Nick,
The Portuguese are offering to send a forensics team to help with the aftermath of Hurricane Katrina. The team consists
of four people - three doctors and one technical assistant. This is the same team that Portugal sent to Thailand after the
tsunami. According to the office of the Secretary of State for Foreign Affairs, the team is ready to go if we need them.
They can take some equipment with them but would need to know what is needed and how much.

Sarah is in Wash DC right now attending Human Rights Conference. She'll be back in the office on Thursday and provide
.a complete update. In the meantime, I know that the offer of oil reserves was made through lEA (Lisbon 1221) and.that
the offer of supplies was made through European Commission's Monitoring and Info Center for Civil Protection (Lisbon
1231). I don't know if either of these offers was actually delivered.

Sarah,

EUR is trying to get a handle on what offers of assistance were accepted by FEMA and were actually received.

Unfortunately, the tracking of this information was not very effective back here.

The Task Force is aware of the following offers, but not sure if they were all Ultimately given by Portugal:

1) Supplies (cots, tents, blankets etc) - not sure if this offer was ever transmitted through the EU and airlifted by
NATO. Do you know if this happened? The OPS matrix shows the offer declined, but we want to be sure, and if
so tell the Portuguese.
2) Oil Reserves - Did Portugal release its oil reserves through the lEA? How did this work?
3) Forensics Teams - We declined. Understand Embassy Lisbon already thanked, but declined.
4) Red Cross - was there a symbolic contribution to the Red Cross? I thought I saw a press report to that effect? If
so, can you provide details? .

Are there any other offers that were given to NGO's and other organizations that did not come through the USG?

EUR wants to send a cable of appreciation for the offers. and what has been accepted and would appreciate your help

Guenther, I just learned this morning that State no longer has a dedicated TaskForce up
for Katrina, it has been reduced in scope to. a "working group."

Their email is KatrinaWorkingGroup@state.gov.

Concerning the Portuguese offer, I have cc'd the State Department Portugal Desk Officer,
who is in the best position to tell us the status' of acceptance/denial re the Portuguese
offer to the U.S.

Given that Portugal has only now decided to coordinate through the EADRCC, so late in the
game, there'S a chance that a decision has already been taken in Washington, which we
might not be aware of.

Nick: do you have any info on the status' of the Portuguese offer (attached)? Please note
that USG authorities have asked that all Katrina aid be on the ground NLT september 23.
NATO has be~n working for several days now, and is pace to meet that target. USG will
need to decide ASAP, and Portuguese will need to move ASAP, if this aid'is to have any
chance to reaching the U.S. by September 23 (really heed an answer by our COB today).

Given that Portugal has only now decided to coordinate through the EADRCC, so late in the
game, there's a chance that a decision has already been taken in Washington, which we
might not be aware of.

Nick: do you have any info on the status of the Portuguese offer (attached)? Please note
that USG authorities have asked that all Katrina aid be on the ground NLT September 23.
NATO has been working for several days now, and is pace to meet that target. USG will
need to decide ASAP, and Portuguese will need to move ASAP, if this aid is to have any
chance to reaching the U.S. by September 23 (really need an answer by our COB today) .

2. (Sau) This cable contains the official USG response to assistance


offers from the Government of Portugal for Hurricane Katrina. Embassy
Lisbon should deliver the points in para 3 at the highest appropriate
level at its earliest opportunity.

--The U.S. Government is grateful for the generous offers of


assistance from the Government and people of Portugal in the aftermath
of Hurricane Katrina.

The United States greatly appreciates the donation of 500,000


barrels of oil via the International Energy Agency (IEA). Portugal's
contribution has made an important difference in the lives of victims
of Hurricane Katrina ahd demonstrated once again that Portugal is a
close ~riend and ally of the United States.

-- The situation on the ground in the weeks since Hurricane Katrina has
been dynamic. Our emergency management officials now have determined
that the Portuguese Government's offer of materials and personnel
support will not be required.

-- The usa has received an outpouring of support from many nations and
international organizations, as well as individuals. On behalf of the

1. (U) Three flights from the.UK, and one each from Spain
and Russia landed relief supplies at Little Rock today.
An additional Russian aircraft. as well as one flight from
France and two from Egypt are scheduled to land at Little
Rock later today. Tunisian and Israeli aircraft are
scheduled for tomorrow. (Task Force)

2. (U) The Mexican 45-truck convoy cleared the border at

3. (U) A total of ios foreign countries and 11


international organizations have generously offered
assistance to the Hurricane Katrina relief effort. New or
increased offers of assistance have been made by: portugal
-- two percent of its oil reserves (500.000 barrels);

Nick,
The Portuguese are offering to send a forensics team to help with the aftermath of Hurricane Katrina. The team consists
of four people - three doctors and one technical assistant. This is the same team that Portugal sent to Thailand after the
tsunami. According to the office of the Secretary of State for Foreign Affairs, the team is ready to go if we need them.
They can take some equipment with them but would need to know what is needed and how much.

