Economic and social changes, fast evolution of technology, and the growing importance of
internet services and international communications-all these require secondary education
providers to adapt what is taught and learned in schools. However, in Africa the content of
secondary curricula is in most cases ill-adapted to 21st century challenges, where young people

are mobile, have access to "more and instant information," and face health threats such as
HIV/AIDS. In addition, implementation problems exist, and the time for instruction is often much
less then what is required by the prescribed secondary curriculum. This study analyzes that
challenge: the quality of curricula and assessment, and their development processes in
secondary education in Africa against the background of existing contexts, conditions, and
ambitions on the one hand and current pedagogical thinking on the other.

Sustainability of Pension Systems in the New EU Member States and Croatia is part of the
World Bank Working Paper series. This study finds that pension reforms in recent years have
improved the efficiency and sustainability of pension systems in the new member states of the
European Union and Croatia. However, for many countries, these probably have not gone far
enough to ensure long-term sustainability, given the aging of the population. Reforms have
included changes to Pay-As-You-Go (PAYG) systems, including increases in retirement ages
(not at least for women), new benefit formulas, and new indexation mechanism.

Improving the Business Environment in Latvia: the Impact of FIAS Assistance tracks the
process through which the Foreign Investment Advisory Service (FIAS) of the World Bank

environment, achieve higher rates of economic growth, and thereby alleviate poverty. IAS
Occasional Papers report the results of research on practical issues identified by the staff of

In Focus: UNs Educational, Scientific and Cultural
Organization (UNESCO)
UNESCO - the United Nations Educational, Scientific
and Cultural Organization (UNESCO) was founded on
16 November 1945. UNESCO functions as a laboratory
of ideas and a standard-setter to forge universal
agreements on emerging ethical issues. It promotes
international co-operation among its 193 Member States
and six Associate Members in the fields of education,
science, culture and communication.
Mr. Koïchiro Matsuura, from Japan, has been appointed
as the Director-General of UNESCO since November
15, 1999. He was reappointed by the Organization's
General Conference to serve a second four-year term.

The General Conference consists of the representatives
of the States Members of the Organization. It meets
every two years, and is attended by Member States and
Associate Members, together with observers for non-
Member-States, intergovernmental organizations and
non-governmental organizations (NGOs). The Executive
Board, in a sense, assures the overall management of
UNESCO. It prepares the work of the General
Conference and sees that its decisions are properly
carried out. The functions and responsibilities of the
Executive Board are derived primarily from the
Constitution and from rules or directives laid down by the
General Conference.

 Culture.
 Communication and Information.

Thesaurus, 2007
The UNESCO Thesaurus is a controlled and structured
list of terms used in subject analysis and retrieval of
documents and publications in the fields of education,
culture, natural sciences, social and human sciences,
and communication and information. Continuously
enriched and updated, its multidisciplinary terminology
reflects the evolution of the Organization's programmes
and activities. The UNESCO Thesaurus contains 7,000
terms in English and Russian, 8,600 terms in French and
Spanish.
Developing Programmes for Adult Learners in Africa
This book identifies quantitative, qualitative and multi-
method approaches, and is based upon existing
research methods teaching in Africa. It is grounded in
African adult education contexts and draws on material
and experiences from research courses taught in African
universities. It emphasizes the importance of combining
quantitative methods with qualitative research that is
embedded in adult education contexts and that builds
on indigenous knowledge.

[1] Tobacco Users:

 Fewer than 5% of young people in Bahamas, Costa Rica, Indonesia, Malawi,


Montserrat, Poland, Russia, Singapore, Ukraine and Venesuela think girls who smoke
look more attractive.
 Over 30% of children smoked their first whole cigarette before age 10 in Ghana,
Grenada, Guyana, India, Jamaica, Palau, Poland, N Mariana Islands and St Lucia.
 Over 40% of young people in Fiji, Ghana, Malawi, Nigeria, South Africa, Sri Lanka and
Zimbabwe think boys who smoke have more friends.
 50% of young people who continue to smoke will die from smoking.

[2] The Egypt Global Youth Tobacco Survey was a school-based survey of students in
grade 2nd prep., 3rd prep., and 1st secondary conducted in 2005.

Prevalence
 13.6% of students had ever smoked cigarettes (Male = 19.7%, Female = 5.7%)
 14.4% currently use any tobacco product (Male = 17.6%, Female = 8.6%)
 4.1% currently smoke cigarettes (Male = 6.0%, Female = 1.2%)
 12.0% currently use other tobacco products (Male = 13.9%, Female = 7.9%)
 19.4% of never smokers are likely to initiate smoking next year

Knowledge and Attitudes


 30.9% think boys and 24.1% think girls who smoke have more friends
 26.0% think boys and 21.1% think girls who smoke look more attractive

Access and Availability—Current Smokers


 21.3% usually smoke at home
 36.7% buy cigarettes in a store
 83.0% who bought cigarettes in a store were NOT refused purchase because of their age

Environmental Tobacco Smoke


 38.0% live in homes where others smoke in their presence
 42.2% are around others who smoke in places outside their home
 84.7% think smoking should be banned from public places
 66.6% think smoke from others is harmful to them
 52.9% have one or more parents who smoke
 8.1% have most or all friends who smoke

Cessation—Current Smokers
 78.4% want to stop smoking
 69.8% tried to stop smoking during the past year
 88.2% have ever received help to stop smoking

Media and Advertising


 73.0% saw anti-smoking media messages, in the past 30 days
 59.8% saw pro-cigarette ads on billboards, in the past 30 days
 52.7% saw pro-cigarette ads in newspapers or magazines, in the past 30 days
 16.4% have an object with a cigarette brand logo
 14.5% were offered free cigarettes by a tobacco company representative

 56.8% had been taught in class, during the past year, about the dangers of smoking

 48.1% had discussed in class, during the past year, reasons why people their age smoke

 50.8% had been taught in class, during the past year, the effects of tobacco use
