Importance: High

No doubt you will all be happy to leam that we now have an agreed text for use in declining offers of assistance which
others in the USG have determined are nolonger required.

Please take the attached template, fill in as needed concerning "your" country, and get the relevant clearances (as
indicated, except pis. substitute Alan YU for Kvolker in EUR).

I would also suggest adding, in addition to the relevant country TAG, the following TAGs:
PREL, EAID, AEMR, OPDC, CASC, ECON, AMGT, ASEC

Naturally, I would not worry about clearances by other bureaus Gustaxe WHA, NEA, etc.), but I'd add your Office Director.

Also attached is the latest version of the Katrina Virtual Working Group's assessment of who is in the 100% NO category.
(I thought Bulgaria & Croatia were dealt with already - perhaps Scott & Brad could provide the relevant cable ## to Michelle

Susan,

Per our conversation, please find attached draft cables which, let's hope, willie! us wrap up France and French Polynesia,
to the extent they may still be outstanding.

Please review and tweak the attached (e.g., how to characterize the aGIF troops" from Polynesia, country tags, etc... ) and
confirm you've got your Office Director's clearance (and any others you think best). You can send them back to me, and I'll
get S/ES-O and KWG (Deborah McCarthy) clearance.

Subject: RE: Cable to France & French Polynesia

Susan,

Per our conversation, please find attached draft cables which, let's hope, will letus wrap up France and French Polynesia,
to the extent they may still be outstanding.

Please review and tweak the attached (e.g., how to characterize the "GIF troops" from Polynesia, country tags, etc ... ) and
confirm you've got your Office Director's clearance (and any others you think best). You can send them back to me, and I'll
get S/ES-O and KWG (Deborah McCarthy) clearance. "

Thanks again for your assistance!

Alain

Americans, I want to express heartfelt gratitude .for

your expressions of concern.

We appreciate your patience as we have examined the

damage caused by Hurricane Katrina and made thorough
assessments of our needs for materials and equipment
to respond and recover from the disaster.

We have determined that, for the moment, we will be

able to meet the recovery and reconstruction
challenges with domestic resources. Consequently, we
do not believe we will need the 100 GIP personnel that
you generously offered us.

We will keep in close touch as we determine whether

our long-term reconstruction plans might require
international assistance.

The disaster prompted an equally compassionate

response from private citizens around the world. Many
people are making donations to private relief
organizations and we· deeply appreciate their
generosity.
