HURRICANE KATRINA TASKFORCE

FOREIGN ASSISTANCE
(U) A total of 117 countries and 12 international organizations have generously offered
assistance to the Hurricane Katrina relief effort. New or increased offers of assistance have been
made by':
• Papua New Guinea offered $10,000 toward relief efforts
• Angola offered unspecified assistance (Task Force)

EMERGENCY RELIEF AND RECONSTRUCTION NEEDS


(U) Tarps and chainsaws have been identified as urgent needs, as well as the following
capacities of generators: 20kw, 150kw. 60hz, 110v. and 220v (220v with transformer). There is
no further need for tents or blankets beyond what has a lready arrived or has been previously

UNCLASSIFIEDARRWALS OF ASSISTANCE
CD) Six flights containing 15 German water pumps, 13 trucks, and 94 passengers arrived at New
Orleans Naval Air Station. Three Netherlands water pumps and five personnel are expected to
arrive in the New Orleans area September 10-12. A Canadian task force and Coast Guard 'cutter
are also expected to arrive in New Orleans between September 12-14. (USNORTH.COM)

DIPLOMATIC NOTE ON FOREIGN NATIONAL REMAINS

CD) T he Department will issue a diplomatic note to a 11 foreign missions 0 n identification 0 f


foreign remains and death certificate issuance procedures for foreign nationals. Upon issuance,
the Department will transmit an ALDAC cable with the text of the diplomatic note. The
Department intends to arrange for a briefing for foreign missions on this topic early next week.

As we discussed yesterday, EAP has already responded to many of the countries listed as Pending by the Task Force.
These responses were included in Secretarial Reply's to condolence letters tasked 9/12-9/23 by the Correspondence Unit.
These responses were not tracked in the same way as the USG acceptance messages were, and it's taken a bit to
uncover what was sent out via Correspondence unit, which don't normally show up in our CX Queue. I've attached the
following spreadsheet to go over where EAP currently stands. ,

The Mongolia response was submitted twice to the Correspondence Unit but we do not have a record of it transmitting
(yet), and their Katrina person is out today. The Federated States of Micronesia offered an electricallineworker team and
per guidance we will turn that down (below). Vietnam, RMI, and Palau were all responded to previously by S but we have
drafted formal replies if necessary below:

Papua New Guinea's offer was via their Ambassador here and after consulting with the line EAP responded via dipnote to
the PNG Embassy, rather than via Port Moresby. .

By my count that's a response, either from S or through Post, for everyone on our list. Please let me know if this doesn't
answer the mail on your end. Thanks again for all your help on these.

On behalf of the peopte of Papua New Guinea, we are saddened by the
countless· Joss of lives in New Orteans and along the Alabama and Mississippi
coasts as a result of Hurricane Katrina. We join you, President George W. Bush
and the entire leadership of the United States Government and the American
people In hoJding, in our prayers and thoughts, the hundreds of thousands of
victims and survivors in this terrible tragedy.

. The devastation of these areas is unimaginable - both in the number of


lives lost and the destruction of property. But as hopeless and grim the situation
has been since August 29, the people of Papua New Guinea have confidence In
the detenninatlon and tenacity of those affected by Hurricane Katrina: like alJ
Americans, they are a people that are determined in their wiU to weather any
stonn and overcome any tragedy.

Despite the enormity of the challenge of recovery and rebuilding at hand,


the survivors can count on the strong and steadfast readership of a President
who cares and a U.S. Congress that is ready, willing and able to cooperate with
the President In the ongoing monumental relief efforts.

This Embassy will during this coming week make a very small donation of
$10,000 towards the Hurrlcane Katrina relief efforts through the American Red

along with the tremendous challenge of recovery and rebuilding, wUl undoubtedly
cost tens of billions of dollars. this small donation, we hope, represents our ,
compassion. prayers and our empathy for the untold pain and suffering being I

endured by the people of Louisiana, Mississippi and Alabama. ;

Having had our own share of tragic natural disasters in recent years -
including a deadly Tsunami in July 1998 that claimed over 3,000 lives, several
volcanic eruptions, droughts and floods that have claimed hundreds more • the
people of Papua New Guinea understand the tremendous human suffering.
despair and hopelessness caused by Hurricane Katrina. We stand with the
people of New Orleans, Alabama and Mississippi and the fest of America as they
rise Up. once more, from this latest deadly disaster.

Once more, may our heartfelt condolences, prayers of hope and support
go out to the people of Louls\ana, Misslsstppi and Alabama and the leadership of
the United Statesof America.