Media Event Wednesday featuring German pump operators and Corps of Engineers: Ambassador
Sullivan will travel to New Orleans and thank the German pump operators. Also present will be senior Corps of
Engineers officers; Mayor Nagin has also been invited to attend or send a representative. PA and FEMA public
relations office have arranged for a media group of international and domestic media to travel to New Orleans
to a site. where the team in engaged in dewatering operations.

Press release on Mexican Army Assistance: FEMA Joint Information Center put out press release detailing
Mexican Army contributions. nc with PA assistance will continue to offer international journalists access to
stories, particularly those with an international component.

State Soutb presence: One CA rep Steve Sena departs tomorrow morning. We have informed FEMA PFO that
State will be phasing down its operations considerably from this Friday with remaining AID officers departing
Little Rock and the region and only consular/OFM officers and one PA officer remaining. We are turning back
some office space to FEMA, but asking·that FEMA continue to provide systems and communications support.

CONSULAR ISSUES

Passport Office Meetingr.We have made the necessary arrangements for a one-day meeting of visiting Passport
Office officials with New Orleans Passport Office employees in Baton Rouge Airport Conference Center
Wednesday.

Remains Recovery and Retrieval Update: Col. Mary Myersconfirmed at the RRR,meeting that the U.S.
military are largely withdrawn from the search effort in NOLA. Separately, Urban Search & Rescue (USAR)
reps noted that several out-of-state USAR teams (from Florida, Missouri, Nebraska and Pennyslvania) are
phasing out. There continue to be problems with how Kenyon personnel are handling human remains (HR)
they transfer to the St. Gabriel morgue. Dr. Cataldie, the Louisiana doctor overseeing the RRR effort, has
decided that remains may only be released to a Louisiana-licensed funeral home; a workaround had to be
created over the weekend for release to an Alabama facility. Funeral homes must make appointments 24 hours
in advance before they can pick up HR from St. Gabriel. .

Flooding at Morgue: Hurricane Rita caused significant flooding at the St. Gabriel morgue, although this did
not directly affect morgue operations. Cons reps will visit the morgue as soon as possible to resume tracking
operations.

of the various lists of unaccounted for foreign nationals we have sent to her. Thus far, she has found no
additional matches beyond the four (one Briton, one Portuguese and two Brazilians) we knew ofas oflast
Thursday, 9/22.

IBM Project Update: Cons reps confmned to FEMA that we will provide our combined list of still
unaccounted for foreign citizens to them in a standardized format that theycan then pass to IBM for its project
(contracted by the State of Louisiana) to try to use a computer program to cross-check all on-line databases in
which Katrina-related individuals might be registered. The purpose of this project is to give the State as
complete a count as possible of the number of individuals affected.

No More Missing Japanese: The Japanese Embassy in Washington confirmed for us by phone this morning
that all but one of the Japanese citizens on their Louisiana list have now been accounted for. Coincidentally,
immediately after that call we received an e-mail from the American Red Cross (responding to our e-mail of last
weekjstating that they had located that same Japanese citizen, who had relocated to Texas. We passed this
information to the Japanese Embassy. This should mean that there are no more Japanese citizens unaccounted
for.

Italian List Update: In response to our request yesterday, the Italian Embassy in Washington forwarded a
somewhat shorter list of about 90 names (down from the previous count of 111) of Italian citizens whose
whereabouts are still unknown. We have redacted that list down to 49 in the hardest-hit parts ofSE Louisiana
and passed it to our various contacts. We have asked the Italian Embassy for clarification on whether their lists
are driven by actual inquiries by these people's family/friends, or whether they are based solely on the
embassy's registration lists.

Mexico: Cons rep Sena placed another call to ICE rep George Robinson to follow up on our previous inquiry
on the 11 Mexican immigration detainees whose whereabouts remain unknown.

Honduras: Cons rep Sena.called the Louisiana State Commission on Law Enforcement to follow up again on
I ' Ithe Honduran citizen who was supposedly in Louisiana custody prior to Katrina. BI

assistance m locatmg NIcaraguan citizen I Iwhose family reports he was in jail in Kenner' BI
prior to Katrina. According to the family':l . fNas due to be released on bail but then his release was BI
delayed when it was discovered he was in the U.S. illegally. His family has lost track of his whereabouts.
