Brunei: Embassy of Brunei in Washington is awaiting $1 million from Darussalam for


hurricane relief. Once the funds are received the Embassy will deposit them into the
Department's account (account information already provided) and notify us via diplomatic
note. The desk will reply to the dip note once it has been received and the deposit
confirmed.

French Polynesia: Offer of 100 troops declined. No "no" cables now going out. Aldac on
refusal of assistance offers likely, but make sure TF US~l shift coordinator knows.

Japan: Offer of 30 pump trucks will not be formally. declined until after Secretary Rice
meets with her Japanese c?unterpart on Saturday evening. Desk has been notified.

Samoa: TFI instructed Embassy Apia to have the Samoans make their expressed donation of
$10,000 to the Samoan chapter of the Red Cross who should forward it to the American Red
Cross. Samoan chapter of the Red Cross who will forward it to the American Red Cross.
Desk will need to follow up so that acceptance cable (already drafted) can go out after
acknowledgement of receipt of donation.

08:30: Laos: BCEL will convert bank draft for $25,000 without bank fee. OF-158 will be
generated by bank after receipt of check. Funds will transfer to fund cites provided in
State 164963.

08:40: Thai desk officer reported that there is no word yet on if the Thai Forensics team
will tour affected areas.

09:00: Reconfirmed with OFDA rep that FEMA approval for Thai corn donation is still
pending.

09:20: NSC Jed Meline called asking for update on Thailand's Katrina Assistance.
Thailand portion of Matrix copied and sent to him via email: jmeline@nsc.eop.gov.

10:00: Emailed Tim Harley in Samoa instructions that the Government of Independent Samoa
should make its $10,000 donation to the local Samoan chapter of the Red Cross who will
forward it to the American Red Cross.

10:10: Spoke with East Timor desk officer, who said that East Timor is praying for
hurricane victims but is not in a position to make ,a financial donation.

12:00: Reconfirmed with OFDA rep that FEMA approval for Thai corn donation is still

update onBrunei's contribution to Katrina disaster relief. The GOB will contribute $1 million to

they make it. We will then reply with a dip note; a "thank you" cable would follow. The coordinator wanted to ensure that
we had expressed our preference that money be given to the Red Cross. I told him that you had discussed this with the

I talked to the Brunei embassy and they already have the routing number to make the donation - I passed it to them last
week in response to an earlier cable indicating their intent to donate. They said they have not received the funds from
Brunei yet but when they do they'll go ahead and deposit them according to these instructions. so is it possible to rework
this into a simpler "thank you" we can send out when the funds are received? If there's not a template for this, I'm happy to
give it a shot.
I also asked about an announcement - the Brurieians said they will not be making a public announcement of their
donation, but they would like to be included on the list of contributors. Any way to get them on there?

offers of forensic teams. Problem: the Thai team is already here, at request of 5, and so is the PM. HHS and FEMA have
reviewed but found no task suitable. Taskforce is still working possibility of imbedding some of the Thai team with the
State rep to FEMAlBaton Rouge (Amb. Sullivan's team and/or USAID team. USAID Ops center called and said team
leader does not have suitable task for Thai team. Director Deborah McCarty discussed with Amb. Sullivan and will follow
up with Amb to discuss possibility of sending one or two representatives to Baton Rouge to observe for one day only.
Taskforce must follow up with Desk after next steps determined per Dlrector/Amb call. And draft e-mail to

Outstanding Issues:

Brunei: Still waiting for an exact figure for its donation.

Korea: Outcome of Wednesday evening inter-agency meeting on resolution of assistance from Korea, among
other countries, is inconclusive. Another meeting will convene on Thursday. This information passed on to
Andrew Hyde (EAPIK) and Dan Larsen (Embassy Seoul).

(U) JAPAN ASSISTANCE: Embassy Tokyo has received confirmation that the Japanese offer ofassistance will go to the
American Red Cross. On top of$200K in cash, the offer will entail: .
• A $300K package of supplies, which are currently based in Florida. Supplies are ready to be deployed, dependent on
.arranging a charter flight and a final destination with the ARC.
• $500K in supplies based in Narita. These include:
o Bedding, tents, portable toilets - l6 day to pack + charter flight.
o Baby formula, 1st aid kits, diapers - need to be purchased & packed (2-3 days).

(SBU) JAPAN PRESS STRATEGY: The GOJ Embassy in Washington will be talking with the Red Cross -oOB EST;
shortly thereafter, they plan to touch base with EAP/J and EAPIRSP before releasing a press statement regarding their
assistance. PA should be prepared for potential questions on the Japanese contribution, will be desirable to have Spokesman
McCormack mention the offer during his briefmg. Embassy Tokyo is coordinating with MOFA to plan a meeting with VFM

Welfare Alwi Shihab expressing a general Indonesian offer ofassistance. Indonesia is ready to mobilize resources if their
assistance is needed, and Dr. Shibab has specifically ordered organization of medical teams. Embassy will be contacting

(U) THAI PM UPDATE: Embassy Bangkok has re-confrrmed that PM will deplane in New York. MFA will have one
working-level official on the flight carrying Thai donations; cargo list includes blankets, 15 tons of rice, and 3 tons of't'ready

Embassy Tokyo (Brett Blackshaw) has received confirmation that the Japanese offer of assistance will go to
American Red Cross. This offer will entail:
• A $300K package of supplies, which are currently based in Florida. They are ready to go; dependent on
arranging a charter flight, and a final destination.
• $500K in supplies based in Narita. These include
o Bedding, tents, portable toilets - need Y2 day to pack + charter flight
o Baby formula, 1s t aid kits, diapers - need to be purchased & packed (2-3 days)

Here are the outstanding items:

Laos: Need to follow-up With desk and post about status of the deposit of the $25,000 Lao donation and acceptance
and/or thank you message.

Brunei: Embassy of Brunei In Washington is awaiting $1 million from Darussalam for hurricane relief. Once the funds are
received the Embassy will deposit them into the Department's account (account information already provided) and notify
us via diplomatic note. The desk will reply to the dip note once it has been received and the deposit confirmed.

French Polynesia: Offer of 100 troops declined. No "no" cables now going out at this time, although the French desk
prepared a draft. .

Japan: Offer of 30 pump trucks will not be formally declined until after Secretary Rice meets with her Japanese
counterpart on Saturday evening. Desk has been notified.

Samoa: TF1 instructed Embassy Apia to have the Samoans make their expressed donation of $10.000 to the Samoan
• chapter of the Red Cross, which should forward it to the American Red Cross. Desk will need to follow up so that thank
you message (already drafted) can go out after donation. If Samoan Red Cross cannot accept the donation on behalf of
the American Red Cross. Embassy Samoa may need to accept It for the American Red Cross following guidance in State
164963. Because of local banking practices. the Samoan government may need to contribute in local currency to avoid'
substantial exchange loss.

Thailand: The Secretary accepted the offer of Thai Forensic Experts. HHS has declined their services. Desk is working
with HHS to find a way for the team to at least tour the region with a Thai delegation. (The com is accepted. Cable is
outgoing. Should require no further action.)
