Hello, I'm ________ from FM3, a public opinion research company. We're
conducting a survey about issues that concern people in San Francisco. I am not
trying to sell you anything and will not ask for a donation of any kind. May I
please speak with _________? (MUST SPEAK WITH VOTER LISTED. VERIFY
THAT THE VOTER LIVES AT THE ADDRESS LISTED--OTHERWISE
TERMINATE)
1. Before we begin, I need to know if I have reached you on a cell phone. (IF
YES, ASK:) “Are you in a place where you can talk safely?”
2. Sometimes things come up and people are not able to vote. In November,
there will be a city election for Mayor and other city offices. How likely are
you to vote in this local election? Will you definitely vote, probably vote,
are the chances 50-50 that you will vote, will you probably not vote or will
you definitely not vote?
3. (T) Next, do you feel things in the City of San Francisco are generally going
in the right direction or do you feel things have gotten pretty seriously off
on the wrong track?

NEXT, I WOULD LIKE TO ASK YOU ABOUT A MEASURE THAT MAY APPEAR
ON A FUTURE CITY AND COUNTY OF SAN FRANCISCO BALLOT.
4. This measure might be entitled: SAN FRANCISCO ROAD REPAIR AND SAFETY
IMPROVEMENT BONDS. It may read as follows:
“To fix potholes and repave deteriorating streets and reconstruct sidewalks
in neighborhoods throughout San Francisco; improve safety for pedestrians
and bicyclists; improve MUNI reliability and traffic flow on local streets and
intersections; repair and improve the safety of deteriorating bridges and
staircases; and improve disabled access to sidewalks; shall San Francisco
issue 248 million dollars in general obligation bonds, subject to independent
oversight and regular audits?”
If the election were held today, would you vote yes in favor of the bond
measure or no to oppose it? (IF YES/NO, ASK:) Will you definitely vote
(YES/NO) or just probably? (IF UNDECIDED, ASK: Are you leaning
toward voting yes or no?)

ventilation systems; and renovate classrooms, with proceeds from the
issuance of up to 531 million dollars in bonds, at legal interest rates, with
guaranteed annual audits, and citizens' oversight to monitor expenditures?”

[ ]d. (JOBS) San Francisco is just
beginning to recover from the
deepest recession in decades,
with high unemployment and
many families having trouble
making ends meet. This
measure includes provisions to
encourage the use of local
businesses for construction
work, which could provide over
one thousand San Francisco
jobs and boost small
businesses. ----------------------36%

[ ]e. (SAVE MONEY) This bond
measure will save taxpayers
money by addressing critical

measure has been specifically
designed so that tax rates will

the City policy of only issuing
new bonds as old ones are paid
off, this measure’s full costs can
be funded at current tax rates
with no increase. --------------39%

[ ]h. (BIKES) San Francisco is seeing
a dramatic increase in the
number of people riding
bicycles for transportation and
recreation. More people riding
bikes means less congestion on
public transit, and less
competition for limited parking
spaces. But safety continues to
be a concern; roadway
improvements funded by this
bond, including separated bike
lanes, will reduce conflicts with
cars and pedestrians and are
essential to ensure cyclists’
safety. ----------------------------38%

San Franciscans has some kind
of disability, and as the
population ages, the number of
people with a disability that
affects their ability to get
around will go up. This bond will
help people who use
wheelchairs, walkers, canes and
scooters have curb ramps and
smooth sidewalks throughout
the City, so that they can get to
work, to stores, to medical
appointments and to see family
and friends.----------------------36%

[ ]b. (MISMANAGEMENT) Year
after year, politicians short-
change our streets to fund their
own pet projects. Instead of
taking care of the roads like
they are supposed to, they
want taxpayers to pay more.

vote no and force the politicians
to fund needed street repairs

pay for street and road repairs

than borrowing money through

paying huge interest costs.
