. Workshops included: hearing about the application of LEAN in mental health; Building
Links between psychological therapies and services for those with a personality disorder with Rex
Haigh; Personalisation; the Jigsaw service based in
Galway offering a primary care based service for 12
to 25 year olds or the new PCT approach to mental
health commissioning taking place in Bournemouth
and Poole.

'Peter Gilbert is a university professor working in the field of Spirituality, which takes in the human desire
for meaning, purpose and a sense of the transcendent, and religious practice.
Peter has spent a lot of his life working at the 'front line' --first as a soldier and more recently as a care
worker and social worker; and has also had experience of mental ill-health, which he has written about in
a chapter in Voices of Experience', and his work on Social Work and Mental Health (2010).
We hope you will join us for this talk, which takes place in Sharpham South Wing.
There’s no need to book, just turn up.
The evening starts with a meditation at 7.30pm (optional) followed by the talk at 8pm.

South West Mental Health Alliance Launch Event

With all the imminent changes within the NHS the South West Division of the Royal College of Psychia-
trists has teamed up with the South West Development Centre to instigate the formulation of a regional
mental health alliance. The aim being to form an alliance of stakeholders to ensure provision of best pos-
sible mental health and learning disability services in the southwest. We are holding a launch event which
is not only to inform stakeholders of the way services are expected to change but to encourage people to
become involved. It is hoped that people with lived experience and third sector organisations will form
half of the alliance with the rest being made up of psychiatrists and people working in the services.

Sustaining Ourselves with Mindfulness
Sharpham House, Totnes, Devon
A four-day residential course at Shapham House. This course is for you if you are in need of rest, re-
newal, reflection and inspiration and would like to learn to sustain yourself in daily life. It is suitable for
those new to mindfulness and those wishing to refresh their skills. You will learn mindfulness techniques
and how to apply them afterwards. The course integrates mindfulness practices with outdoor activity and
time to step out of the competing demands of life, allowing our creative inner resources to regain momen-
tum. There will be time for discussion and personal reflection. You will stay in Sharpham House overlook-
ing th river Dart with options for walks, painting, photography, gardening, star gazing and a canoe trip
during free sessions. Mindfulness is a practice of meditative awareness of the present moment - aware-
ness of our body, thought and feelings. Mindfulness practice helps us: * To define and clarify our core
values * To manage stress skillfully and avoid burnout in ourselves and others * To move from ‘automatic
pilot’ - dwelling in the past, worrying about the future – to recognizing the positive choices we can make in
the present * To bring more compassion into our lives Cost for the four day course is £450 per participant
The Sharpham Trust is offering concessions for this course to people working in the voluntary sector and
heathcare professions. These are available on application.

Culture and Depression - The validity, diagnosis and management of depression in different cul-
tures needs an extensive re-examination
London
Over the past few decades, a significant body of research has outlined major problems that relate to the
use of western diagnosis and methods of research across cultures. Amongst the diagnostic groups, de-
pression has been singled out as one that raises significant issues of cultural validity and which poses
special problems as a universally valid disorder. Fundamental problems include a) cross-cultural varia-
tions in defining identity, b) differing concepts of emotions; c) cultural variations in language with prob-
lems of translating everyday emotion, and d) the absence of a universal biological cause. Despite these
demonstrated concerns, mental health professionals, psychiatrists included, consider depression as uni-
versal in form with cross-cultural differences in symptomatology as a mere artefact. If there are such ma-
jor differences in symptomatology, it begs the question: Why do they receive the same diagnosis? And,
how does this contradiction arise?
This event will provide the opportunity for clinicians from all professional backgrounds who have experi-
ence in caring for people from diverse backgrounds to come together. Clinicians will have the opportunity
via the sharing of case vignettes, to share the benefits and challenges they have experienced in their
work and to also discuss good practice and learning points.

Making Commissioning Work Collaboration to deliver patient outcomes

The Health and Social Care Bill plans to transfer £80bn of NHS funds to GP Consortia. It is hoped that
budget holding will motivate doctors to deliver efficient coordinated care; however, to achieve this, the
groups will need to ensure that primary care engages closely with specialist services in secondary care,
public health, social care and the third sector. The BMA strongly believe that: 'successful commissioning
will only be achieved with GPs, secondary and tertiary care consultants and other clinical colleagues
working together.' At Making Commissioning Work, the case for multi-professional involvement in com-
missioning will be discussed and analysed. With a programme of excellent speakers including doctor rep-

Outsourcing: delivering cost-effective public services

The agenda of change in the public sector requires many organisations to operate in a new way and will
often require expertise that they do not have. New models of service delivery can be a key means of
achieving this, bringing in the expertise of the private sector and social enterprises. Engagement with
these organisations can be through direct outsourcing or through partnership. Good outsourcing can de-
liver many benefits, including savings; investment in new IT and systems; a better idea of operational and
unit costs; monitoring performance and outputs; and accountability through knowing costs and perform-
ance; alongside other benefits, such as generating local employment. Management can focus on ensur-
ing services that are delivered as required rather than becoming embroiled in day-to-day operational is-
sues.
