There hasbeen no public release of who offered what. The Executive Summary of what has been accepted has been
distributed, however, through H to some selectees on the Hili. Others are referred to website which lists all OFFERS of
assistance. We do not want to release a public list until we are sure everything is in order and in any case, would need an
ExecSec chop.
Kathleen, the Katrina Working Group is updating the matrix and hopes to get a final version ready within a few days.

yesterday, the following are additions to what you have:
Botswana $100,000
Ethiopia $100,000 to the Bush-Clinton Fund
Cameroon $450,000
Ghana $100,000 (note: KWG summary shows $15,000, but I think this is incorrect)
Guinea $500,000
Rwanda $100,000
Senegal $100,000
Togo $100,000
South Africa $2 million (the details of this offer are still unclear)
Namibia $100,000 worth of canned fish (will be declined)

This is the last one 1 received. It does not, however, reflect donations from South African ($2 mln),
Namibia ($lOOK in fish) that we heard about at the UN. Perhaps Katrina task force has sent Bill or Ginny
more recent updates.
You may want to touch base also with our good friend Kelly Tucker, who is the Special Assistant to Amb.
Milloy (?) who runs the eMS Katrina Task Force. .

* Togo - See previous report. Conflic~ing information on whether the TF should send a
cable to post or whether the desk should prepare dip note response. See below for similar
'situation with Senegal. Dakar Desk has drafted di~ note and cleared with TFI. Need to
advise Togo desk to do the same. Make sure that dip note does not say non behalf of the
President_.. "
* Senegal - Desk Officer (Pete Davis) drafted dip note accepting offer of lOOK. We
revised and cleared. Desk will clear with L and others as necessary before delivering to
the Senegalese Embassy .
2. Received email from Robert Gresbrink advising of $25,000 donation from Commercial Bank
of Cameroon. Sent reply asking for more details.
* Accra -TF1 confirmed that USG is no longer accepting gifts in kind. Drafted cable
with guidance for Accra on declining offer. Sent to AF/W Phil Carter and OFDA Tony Stitt
for clearance 10:20 a.m. on 9/15. AF/W has cleared. Phone call from Scott Tricknor in
Accra (tel 233~21~775348), saying that post has informally advised the GOG of the
difficulty in accepting in-kind donations and that they are considering changing their
pledge to a cash donation. Scott was meeting with GOG officials today and will report
what they decide. Hold cable until we hear further.
* Rwanda - See previous report. Received clearance from AF/Cj revised cable to
reflect current TFI preferred language and format. Submitted two copies and diskette to
TF Coordinator. Returned to add RM clearance (see email to Joan Segerson). Once
clearance is received, need to reprint cable and recopy onto diskette.
* Conakry -- Received phone call, email, and cable advising of unexpected donation of
$500,000, delivered to the embassy by representatives of .t he council of ministers.

Per telcon with Ginny Milhous, EIDbassy Conakry is requesting guidance on transmittal of a
donation on behalf of the government and people of Guinea to" the victims of Hurricane
Katrina. Embassy was contacted late this morning and asked to receive" a delegation
organized by the office of the Presidency to present condolences. The delegation arrived
shortly thereafter, in the form of 11 Ministers and the Secretary General of the
Presidency, who offered a check on the central Bank's Citibank account in New York in the
amou~t of $500,000.
Please provide guidance on how best to transmit this very generous donation.
