in Jackson only, no StateffaskForce role; SOUTHCOM has been told by FEMNstates that the other
materials/personnel offered are not needed at this time, but have given info for matrix] .
• Paraguay: ASUNCION 1139: Private cit I pffered'to organize blood drive; Amcit in BI
Paraguay I, loffered to donate 2000 shirts and 2000 pants.
• EI Salvador: Charge Butler called to relay GOES offer of forensic police/prosecutor specialists.
Mexican Army in Texas served 3,000 lunches and 4,720 dinners to evacuees today (per NORTHCOM); FEMA
provided substitute food as necessary; we put concerned (sanitation/food) San Antonio and usa officials in
contact with NORTHCOM and 5 th Army onthis issue; Mexicans expected to stay -20 days.
El Salvador may send troops for embedding with "sister" New Hampshire National Guard, which is currently
assisting with disaster relief. The Salvadoran troops' have trained with the NH Nat'l Guard before, have English
capability, and disaster relief experience. ~oD is currently assessing this possibility before offer formalized.
Ops Center received can from Consulate Guadalajara saying the governor of Jalisco may try to come to US on
Monday (no further info); we'd likely discourage/deny the trip if to/near affected areas.

Mexican Navy: Confirmed for PMAT that the usa accepted Mexican naval assistance.
Mexican Mi-17 Helicopters: NorthCom requested copies ofthe diplomatic notes exchanged between the U.S.
and Mexico regarding the use ofMexican Mi-17 helicopters in relief efforts. NorthCom is concerned about
liabiJity risks and would like to review the dip notes. WHA rep on Task Force sent an e-mail to post requesting
copies of the notes or other documents concerning the Mi-17s. Follow up with post to make sure NortliCom gets
the documents it needs.
Russia: Forwarded TFI clearance to PMAT to provide diplomatic flight clearance for Russian donation of 16
tons ofbandages. The OFDA/FEMA control number is 09-10-M028. Waiting for flight details from the
Russians.. .

OPl would like our recommendation on Ambassadors to invite for the Hispanic Heritage Month event.
They have a list of latin American countries that offered relief assistance following the hurricanes. Daniel's
email says 4-5 Ambassadors but I have warned him we might feel that more Ambassadors should be
invited. That being said, please look at the list below and let me know what you think is most appropriate.
Also note that Daniel mentions factoring in support for Iraq into our decision, I leave that up to you if you
think that is a relevant deciding factor.

This tracks with Task Force current guidance, which is not to accept doctors or food.

I received NORTHCOM's reply (found it as I was going through my e-mails from last night
and this morning) .
The 5 Bolivian civil Defense Officers invited by the Mississippi National Guard should be
worked through the Mississippi TAG (there is a poe in the message). There is some concern
about what kind of doctor Mr.l· lis.
If he is a PHD there is no problem, towever, I know there are some sensitivities about
state licensing, etc., if he is an MD.
Medicines, etc., offered should probably not be accepted (although that's not my call).
The generators and cots/sleeping bags should be reviewed and accepted by OFDA/FEMA before
they load them on the plane.
The other offers (mostly medical related), are not mil-to-mil and should be reviewed by
OFDA/FEMA.

gynecologist/obstetrician and offers his professional seryices 'for medical assistance. CV

Moreno Roda speaks English, Spanish, Swedish and Portuguese.
2. Please advise if any of the above offers can be accepted, particularly the response to
the invitation from Mississippi National Guard. If in-kind contributions are accepted, we
would appreciate guidance on routing and customs clearance for C-130.
We have offered to consolidate contributions from Lima and/or Asuncion with this shipment
if feasible. .

Just to clarify, Mississippi had coordinated an effort with Bolivia directly. and SOUTHCOM was funding the effort.
NORTHCOM (the Joint Task Force lead and the regional command to whom this area of responsibility belongs) has told
me they are complete with their rnil-to-rnll requirements. and will not pursue anything with Brazil. .

WHA rep on Task force: please run this by OFDA rep ASAP to get up or down on what they have offered (see
main matrix). I note that offer also included putting in defense officers with Mississippi Nat! Guard and that
according to matrix this has been declined. Pis contact Col Pilcher in S and revisit as we just ACCEPTED a
similar offer done via Southcom for the BOLIVIANS. Prepare message on both. They need an answer by COB
today.

I'm the WHA action officer for TF1, and Ed Embry of WHAlPPC called me a little while ago to see whether we
were aware of donation officers from the Trinidad and Tobago Prime Minister and the Brazilian Foreign
Minister. I just looked at the latest "SUMMARY OF FOREIGN ASSISTANCE RECEIVED OR
EXPECTED TO DATE" and note that there is nothing listed for these countries yet.
Liz - would you confirm that the Trinidad and Tobago PM has made the offer of two million dollars of
assistance sent to four different organizations (Habitat for Humanity, the Bush-Clinton fund, the Congressional
Black Caucas, and a fund set up by former LA Senator Breaux)? .
Jenny & Bill - would you confirm that.the Brazilian Foreign Minister has made an offer of an unspecified
amount of water and powdered milk?
